Managing the construction of special fire brigades and voluntary fire brigades in the provinces of Yangi

(The 30th ordinary meeting of the People's Government of Southern West Province, held on 30 December 2009, considered the adoption of Decree No. 177 of 21 January 2010 by the People's Government Order No. 177 of 21 January 2010 for publication beginning 1 March 2010)

Article 1, in order to regulate the construction and management of special fire brigades and voluntary fire brigades, prevent fire and reduce fire hazards, strengthen emergency relief efforts, protect physical, property security, maintain public safety, and develop this approach in accordance with the People's Republic of China Fire Act and the Southern Province Fire Regulations.

The full-time firefighting teams referred to in this approach include the Government's dedicated fire brigades and units. The Government's dedicated fire fleet is a dedicated firefighting unit, in addition to the public safety fire brigade, which is formed by all levels of people's governments; the unit-specific fire brigade is a dedicated fire brigade established by the enterprise's unit.

The voluntary firefighting teams referred to in this approach refer to units such as agencies, groups, businesses, undertakings, etc., as well as villagers' councils, resident councils, where needed, to carry out mass self-saving firefighting organizations.

Article 3. Governments at all levels should strengthen leadership in the construction and management of specialized fire brigades and voluntary fire brigades, integrate the construction of specialized fire brigades and voluntary fire brigades into national economic and social development planning, and gradually increase inputs to ensure that firefighting work is adapted to economic and social development.

Units and individuals are encouraged to contribute to the construction of fire brigades and voluntary fire brigades.

Article IV provides oversight, guidance for the construction and management of special fire brigades and voluntary fire brigades within the current administration, with the responsibility of the Government's fire agency. The Public Security Service should assist the public security agencies in monitoring and mentoring the voluntary fire brigades in the area.

Relevant sectors such as development reform, finance, human resources and social security, transport, housing and rural-urban construction, planning should be co-ordinated with the construction and management of fire brigades and voluntary fire brigades, in accordance with their respective responsibilities.

Article 5: The number of public safety fire brigades at the town of the city, the veterans of the town of the city, and the lack of fire-planning requirements by the Budddddh, the Government should establish a Government-wide fire brigade.

The following units should establish a dedicated unit fire brigade:

(i) Large nuclear facilities units, large power plants, civilian airports, major ports;

(ii) The production, storage of large businesses that are vulnerable to explosive hazards;

(iii) Large warehouses, bases that can fuel important material;

(iv) The risk of fire beyond the first, second and third provisions, and other large enterprises far from the public safety fire fleet;

(v) The management unit of the archaeological complex, which is far from the public safety fire brigade and has been designated as a national focus protection unit.

Other fire-prone units are encouraged to establish separate units or establish specialized fire brigades with other units.

Article 7 Selected sites, construction standards, equipment standards, staffing should be implemented in accordance with national standards relating to fire safety stations. After the establishment of a dedicated fire brigade, firefighting agencies in local public security agencies should be reported.

Removal of a dedicated fire brigade and a change of the address of a dedicated firefighting team should be reported to the local public security agency fire agency.

Article 8

(i) Implementation of fire law, regulations, regulations and policies;

(ii) Develop fire-fighting and emergency relief scenarios and organize regular exercises;

(iii) The Government's dedicated firefighting teams are responsible for fire awareness training, fire detection and fire relief within the administration of the people at this level; and the units are responsible for fire safety advocacy training in the unit, fire detection and fire relief;

(iv) Participation in the rescue of dangerous chemical spills, collapse of buildings, traffic accidents, and active rescue of persons who have been trapped and the exclusion of dangerous situations;

(v) Be subject to the movement control command of the firefighting agencies of the territorial public security authority and to the involvement of fire relief in other areas, units;

(vi) Other duties to be performed by law.

Article 9. Governments at all levels should include Government-wide firefighting requirements in the same-tier financial budget. The requirements for the unit-specific fire brigades are vested in the formation of units. The requirements for equipment, learning training, such as the volunteer fire brigade, are the responsibility of the formed units.

Article 10. The Government's dedicated firefighters are recruited by the full-time fire brigade of the current people's Government, who are recruited by the enterprise's unit and reported on firefighting agencies in local public security agencies.

Article 11 Team members who are dedicated to firefighting should have the following conditions:

(i) Horizon fire and dedication;

(ii) The age of eighteen and forty-five years;

(iii) Physical health;

(iv) Training in fire operations is qualified.

The heads of specialized fire brigades should have higher levels of culture and have corresponding fire expertise and organizational command capacity. The responsibilities of the heads of specialized fire brigades should be reported to the local public security authorities fire agency.

Article 12 dedicated fire brigades should develop operational training plans and organize implementation.

The dedicated firefighting teams should strictly implement the system of duties, implement the practitioners and complete the mandate. Extensive fire extingencies, emergency relief, operational training are carried out in the light of the relevant provisions of the operation and training of public safety firefighters.

