Alejand State security inspection approach

(Adopted by the 58th ordinary meeting of the Government of the State of the city of Délejan on 17 December 2010, No. 263 of 10 January 2011, Publication of People's Government Order No. 263 of 1 March 2011)

Chapter I General

Article I, in order to strengthen ITU safety inspections, to prevent and reduce accidents and to secure the lives and property of the people, to develop this approach in line with the laws and regulations of the People's Republic of China Act on Quality of Products, the Monitoring of the Safety of Tropical Equipment, and the Regulations on the Safety of Tropical Equipment in the Province of Zang Province.

Article 2 engages in the ladder production (including manufacture, installation, rehabilitation, maintenance, etc.), sale, use, routine maintenance, testing and related oversight management activities within the city's administration, and should be in compliance with this approach.

The approach refers to the drivers, the use of boxes operated along the front-line track or the gradients operating along the fixed lines (to steps), the conduct of upgrading or parallel transporters, the electrical equipment of the goods, including the ladder, an automatic gradient and an automated trajectory.

Article 3 is responsible for the safety inspection of the ladder throughout the city. The quality technical oversight component of the depressed mountains, the remaining cushion areas and the district (markets) is responsible for the ladder safety inspections in the current administrative area.

The executive branch, such as construction, public safety, business, housing, safe production supervision, should be managed in accordance with their respective legal responsibilities.

Article IV. The ladder use units should carry out awareness-raising efforts on ladder safety knowledge and relevant legal regulations, advocate for safe civilization multipliers, enhance the safety awareness of ITU passengers and enhance self-protection capacities.

Article 5 Governments encourage gradient production, use of units to carry out research, development and diffusion of energy-efficient technologies, and to promote innovation and applications of gradable energy technologies.

The Government, through the provision of insurance subsidies, encourages the ladder's use units to participate in the ladder safety liability insurance to guarantee the legitimate rights and interests of passengers and to reduce the safety risks of ITU use.

Chapter II

Article 6. The ladder production units shall be allowed to engage in the corresponding ladder manufacture, installation, rehabilitation and maintenance after the relevant administrative licence is obtained by law.

The ladder Production Unit shall not borrow, rent, transfer a certificate of qualifications for the manufacture, installation, rehabilitation and maintenance of ladder.

Article 7. ITU manufacturing units shall provide the following technical guidance and services to the use units:

(i) The necessary technical assistance;

(ii) Vulnerable spare parts;

(iii) Professional skills training, such as emergency response assistance.

Article 8 prohibits the sale of the following elevators and related products:

(i) The design document, the quality test of products, the installation and use of maintenance statements, monitoring tests, etc., which is not in line with the requirements of safety-technical norms;

(ii) Use of matures;

(iii) The State has identified the phasing out and reportedly destroyed;

(iv) The spare parts are reckless, sub-standard and new;

(v) Laws, regulations prohibit the sale of other ladder and related products.

Article 9. The construction units involved in the installation, rehabilitation and major maintenance of the ladder should be informed in writing before the construction process of the proposed ladder installation, adaptation, major maintenance, of the quality technical supervision of the municipal quality technical supervision sector or its mandated construction facility.

The installation, rehabilitation and major maintenance processes of ITU should be monitored by the testing body approved by the National Agency for the Safety of Tropical Equipment, as required by the safety-technical norms; the non-availability of use without monitoring tests; and, subject to inspection tests, qualified nuclear safety tests should be qualified.

Article 10 Operational personnel involved in the installation, rehabilitation and maintenance of the ladder shall be certified by special operating personnel in the national uniform format and are fully represented in the award.

Article 11. The upgrading of the ladder shall be carried out by the original manufacturing unit or its commissioning and consenting units. The former manufacturing units have been cancelled or the ladder rehabilitation units are unable to obtain the authorization and consent of the original manufacturing units, and the ladder use units should be entrusted with the implementation of the ladder transformation by units that are not less than the qualifications of the original manufacturing units.

In the absence of the original manufacturing units, the ladder's rehabilitation unit should, after the completion of the ladder transformation process, replicate the ladder's product motivate and select the ladder in accordance with the requirements of the safety-technical norms, and indicate the name of the unit, the date of change and the number of the ladder manufacturing licensees in the product motto, the quality certificate.

ITU should be responsible for the quality of the post-implementation ladder and the quality of the operation.

