Information for the self-government of Mongolia

(The first ordinary meeting of the Government of the people of the Autonomous Region of Mongolia, held on 6 January 2010, considered the publication of the Government Order No. 169 of the people of the Autonomous Region of Mongolia, effective 1 April 2010)

Chapter I General

Article 1, in order to regulate the development and management of information and to promote the development of information, sets this approach in line with the relevant legislation, regulations and regulations.

Article II. Information development planning and project building, information resource development, information technology extension applications, information industry development, information security and safety activities within the administrative region of the self-government area apply.

The development of information should be guided by the principles of integrated planning, resource sharing, deeper application and security.

Article 4

Sectors such as development reform, science and technology, public safety, finance, confidentiality, communication are guided by their respective responsibilities.

Article 5 Governments of more people at the flag district level should strengthen their leadership in the process of informationization, integrate information development into national economic and social development planning, establish leadership coordination mechanisms for sound information development and technological innovation, and encourage the development and introduction of information talents, and promote information development.

More than the people at the flag district level should organize information development funds in accordance with the actual circumstances to promote and direct information development.

Article 6. The units and individuals of the people at the flag district level who have achieved remarkable achievements in the area of information promotion should be recognized and rewarded.

Chapter II

Article 7. The authorities of the Government of the self-government shall prepare information for the self-government and follow-up to the approval of the Government of the self-government sector, in accordance with national information development planning, national economic and social development planning in the self-government area.

More than the Government's information authorities at the flag district level should prepare information for development planning, based on informationization in the self-government area, the economic and social development planning of national nationals in the current administrative region, and report to the Government of the people at this level upon approval.

Article 8

New construction, alteration or expansion of public information infrastructure should be in line with the requirements of information development planning and avoid duplication of effort.

Article 9. Information engineering construction projects using or partially using financial funds should be evaluated by the investment authorities prior to approval or approval, with experts from the same-level people's Government information-management authorities, and the information-management authorities should provide advice on the basis of information-based development planning.

Article 10 units engaged in the design, construction and treasury of computer information systems works should be matched by national provisions and operate within their qualifications levels.

The construction units of computer information systems works should select units with corresponding qualifications to design, construction and treasury.

Article 11. Financial investment is the primary informationization project, which should be carried out on a regular basis by information authorities of the people at the flag level and by expert organizations. The assessment results should serve as an important basis for the conduct of the nuclear information.

Chapter III Development of information resources

Article 12. Governments of people above the flag district should organize public information pools, such as the establishment and improvement of the population base information base, the corporate unit base information base, the natural resources and the geospatial base information base, and the macroeconomic database, to promote the development of basic information resources.

Article 13. The authorities of the Government of the self-government should develop and refine the basic information resource development standards and catalogue systems of the self-government area to guide the rational exploitation of information resources.

Article 14. Governments of more people at the flag district level should strengthen the development of information resources in Mongolian language.

Article 15. The information-sharing authorities of the people at the flag district level should establish a mechanism for the exchange of information resources between the Government and the relevant authorities for the sharing of information resources.

In accordance with the division of duties, the executive organs, the cause units, social groups and other public service units should provide timely information to the Government information platform.

Chapter IV Information technology extension applications

Article 16, the information-sharing authorities of the Government of the flag and above should establish a sound information technology extension application system, develop information technology extension guidelines, explicitly promote the application goals and focus areas, and organize the implementation of priority extension applications.

Article 17 should strengthen e-government efforts, establish and improve a unified e-government network platform, actively promote networking, paperless, mobileization and promote inter-regional, cross-sectoral information systems interconnection, operational synergies and information sharing, promote public information and improve administrative effectiveness.

Article 18 Social public service units, such as transport, meteorology, environmental protection, science and technology, education, health, social security and utilities, should provide accurate, timely and comprehensive information services related to mass production and gradually apply information technology operations.

