Management of motor vehicle parks in zinc

(The 42th ordinary meeting of the Government of the Overseas Territories, held on 4 January 2010 to consider the adoption of Decree No. 25 of 14 January 2010 on the occasion of 1 April 2010 by the Government of the People's Republic of Uzbekistan)

Article 1 guarantees urban road safety in order to strengthen the planning, construction and management of mobile car parks in my city, to guarantee the legitimate rights and interests of motor car parkers and parkers, and to develop this approach in the light of the relevant laws, regulations.

Article 2 Planning, construction, use, operation and management of motor vehicle parks in the city's administration area and the use, operation, management activities of road parking parks are applicable.

Article 3. The motor vehicle parks referred to in this approach refer to places for the suspension of motor vehicles, including public parking, specialized parking and temporary parking. The public parking area refers to places where the main social vehicle vehicle parks are parked; specialized parking lots refer to specialized vehicle parks such as this unit, the residence area vehicle or dangerous chemicals transport; temporary parking lots refer to the use of temporary parking parks on the ground free of charge.

Road parking lots are defined by law by the public safety transport management and provide for a certain time to take over the place of road parking motor vehicles.

Article IV governs the management of motor vehicle parks and road parking parks, in line with the principles of integrated planning, rational layout, legal management and accessibility to ensure safe transport.

Article 5

Urban transport administration authorities are responsible for the construction of motor vehicle parks.

The municipal public security authorities are responsible for the management of motor car parking parks, the use of road parking parks, and public safety transport management is responsible for the specific implementation of mobile parks, the use of road parking parks.

The administrations, such as land, business, tax, value, urban parking and roads, are governed by their respective responsibilities, in coordination with mobile parking parks, road parking.

Article 6.

To encourage and promote the use of think-friendly, information-based means to manage mobile parks.

The establishment of public parks should be consistent with the professional planning of public parks.

The professional planning of public parks should be based on the overall urban planning, urban road safety management and urban development needs and be tailored in accordance with the realities of development in the city.

The professional planning of public parks is organized by the public security authorities of the city, with a comprehensive balance between the municipal planning authorities and the approval of the Government of the city.

Article 8

(i) The construction project is accompanied by the construction of parking parks and its land supply is determined in accordance with the land use of the new construction project.

(ii) The construction projects require the expansion of parking lots and their land supply is unchanged.

(iii) The use of separate new parking spaces in the underground space, which are allocated for land use as a road slot for the purpose of the land, and the nuclear land-use certificate. The application for reimbursable use could be negotiated.

(iv) The use of spaces for separate new parking parks and the adoption of agreements to make them available.

The construction projects set out in subparagraphs (i), (ii) of the previous paragraph take advantage of the parking space-building parking space under the land area, which does not account for the size of approved projects and do not collect land.

Article 9. Design programmes for public parking and specialized parking parks should be consistent with the standards and design norms for the parking of mobile vehicles in the country and in the city.

The new construction of public buildings, commercial neighbourhoods, residential areas, large-scale medium-sized buildings should be constructed in accordance with the Technical Provisions for Urban Planning in the city of Zzin (No. 16 of the 2009 Order of the People's Government) and the standards and design of the relevant mobile parking parking parks. The planning administration sector is not approved in accordance with the arsenal Urban Planning Technical Provisions or is not in accordance with the relevant motor vehicle parking standards and the design of parking facilities.

The construction of public buildings, commercial neighbourhoods, residential areas, large-scale (central) garage has been inadequate and should be renovated or expanded in a timely manner, in accordance with the standards and design of motor vehicle parks at the national and present city.

The construction, alteration or expansion of mobile parking parks along with the main works should be synchronized with the design, synchronization of construction, synthesimulation and synchronization of delivery. The construction of the garage should take into account the needs of people to prevent air.

Urban transport administration authorities should prepare or revise the relevant norms and standards for the construction of mobile parks in the city in a timely manner, in conjunction with municipal public safety transport authorities.