Article 12 Construction units should perform the following responsibilities for ITU safety management:

(i) Authorize units with corresponding qualifications to design structures for the use of ladder buildings, and designs such as ladder, pits, machines, trajectory loads should be in line with the ladder's installation, special requirements for use, avoiding the security hidden;

(ii) To ensure that the ladder selection, configuration and stand-alone power requirements are tailored to the building structure, the use of demand;

(iii) Building construction works under article 15 of this approach, and technical conditions for the selection of the ladder security operation control system should be presented in the construction solicitation documents;

(iv) Construction units are not consistent with the use units, and the ladder transferred by the construction units to the use units should be in line with the requirements for safety technical norms and hand in hand with complete security technical archives, warning signs and safety tests.

Chapter III Use of ITU

Article 13 The gradient owner has delegated other units to manage the ladder and is mandated to assume the duties of the ladder use unit within the agreed consent of both parties.

Article 14. ITU shall register to the municipal quality technical oversight sector within 30 days prior to the use of inputs or after their use.

Invalidity, cessation of the use of ITU or dismantling, transfer of ladder, the ladder's use units shall be subject to the corresponding suspension, write-off and change procedures within the time specified by the municipal quality technical supervision sector.

Article 15. Construction projects that use financial resources in all or parts of the new ladder used in the following public places should be equipped with the ladder safety operation control system with image-gathering functions, and the ladder safety operation control centre network with the ladder maintenance units:

(i) Schools, kindergartens, childcare homes;

(ii) Medical institutions;

(iii) Squads, parks, bridges, man-day bridges, human tunnels, airports, fire stations, passenger terminals, public voys (ITU), orbital traffic stations, public parks;

(iv) stores (fields), supermarkets, hotels, commodity trading markets, catering and recreational places;

(v) Sports sites (consultations), exhibitions, theatres, music halls, archives, libraries, museums, philanthropies, science and technology premises;

(vi) Other public places provided by the municipality.

The ladder used by new homes and the ladder of existing homes should be equipped with the ladder safety operation control system with functional parameters and in connection with the gradient safety operation control centre of the ladder's daily maintenance units; and encourage the installation of the ladder use units in new homes and existing homes to install the ladder operation equipment.

Article 16: The ladder use unit shall use the ladder that meets the requirements of the safety-technical norm and shall be responsible for the safe operation of this unit ITU and perform the following safety management responsibilities:

(i) The creation of a ladder security management body or a dedicated ITU safety manager;

(ii) Establish and strictly implement the ladder safety operation management system and establish a complete ladder safety technical file;

(iii) Ensure that the ladder emergency police units are able to respond effectively to emergencies;

(iv) The use of safety-sensitive matters, warning signs and security test of qualified symbols within or from entry points;

(v) Develop gradient emergency response measures and relief scenarios and organize regular exercises;

(vi) The discovery of an accident in the ladder should suspend the use of the ladder and report to the location's quality technical oversight department;

(vii) In the event of a failure of passengers, prompt measures have been taken to reassure and organize relief for the dispersed passengers.

Article 17 ITU shall entrust the installation, rehabilitation, maintenance unit or gradient manufacturing units under the law and enter into routine maintenance contracts with them.

Article 18 is one year of the periodic safety test cycle of ITU.

The ladder use unit shall submit a regular test application to the ladder inspection body within thirty days prior to the expiration of the ladder safety test.

Changes in the day-to-day maintenance unit of the ladder during the ladder security test period should be made within 15 days of the entry into force of the maintenance contract on a daily basis, with the original of the maintenance of the maintenance contract until a security test agency for the implementation of the regular test.

Article 19 ITU use units should designate dedicated ladder safety managers or specialized personnel to maintain, use ITU-specific keys. The custody, use of the ladder keys should be obtained by the corresponding qualification of the operation.

The ladder operated by Drivers, the ladder of hospitals providing patients with a special ladder, and the ladder directly used for tourist lights and at a rate greater than 2.5 m/ seconds, should be operated by the ladder Drivers who obtained the qualifications of the corresponding special operating personnel.

Article 20 shall not be subject to excessive renovation of the ladder. Changes in the ladder weight amounted to more than 8 per cent of the quantity, which is a major maintenance and should be delegated to units that have obtained the ladder maintenance reserve.

Article 21 ITU passengers should comply with the requirements for gradient security attention, subject to the command of the staff concerned, civilization multipliers, protection of their own security, and must not impede the safety of others.

