(Summit No. 73 of the Government of the Shanghai City of 3 April 2010 to consider the adoption of the Decree No. 42 of 15 April 2010 on the date of publication)

In order to ensure the smooth conduct of the Shanghai Bo Conference in 2010, and in accordance with the provisions of the Decision of the Standing Committee of the Shanghai People's Representatives on the preparation and conduct of the Conference, the Municipal Government decided to take the following measures for the management of transport safety in the city of construction waste and engineering residues (hereinafter referred to as “buoyageds”) in 2010:

In addition to the provisions of the construction of garbage technology and transport management requirements (DB31/T398-2007) in the city, the construction of slander transport vehicles should also be installed in line with the transpress signals and language proponents established by the city's greening city administration.

Transport vehicles that are not in accordance with the provisions of the previous paragraph shall not be shipped.

ii. The construction of slander transport vehicles is less than 20 transport units and may not be involved in the construction of slander transport operations.

The garage transport vehicle driver should have more than three years of experience in driving large vehicles, and a pre-qualified post-partum training study on the security of the construction savings organized by the greening city, public safety and transport authorities.

There are one of the following conditions in the construction slander transport units, which are being converted by the municipal law enforcement authorities, and a fine of more than 5,000 dollars.

(i) Vehicles engaged in the slander transport do not meet the requirements of the present notice;

(ii) Drivers engaged in the slander transport are not required by the present notice.

There are one of the following conditions in the construction residue transport units, which are sanctioned by the urban administration or by the public safety and security management in accordance with the relevant laws, regulations:

(i) unauthorized dumping, storage, disposal of the building saving or the construction of the no-removable grounds;

(ii) Unutilized closed mechanical devices in the area of transport buildings;

(iii) Transport vehicles are loaded over transport buildings.

The offences set forth in the previous paragraph were punished for more than three times within 30 days, with the suspension of the licence for the transport of their construction residues by the municipality's greener management.

iv. Road traffic accidents involving the death of persons, the owner of the construction slander assumes full responsibility for one or two main responsibilities and shall not be involved in the transport of the building residues.

Road traffic accidents have resulted in more than three deaths, with the full responsibility or the primary responsibility of the owner of the construction saving vehicle driver, which was revoked by the city's greener's management by the construction saving licenses attached to the construction units.

The present notice was carried out from the date of publication to 31 December 2010.