Article 19 Governments of more people at the flag district level should develop guidelines for the development of enterprise information, encourage enterprises to use information technology in the areas of production, operation and management, promote technological progress and industrial upgrading, promote informationization and industrialization, and promote the integration of high-technology and traditional industrial transformation.

Article 20 Governments and their relevant sectors should allocate a proportion of funds in specific funds such as science and technology, technological transformation, agricultural development, to guide and promote the application of information technology in relevant areas and to support remote areas of rural pastoral areas.

Article 21 Governments of more people at the flag district level should strengthen information infrastructure development and informationization training in rural pastoral areas, establish a comprehensive system of information services for rural pastoral areas, promote informationization in rural pastoral areas and provide information services for farmers' production.

Article 22 Governments of more people at the flag district level should actively lead businesses and individuals to use information networks for business activities, build and improve credit services, safety certification, online payment and logistics delivery systems and promote e-commerce development.

Chapter V

Article 23 Governments of more people at the flag district level should develop relevant policy measures, based on information-development needs, to publish to society a catalogue of electronic information products and software products with autonomous intellectual property on a regular basis, leading to the development of the information industry.

Article 24 Governments of more people at the flag district level should develop and improve information industry investment mechanisms, develop and develop information technology and intellectual property trade markets and encourage foreign enterprises, other economic organizations and individual investment information industries in the country.

Article 25 Governments of people at the flag district level should be supportive of the information industry priorities project and guide and support the development of the information industry.

Article 26

Article 27 engages in the manufacture, software development and information services of electronic information products and, in accordance with the relevant provisions of the State, benefits policy in terms of financing, government procurement, taxation, export.

Chapter VI Safety and security of information

Article twenty-eighth people's governments should strengthen information-sharing and communication on information security, establish information security early warning and emergency response mechanisms, and enhance the capacity of information systems to secure defence and address information security emergencies.

The relevant sectors, such as public security, national security, confidentiality, informationization and communication, are working in accordance with their respective responsibilities.

Article 29 builds the information system and should be in compliance with national security and confidentiality provisions.

Information security systems should be synchronized with information engineering, synchronized construction, synthesize receipt and synchronization.

Article 31 introduces the information network and the system for the safety of information systems.

The information network and the competent units of the information system, or the operating units, shall determine the level of security protection of the information network of this unit and the information system, in accordance with relevant national provisions.

Article 31 implements information networks and information systems safety risk assessment systems in self-government areas.

The information network and the operation of the information system, the use of units should conduct regular information safety risk self-assessments, and can also be entrusted with an assessment by the monitoring body with the quality of the information safety test. The assessment reports should be submitted to their authorities.

Information security risk assessment on the basis of national life, the basic information network for social stability and key information systems should be processed in accordance with the relevant national provisions.

Article 32 heads of basic information networks and key information systems or operating units should establish a sound information security responsibility system that should be fully considered for disaster preparedness, the development of information networks and information security emergencies, and the safe operation of information networks and information systems.

Article 33 does not use information networks and individuals to engage in information systems that endanger national security, disrupt public order, undermine the legitimate rights and interests of citizens, legal persons or other organizations, endanger the safety of information networks and information systems, and disseminate information on violations.

Chapter VII Legal responsibility

In violation of article 10, paragraph 1, of the present approach, units engaged in the design, construction, treasury of computer information systems works have not been matched by the corresponding qualifications and the conduct of computer information systems engineering design, construction or treasury within the limits of the qualifications.

In violation of article 15, paragraph 2, of this approach, the executive organs, business units, social groups and other public service units do not provide information on the Government information platform in a timely manner, either by the executive organs of the superior or by the inspection body; and in the event of serious circumstances, by law enforcement of the competent and other direct responsibilities.

Article XVI states that information authorities and other relevant departments at the flag district level give administrative treatment under the law, in the informationization process, in favour of private fraud, abuse of authority, negligence, etc.