Article 10. Reimbursement, expansion of public buildings, commercial neighbourhoods, residential areas, large-scale ( medium) buildings, etc., confirm the difficulty of matching, constructing motor vehicle parks, parking parking parks, and, with the consent of the planning administration, construction units should pay user-friendly construction costs based on the number of parked parks. The construction units do not pay for the cost of the construction of parking parks, and the planning administration sector does not have a nuclear licence under the law.

The cost of the construction of parking parks for each parking garage will be charged with urban planning, construction of transport, goods and prices, and approval by the financial administration authorities of the city-wide uniformed standards.

The cost of the construction of parking parks is charged by the city's transport administration authorities, donating the city's finance and dedicated to the construction of public parking sites.

Article 11. The establishment of temporary parks should be in line with the requirements for safe and safe passage of roads and the corresponding technical norms, as approved by the public security transport management.

In the event of major activities, public parks cannot meet the social parking needs, specialized parks should be opened to society in accordance with the requirements of the public security authorities, in order to meet their own parking needs.

The dedicated parking parking blocks for dangerous chemicals transport vehicles shall not be stored in social vehicles.

Article 12 Within the urban road, without prejudice to the movement of garners and vehicles, the public safety transport management may, after seeking advice from the urban parking and the road administration sector, impose the time for the use of parking parks. The time for use of road parking should be express.

Public safety transport authorities should exercise strict control over the total number of road parking parks. Urban public safety transport management should assess the state of parking throughout the city once a year with the city's charging plant and the road administration authorities, which, in accordance with the state of urban development, should be duly reduced by road parking and made public to society.

New road parking parks should be screened, and the municipal public safety management should hold hearings with municipal parks, road administration authorities or openly seek advice from society.

Article 13 provides less than 15 metres or a single urban vehicle route, and no two sides shall be allowed to take road parks.

The following regional or road blocks shall not be subject to road parking.

(i) The National People's Republic of China Regulation on Road Traffic Safety (Act No. 405) No. 63, subparagraphs (i), (ii), and (iii) prohibiting temporary parking;

(ii) Fire corridors, accessibility facilities;

(iii) Within 50 metres of primary, kindergarten entrance, other agencies, groups, business units and residential homes have accessed 5 metres outside the home window;

(iv) The construction of a public parking space service for up to 300 metres;

(v) Within 32 metres along the railway line;

(vi) Rapid urban roads, the treasury of the city, and other roads of the city where the traffic flows are large;

(vii) Roads for urban buses with less than 9 metres of breadth or less than 8 m;

(viii) Other regional or road paragraphs that are inappropriate.

The garage of the motor vehicle that has been constructed in Article 14 shall not stop the use or redirect him.

Any unit or individual shall not be allowed to carry out or withdraw from road parking lots and shall not be prevented from parking in the parking place.

Article 15 Planning for parking and parking garage for the parking of motor vehicles should meet the parking needs of owners in the area of residence and should not be left unused.

Public parking lots constructed in public buildings, commercial neighbourhoods should be open to society every day.

Article 16 will be open to the entire industry by the Office for the Transport of Visitors and the Municipal Public Security Transport Administration in public places such as higher airfields, vehicle stations, ports, commercial neighbourhoods, large commercial shops, etc., by delineating the area of passenger escorts and by opening them to the whole industry for free stopping of passenger vehicles. Article 18 Operators of motor vehicle parks, road parking parks shall operate in accordance with the relevant procedures such as commercial registration, tax registration, and upon request by the host tax authorities to receive specialized invoices for parking. During 10 days after the procedure set out above, the operators of the public parking lots and the road parking lots should have the material to be provided to the public security transport management for processing the case.

The changes in registration or disbandment of motor vehicle parks, road park operators should be made to the business, tax authorities to conduct related changes, write-offs, and procedures for the processing of files to the public security transport management within 15 days of the date of the revision, write-off and registration.

Article 19 motor car parks for use and road parking should be in line with national standards of road traffic signs and mark lines (GB5768-1999), parking (field) safety management technology requirements (GA/T761-2008).

