Chapter I General

In order to strengthen the management of the city's archives, the role of the city's construction archives in urban and rural planning, construction and management is being developed in the light of the laws, regulations, such as the archives of the People's Republic of China, the People's Republic of China Rural and Rural Planning Act.

Article 2

Article III of this approach refers to the construction of the archives in urban areas, which are directly developed in urban and rural planning, construction and management activities, as well as to the record of the various forms of physical features, such as books, maps, voices, e-documentations.

Article 7.

Chapter II Posts and receipts of the urban Archives

Article 8. Units and individuals with the duty to transfer from the city's archives should be transferred to the City Archives Authority for the following archives:

(i) Construction of engineering archives:

Industrial, civilian construction works files;

Municipal Infrastructure Engineering Archives;

Public infrastructure engineering archives;

Urban transport infrastructure engineering archives;

Archives of construction, wind vantages and construction of works;

Publication of environmental sanitation construction works files;

Urban anti-hazard and human-protection files;

(ii) Architectures such as buildings, constructions and water supply, drainage, temperature, heat power, electricity, communications, telecommunications, cable television, industrial etc., except under the military zone, underground line and hidden works within the military management area;

(iii) Operational management and operational technical files developed by various professional authorities in rural and urban areas (including rural and urban planning, construction, human defence, housing, parking, winding and urban hosting);

(iv) The City Archives Authority considers other rural and urban construction files with conservation value.

The above paragraph refers to units and individuals with the duty to transfer the urban archives, including the survey, design, construction and treasury units, construction units, the construction of professional authorities in rural and urban areas and other units and individuals that form the city's archives.

Article 9

Article 10 Construction units or individuals should transfer construction files to the City Archives Authority in line with the provisions of this approach within six months of the date of completion of the construction of the construction process, and the construction of the engineering archives should be supplemented within seven days.

Article 16 provides for the development of business management and operational technical archives as set out in article 8, paragraph 1 (c), of this approach, and shall be transferred to the City Archives Authority within six months of the expiration of the period.

Chapter III Maintenance and utilization of the city's archives

Article 17

(i) Use of CD-ROMs, magnetic inventories and other modern technical instruments for storage;

(ii) The storage of electronic, audio-visual archives, consistent with information security requirements and with the storage environment of the vehicle;

(iii) Deservation of the electronic media form of urban archives;

(iv) The establishment of the city's Archives database, a directory, which compiles comprehensive information on the construction of archives in the city.

Article 19

(i) To comply with the laws and regulations relating to archives and confidential work;

(ii) Respect the transferee of the archives, the donor, the licensee's prohibition or limitations on the use of opinions to preserve their legitimate rights and interests;

(iii) The access of citizens, legal persons or other organizations to the archives should be presented in an effective certificate such as identity documents, corporate correspondence;

(iv) No effort should be made to stifle, smelting, screening, destroy the archives and other acts that may affect the integrity of the archives;

(v) Other requirements for the use of the city's archives are governed by laws, regulations and regulations.

Chapter IV Legal responsibility
