Science and technology incentives in Southern Susang

(Summit No. 45th ordinary meeting of the People's Government of Southern Sudan, 17 March 2010, considered the adoption of Decree No. 61 of 24 March 2010 by the People's Government Order No. 61 of 24 March 2010 for implementation effective 1 May 2010)

Article 1 promotes scientific and technological progress, mobilizes the active and creative nature of science and technology workers, and accelerates the building of innovative provinces, in line with the National Science and Technology Awards, and develops this approach in line with the National Science and Technology Awards.

Article 2. The Government of the Provincial People's Government has established provincial science and technology awards to encourage units and individuals that have made a prominent contribution in science and technology activities in the province.

The above-mentioned provincial science and technology awards, including the Science and Technology Screening Award and the Science and Technology I Awards, II awards and three awards.

Article 3 recommended, evaluated and awarded provincial science and technology awards, upholding the principles of openness, equity, impartiality and impartiality without interference by any unit or individual.

Article IV. The provincial science and technology administration is responsible for the organization of the provincial science and technology award evaluation.

Article 5. The Government of the Provincial People's Government has established the Provincial Committee for the Evaluation of Science and Technology Awards (hereinafter referred to as the Evaluation Committee), which is responsible for the evaluation of provincial science and technology awards.

In accordance with the professional distribution of the candidate projects, the Evaluation Committee has established a corresponding professional evaluation team responsible for the early evaluation of the provincial science and technology awards.

Article 6. Science and technology highlights a two-year evaluation of contributions, with no more than two awards per award.

The awards such as science and technology I, II, and three awards are evaluated every year, with the total number of each incentive projects not exceeding two hundred, one of which is not more than 20, and the two awards are not exceeding sixty.

Article 7

(i) A major breakthrough on contemporary science and technology or a valuable contribution to science and technology development;

(ii) Create significant economic benefits, social benefits or ecological benefits in science and technology innovation, science and technology transfer and high-technical industrialization.

Article 8. Units and individuals in line with one of the following conditions may be awarded to awards such as science and technology, ii, and three awards:

(i) In basic research and application basic research projects, articulating natural phenomena, characteristics and regulations and making significant scientific findings;

(ii) In technology invention projects, the use of scientific and technological knowledge to make use of major technological inventions such as processes, materials, products and systems;

(iii) In the implementation of technical development projects, major scientific and technological innovations, scientific and technological outcomes that are of great practical value, or creation of significant economic benefits, social benefits or eco-efficiency in the transformation of scientific and technological outcomes and technological industrialization;

(iv) In the implementation of social good projects, innovative results of scientific and technological applications research and technology development are obtained and are tested and applied in practice to create significant social benefits and ecological benefits;

(v) In the implementation of major engineering projects, major technological innovations have been completed, ensuring that the works reach an advanced level of international or domestic leadership, creating significant economic benefits, social benefits or ecological benefits.

Article 9 projects that unit and individual declaration of provincial science and technology awards (hereinafter referred to as “declaration projects”, should be researched within the administrative region of the province on the development, application of extensions, or on the development of the results of the study of cooperation between the province's units and individuals as one of the first completed units or completioners.

The following units or individuals may recommend candidates for provincial science and technology awards:

(i) The composition of the Ministry of the People's Government, its immediate body;

(ii) Government of the urban population in the area;

(iii) Units or experts endorsed by the provincial science and technology administration.

The recommended units or experts, when recommending candidates, should complete the proposal for a unified format, provide real and reliable evaluation material and send the provincial science and technology administration.

Article 11 declares the existence of intellectual property disputes or the completion of units, the completion of the content of the personnel, and does not recommend participation in the evaluation of the provincial science and technology awards before the dispute settlement.

The announcement project has been given scientific and technical incentives at the national or provincial levels and no recommendation for participation in provincial science and technology awards.

Article 12 In accordance with conditions, no less than fifteen days shall be indicated at the government portal or other major media. The executive branch of science and technology should be verified and made available to the Evaluation Committee.

After the demonstration, the provincial science and technology administration should classify the declared project in a professional manner to the professional evaluation team.

The initial findings of the provincial science and technology awards should be made available at the government portal or in other major media, with no less than 15 days of public statements, either in the unit or in the individual's objection to the initial evaluation, and in writing to the provincial science and technology administration.

The provincial science and technology administration should verify the objections in a timely manner and, within fifteen days of the receipt of the objection, communicate the verification process to the unit or individual who objected in writing.

Article 14. The Evaluation Committee, in accordance with the findings of the initial evaluation and the observations made by the provincial science and technology administration, has verified, processed and held an evaluation meeting to conduct an integrated evaluation and to make recommendations for the selection and incentive levels.

The evaluation session shall be attended by more than two thirds of the members of the evaluation committee. Of these, one such award and two awards were recommended, and the evaluation response should be carried out to be adopted by a two-thirds majority of the members of the Evaluation Committee; three other awards were proposed for adoption by a majority of the members of the Evaluation Committee.

Article 15. The recommendations of the Evaluation Committee on the selection and incentive levels, which are reviewed by the provincial science and technology administration, are submitted to the Government of the Provincial People for approval.

Article 16 of the provincial science and technology awards are awarded by the Government of the Provincial People.

Article 17 persons who know the evaluation and the technical content of the project should be kept confidential.

Article 18 Evaluation Committee members, members of the professional evaluation team and relevant staff members are in the interest of provincial science and technology awards or participating in the evaluation project, and the project completion committee shall avoid.

Candidates for provincial science and technology awards or project holders shall not participate in the evaluation process.

Article 19 ranswing, intrusive of the discovery, invention or other scientific and technological outcomes of others, or injuring the provincial science and technology awards by other unjustifiable means, with the approval of the Government of the People of Province of Science and Technology.

Article 20 recommended units or individuals assist others in decepting provincial science and technology awards, which are criticized by the provincial science and technology executive branch; severe circumstances, suspension or removal of their recommended qualifications; and disposed of by law by their superior bodies or by their units.

Article 21 quantifies the dismissal of the evaluation membership of the Evaluation Committee or of members of the professional evaluation team in the provincial science and technology awards evaluation exercise, favours private fraud or violates the disciplines of the evaluation process, and shall be disposed of by law by its superior body or by its units.

Article 2 The incentives for scientific and technological progress in the provinces were also repealed at the same time on 16 September 1986 by the Government of the People of the province.
