announcement by the Government of the People of the Shanghai City to strengthen the safe management of the accommodation sites

(Summit No. 73 of the Government of the Shanghai City of 3 April 2010 to consider the publication of Decree No. 37 of 15 April 2010 on the People's Government of the Shanghai City, on 15 April 2010, effective 15 April 2010)

In order to ensure the smooth holding of the Shanghai Bo Conference in 2010, in accordance with the decision of the Standing Committee of the Shanghai People's Representatives to prepare and organize the work of the Conference, the Municipal Government decided to take the following safety management measures to host the city's accommodation in accordance with the decision of the Standing Committee of the General Assembly of the Shanghai City to promote and secure the preparation and conduct of its work.

i. Reservations referred to in this notice, including:

(i) Operating accommodation facilities such as hotels, hotels, hospitality, apartment hotels, contracted apartments and bathrooms providing accommodation services (hereinafter referred to as hotel accommodation services);

(ii) Family accommodation facilities that provide accommodation services in accordance with the relevant provisions and standards of the city, such as “Supboters” (hereinafter referred to as home accommodation services).

The hotel accommodation service places are subject to a practitioners' registration system. Family accommodation services should be synchronized when public security authorities conduct the collection of information on the status of practitioners.

Reservations should be registered for the effective identification of passengers. Visitors who do not have effective identification documents should be sent to the public security station at the place of residence.

Visitors requiring access to the hotel accommodation should be registered with the effective identification of the visitors and with the consent of the passengers.

The hotel accommodation service places should be dispatched promptly to the public safety of practitioners and passengers, visiting visitors.

The broadband network has been installed and will be sent to the security management information system of the hotel industry within two hours of receiving passengers, visiting visitors.

The establishment of more than 15 passenger homes, more than 50 beds or the use of hotel accommodation facilities for more than 500 square meters should be accompanied by video surveillance systems consistent with the relevant standards of the State and the city, and safe technical preventive facilities such as emergency police units.

V. The hotel accommodation service places should establish an internal security prevention system to strengthen the loading of personnel within the premises and the delivery of ITUs, cranes, drinking water boxes, e-learning, emergency evacuation channels.

The hotel accommodation service places should be established in accordance with the relevant provisions of the public security authority, with security inspection personnel and safety inspections of personnel, goods, vehicles entering the place. The need for the storage of items could be subject to inspection by the licensor (box).

The hotel accommodation service places should be prevented from entering or placing items on board.

Staff in the accommodation area found the following persons or items within the premises and should report promptly to the public security organs:

(i) Persons suspected of crimes or wanted by public security authorities;

(ii) prohibited items such as firearms, ammunition, control equipment, drugs and illicit publicity;

(iii) Dangerous items such as explosive, toxicity, radioactivity and corruption;

(iv) Other suspected persons and goods.

(b) The law, regulations, regulations and regulations do not provide for the imposition of penalties by public security authorities for violations of the provisions of this notice;

(i) Inadequate reporting by practitioners, passengers, visitors' information registration or referrals to public security authorities to practitioners, passengers, visitors and guest information, and may be warned or fined by more than 1,000 dollars;
