Removal of the first municipal topographic management approach

(Adopted by the twelfth 45th Standing Committee of the People's Government of the Challenge on 31 July 2009, No. 110 of 12 August 2009, Publication of Government Order No. 110 of 1 October 2009)

Article 1 regulates the management of geographical names, adapts to the needs of rural and urban development, social development and people's lives, and establishes this approach in line with the relevant laws, regulations and regulations.

Article 2

Article III refers to geographical names used as markers and geographical domain names, including the name of natural geographical entities, the name of the administrative region, the name of the resident, the name of the buildings and residential areas, the name of the professional facility, the name of public places and cultural facilities, and the name of the municipal transport facility.

Article IV. Governments of people at all levels should implement a unified management of geographical names in accordance with national and local provisions, with classification, sub-ordination.

The municipal civil affairs sector is responsible for the management of geographical names in the city and organizes this approach; the civil affairs sector is responsible for the management of geographical names within the Territory.

Departments such as planning, building, land resources, housing, public safety, city administration, finance, business, culture, transport, agriculture, tourism, archives are governed by the law.

Article 5

Article 6. The municipal and district (zone) civil affairs sector should be structured in accordance with the overall planning of rural and urban areas, in accordance with the law of the relevant sector, with the approval of the same-level people.

Regional (territorial) topographic planning should be reviewed by the municipal civil affairs sector prior to approval by the Government of the same-ranking people.

Article 7. Geographical names are generally composed of both exclusive and general names, whose name, name, should respect the history and status of local names, maintain relative stability in the place, avoid duplication and meet national and local relevant provisions.

Article 8. Restructangular areas in the Old City and buildings, residential areas, roads, streets, etc. should be used to make use of original names; construction units should apply for more names or marketing to the civilian sector in the construction project area for special reasons.

Article 9. (v) Other material provided by the civil affairs sector.

The civil affairs sector should make public information websites available at its office or at this organ:

(i) Names, conditions, procedures, duration of processing and all submissions;

(ii) The relevant laws, regulations, regulations;

(iii) The manner in which the application is submitted;

(iv) A model version of the application.

Article 12, name, more name and name, shall be decided by the organ of the receiving State within two months of the date of receipt of the application; however, in relation to the public interest, shall be consulted and coordinated by the receiving body.

Article 14.

Standard geographical names must be used in the following areas:

(i) Exact agreements, documents;

(ii) Publication, documentation, including electronic, audio-visual documents, by organs, groups, business units;

(iii) newspapers, radio, television, maps, information networks and related books and their publications;

(iv) Roads, streets, buildings, gates, trademarks, sanitary advertisements, contracts, documents, photocopies and public transport stations.

Article 15 books, translations and scripts of names should be used by the State to make use of the State's published norms of burial; the letter of the name of the Chinese name should be edited in accordance with the State's publication of the Chinese Rules of Cyclature-Chiefing of Geographical Names (Shan-language Geographical Names).

Article 16 provides that construction units shall submit standard geographical names approval documents to the authorities of the country, planning, housing, public safety and security, when they are established by the requisitioning and sale warrants, property certificates and doors.

In developing and reviewing urban construction planning, the planning sector should require the relevant departments to declare their names in a timely manner to the civil affairs sector, with the approval of geographical names, which are granted the use of the planning papers and design documents.

Article 18 publishes a variety of maps relating to geographical names in the current city's administration, which are all the city-wide, and the publication units should be reviewed by the public administration sector in the pre-publishment; and regionally, the publication unit should be reviewed by the civil affairs sector in the pre-publishment sites.

The procedures for the processing of the provisions of the previous paragraph shall be submitted to the following materials;

(i) Approval of applications in figure (b);

(ii) A template (series);

(iii) Information sheets used for the preparation of maps (releadings).

The civil affairs sector should take a decision of review within one month of the date of receipt of the application.

The civil affairs sector should organize, coordinate, guide and monitor the designation of geographical names by law.

Article 20 Establishment, maintenance and replacement of the name mark shall be implemented in accordance with the following provisions:

(i) The main roads in the city, the cross-border roads and the administrative regional community, with their geographical names symbols being vested in the municipal civil affairs sector; other settlements, such as roads, streets, etc., are identified by the people of the region (the counties);

(ii) The name mark of the building, the residential area is the responsibility of the construction unit or the owner;

(iii) Municipal transport facilities, such as bridges, tunnels, border crossings, and geographical names of professional facilities, public places, cultural facilities, are vested with property rights or relevant professional authorities;

(iv) Names of important natural geospatial entities, which are responsible for the management of authority and responsibilities.

Article 21 should conform to national standards. Geographical names on toponyms should be used in standard geographical names and in the form of normative letters, standard Hanoi.

No organization or individual shall be allowed to reorganize, suffice, damage or unauthorized mobile geographical names. For reasons such as construction, the mark of mobile geographical names should be presented in advance to the civil affairs sector or to the relevant professional authorities and be responsible for the restoration of the status quo before the completion of the construction, with the costs borne by the construction unit.

Article 23 of the Geographical Names Archives are governed by sub-sector management at all levels of civil affairs and are operationally subject to supervision and guidance from the same-level archives management and the superior civil affairs sector.

Article 24 should establish a database of geographical names information in this administrative area, update information on geographical names and provide information services in accordance with the law.

Article 25, in violation of this approach, has one of the following cases, punishable by the Civil Affairs Department according to the following provisions:

(i) Responsibilities for the designation and replacement of the name of the name of the name, and fines of more than one thousand yen;

(ii) The public use of unauthorized geographical names, the time limit of which is being changed and is not rectified, with a fine of more than one thousand dollars;

(iii) In the absence of a national letter of writing, translation and the presentation of standard geographical names, the time limit is being changed and is not later commuted, with a fine of up to 100 million dollars;

(iv) In the absence of a civil affairs department to review the publication of various maps related to geographical names in the current city's administration, the time limit for the filling of the office, which was not completed, was fined by more than one thousand yen; and in the absence of standard geographical names, the circumstances of which would put an end to the publication and distribution, forfeiture of publications and could be fined by two to three times the publication proceeds;

(v) Removal, humiliation, destruction or unauthorized movement of geographical names symbols, the duration of the period of time was changed and was delayed by a fine of more than two thousand dollars, resulting in loss and compensation.

Article 26, theft, intentional damage to the mark, is dealt with by the public security sector in accordance with the law; constitutes an offence and is criminalized by law.

Article 27 consists of one of the following acts by the civil service and other relevant administrations, with a view to treating persons responsible and other persons of direct responsibility, in the light of the circumstances, by their superior authorities or by their units; and legal accountability:

(i) To apply for naming, renameing or geographical names (registers) without legal licence;

(ii) To apply for licences for the designation, name or place of names incompatible with conditions;

(iii) Failure to determine whether a licence is granted within the specified period;

(iv) Use of authority to receive and request property;

(v) Other abuses of authority, provocative fraud.

The twenty-eighth approach was implemented effective 1 October 2009. The approach to the management of the top economic zone was also repealed on 4 September 1997 by the Royal People's Government.