Conditions of public parking should be established for persons with disabilities in accordance with the Urban Road and Building Access Design Guidelines (JGJ50-2001).

Article 20 operators of motor car parks should comply with the following provisions:

(i) The establishment of a unified vehicle parking brand, management gallery, and the publication of the fee standards and supervision of telephones;

(ii) The development of management systems such as parking vehicles, safety prevention, firefighting;

(iii) A complete lighting, time-consuming equipment to ensure the proper operation of parking facilities;

(iv) Order of movement and suspension of vehicles;

(v) Using specialized invoices based on price charges approved by the price authorities;

(vi) Staff Ping of service cards;

(vii) No operation affecting the safety of vehicles should be carried out within a motor vehicle parking area;

(viii) The parking area meets the quality of sanitation, and the management of the gallery is not allowed to break down and to guarantee clean rejuvenation.

The operators of the road parking lot should comply with the provisions of paragraph (i), (v), (vi), (vii) and be equipped with the necessary lighting facilities; use of the electronic arsenal methodology should be awakening of the use of an express electronic arsenal fee facility to ensure the integrity and integrity of the facility; and no unauthorized expansion of the area of the route.

Article 21 Drivers of motor vehicle car parks should comply with the following provisions:

(iii) No hazardous items such as flammable, prone and toxic;

(iv) Payment of parking expenses as prescribed;

(v) No smoking, use of fires, probationary vehicles and incests shall be present.

The garage staff members are not charged with the prescribed standard charges, the unpredicted service card and the non-used invoices, and the garage of motor vehicles can be denied.

Article 2, motor vehicle parking, road parking should distinguish between regions and different parking hours, and establish parking standards in accordance with the principle that parking fees are higher than the parking fees in the urban areas of the Centre, as well as parking fees for the same region than those for motor vehicle parking. The parking fee rate is developed by the municipal price administration authorities in conjunction with the city's financial administration authorities, as well as by the municipal public safety transport management.

Article 23. Violations of this approach by public security traffic management are dealt with in accordance with the following provisions:

(i) Responsibilities for the establishment of temporary parks. In the absence of operational activities, the amount of 1000 dollars was fined; in the event of a violation of the proceeds of the operation, more than 3,000 yen was fined; in the course of the operation, more than 1,000 dollars was fined.

(ii) The imposition or removal of road parking parking parks or obstacles within road parking places prevent the parking period from being responsibly and may be fined up to 1000 dollars at each garage.

(iii) The area of residence planning for parking parks for the parking of motor vehicles, the parking garage, the relocation of the time limit and the imposition of a fine of up to 1000 per sewerage.

(iv) The public parking lots constructed in public buildings, commercial neighbourhoods are not open to society for a period of time and are subject to a fine of up to 30,000 dollars.

(v) The motor vehicle parking parks that are in operation are incompatible with the national standards of road traffic signs and mark lines, the garage (field) security management system technology requirements, which are changing the deadline and are later uncorrected, with a fine of 1000 dollars.

(vi) The operators of the motor vehicle parked in violation of the provisions of article 20, paragraph 1, subparagraphs (i), (ii), (iii), (iv), (vi), and (vii), of the scheme, the time limit was changed and could be fined by more than 200,000 dollars.

(vii) Road parking operators violate the provisions of article 20, paragraph 2, of this scheme, and may be fined by more than 1000 dollars.

Article 24, in violation of the provisions of this approach, has been established to stop the use or redirect the use of mobile parking parks, which are sanctioned by the Public Security Transport Administration in accordance with article 55 of the Safe Transport Management of Road Traffic in the city of Sezin.

Article 25, in violation of this approach, provides that construction units do not pay for the cost of arable construction of parks, which is paid by municipal transport administration authorities.

Article 26 disposes of motor car parks, the relevant executive branch and its staff responsible for the management of road parking parks, the inadmissibility of negligence, abuse of authority, provocative fraud, bribes, by their units, superior authorities or inspection bodies; criminal liability in accordance with the law; damages to the parties for losses.

Article 27 of this approach is implemented effective 1 April 2010.