Article 13 agencies, groups, businesses, etc., as well as the Villagers' Commission, the Residential Commission, established a voluntary fire brigade consisting of this unit or of volunteers from the region, based on the needs of this unit or the regional firefighting organizations.

Article 14. Voluntary fire brigades shall perform the following duties:

(i) Promote fire safety knowledge and enhance people's self-sustainability and assist in fire safety;

(ii) Conduct fire prevention inspections, report on the hidden fires and make recommendations and proposals for rehabilitation;

(iii) Participation in the development of fire extortion and regular performance;

(iv) Removal of early fires and assist in the protection of fire sites;

(v) Other duties to be performed by law.

Article 15. Voluntary fire brigades should be equipped with the corresponding firefighting equipment, equipment, and tailored operational training based on actual circumstances, to increase the skills to combat fire.

Article 16 should receive operational guidance from firefighting agencies of public security agencies and strengthen their own operational learning and training to enhance the capacity to prevent fires and fire relief.

Article 17, dedicated firefighting teams and voluntary fire brigades should conduct regular fire awareness and fire safety inspections in the Territory, the unit concerned to eliminate the hidden fire.

Special firefighting teams and voluntary firefighting teams should maintain fire equipment, equipment and ensure effectiveness.

Fire vehicles, firefighters, fire pumps, fire pumps should be inspected at least twice a month, and check records are produced.

Article 19, after a dedicated fire brigade and a voluntary firefighting team received a warning, should be stopped immediately and rescued.

Special fire brigades should be moved quickly and subject to the command of fire agencies of the public security authorities, following the fire relief response directive of the firefighting agencies.

Special fire brigades participate in emergency relief efforts for major disaster accidents other than fires, with the unity of leadership of the Government of the people at the district level.

Article 20 firefighting vehicles, firefighters, which are dedicated to fire brigades and voluntary fire brigades, are included in special cars, ship management, and can be installed as a warning and marking light.

The firefighting vehicles carrying out fire relief missions, firefighters are exempted from payment and parking.

Article 21, firefighting vehicles dedicated to fire brigades and voluntary fire brigades, firefighters to carry out emergency relief missions for fire-saving or other disaster accidents, and in ensuring safety, are not subject to movement, route, direction and command signals, and other vehicles, vessels and operators should be allowed to go beyond. Road or water traffic management command officers should ensure prompt and priority movement of firefighters.

The Government's full-time firefighting teams are not charged with any cost.

The Government of the people in the fire area was compensated after the authorization of the local public security agency firefighting agencies, when the units were involved in fire strikes, fuel, firefighting and equipment destroyed by the emergency response.

The establishment of a dedicated firefighting unit shall enter into a labour contract in accordance with the law. The establishment of units shall, in accordance with the relevant provisions of the State, conduct personal accident injury insurance for old, medical, industrial injury, unemployment, maternity, etc. for contract firefighters during the contract period.

The Government's contract-specific firefighter pay and benefits are determined by the local people's Government on the basis of the level of local economic development and the employment of personnel, with an adequate increase in local average wage levels.

The unit's full-time firefare salary income shall not be lower than that of the unit at the average level.

Article 24, volunteer firefighters participate in the activities of the unified organization for learning training, fire awareness, fire screening, fire relief and rescue, which are not subject to the payment of their wages, awards or zinc (addressed).

Article 25. Special firefighters and voluntary fire brigades should be given work injury, medical treatment, and pension treatment in accordance with the relevant provisions of the State, in accordance with the requirements of the State.

Article 26, the dedicated firefighting and voluntary fire brigades and their crews make a prominent contribution or significant achievement in firefighting efforts, and the Governments of all levels or departments and units concerned should be commended and rewarded.

Article 27 provides that the Government or units of the people who have not established a dedicated fire brigade in accordance with article 5 of this approach shall be accountable to the Government of the superior people or to the competent organ to change their deadlines; that they are not rectified before they are criticized; and, in the case of serious circumstances, that the responsible manager and other persons directly responsible are disposed of by law.

In violation of this approach by the Special Fire Team and the Voluntary Fire Team, one of the following acts is criticized by the fire agency of the public security agency; responsible personnel for the unit and other direct responsibilities are treated by law:

(i) The discovery of fire bandits not to inform the relevant units or individuals on a timely basis;

(ii) The maintenance of fire equipment, equipment and equipment that affect fire relief;

(iii) Inadequate implementation of the dedicated fire brigade performance system;

(iv) Special firefighting teams and voluntary fire brigades have been instructed by firefighting agencies of the police or the public security authorities, without immediate removal from the site;

(v) Not subject to the uniform command of the firefighting agencies of the public security authorities in the context of fire relief.

Article 29 provides for the construction and management of Government-wide fire brigades and voluntary firefighting units, established by the commune authorities in accordance with the provisions established by the relevant organizations.

Article 33 The Zangsi Province's Resistance Fire Team Organizational Approach was repealed on 20 August 1992.