Article 2 is one of the following cases, and the ladder use units can apply to the testing body for technical assessment as a basis for gradient adaptation and major maintenance:

(i) The use period for more than 15 years;

(ii) The frequency of failure and the impact on normal use;

(iii) Significant supermarks can be spent.

In accordance with article 15, paragraph 1, of this approach, the ladder has been used for more than fifteen years, and the use units should apply to the testing body for technical assessment and conduct a technical assessment every five years thereafter.

Chapter IV Daily maintenance of ITU

Article 23, the day-to-day maintenance unit of the ladder, prior to the day-to-day maintenance of the ladder, should recognize the safety, reliability and the availability of the personnel, technology, equipment and spare parts required for the maintenance of the ladder's daily maintenance contract, and ensure that the safety of the maintenance of the ladder is guaranteed during the effective period of the day-to-day maintenance contract.

The day-to-day maintenance unit should maintain the ladder under article 15 of this approach, and the ITU Safety Operations Control Centre should be established and networked with the Emergency Response Centre for Special Equipment.

Article 24: The day-to-day maintenance unit of the ladder shall incorporate the following elements into the day-to-day maintenance contract in accordance with the technical status of the maintenance ladder:

(i) The nature of construction, content, standards and requirements for maintenance on a daily basis;

(ii) The day-to-day maintenance and frequency of the day-to-day maintenance of ITU;

(iii) To assist the use of units in the preparation of liability for emergency relief advance cases;

(iv) Times of failure and emergency relief.

Article 25. The ladder's daily maintenance unit should develop and implement a daily maintenance plan in accordance with safety technical norms and the ladder's installation and use of maintenance statements.

The ladder's day-to-day maintenance unit found that the ladder was not in accordance with the requirements of the safety-technical norm and that there was a security concealment should be communicated in writing to the use unit; there was a significant security hidden and should be accompanied by written reports to the location's quality technical oversight services.

The day-to-day maintenance unit of the ladder should establish daily maintenance files for each cradle. The daily maintenance of the archives should be kept at least four years.

Article 26 The ladder's daily maintenance unit should conduct a self-assessment of the maintenance ladder at least every six months in accordance with the operating guidance of the unit and make a written record. The self-assessment should be carried out by the ladder test staff of this unit.

Article 27 should establish a twenty-four-hour system for the day-to-day maintenance of the ladder, establish a duty-block telephone and mark the name of the unit and emergency relief calls in the ladder of maintenance.

In addition to force majeure, the ladder's day-to-day maintenance unit was reported by the ladder passenger in the town area, which should reach and rescue within thirty minutes; and in other regions, it should arrive and rescue on the ground within one hour.

The ladder's daily maintenance unit should be reported to the location's quality technical oversight component in conjunction with rescue.

Article 28, the day-to-day maintenance unit of the ladder should develop an ladder response and relief advance case, different types of ladder to be maintained, at least once a year of emergency response and a written record.

Article 29 provides for the day-to-day maintenance of the ladder, which is registered outside the city, in the current city's administrative area, for the day-to-day maintenance operation of the ladder's maintenance operation, to be developed by the municipal quality technical supervision sector.

The quality technical supervision sector can conduct an annual evaluation of the ladder's daily maintenance unit. In the case of the non-qualified unit of the annual examination, it should be informed of criticisms and accountability for the replacement of the deadline; in the case of the re-exclusive unit, it may be recommended that the competent authority be given the authority to revoke its corresponding licence by law.

Chapter V

Article 31: The ITU test body shall perform the following duties:

(i) To ensure that the personnel involved in testing are qualified by the State;

(ii) Testing activities are in compliance with the State-mandated regulatory requirements;

(iii) To facilitate testing services for the ladder's use units and to perform confidentiality obligations related to commercial secrets.

Article 32 ITU test bodies should test and test the testing reports within ten working days from the date of the regular test application for the ladder use units; the test-qualified gradient should be accompanied by nuclear safety tests.

Article 33 ITU use units object to the ladder's regular test results, which can be challenged in writing by the ladder test body within 15 days of the date of receipt of the ladder test report. The ladder test body shall submit written replies to the ladder's use unit within 15 days of the receipt of a written objection from the ladder use unit.

The ladder test inspection body was delayed or the ladder use unit still contested the written responses of the ladder test body, which could apply for review to the location's quality technical oversight department from the date of the late response of the ITU test body or from 15 days from the date of receipt of the written response by the ITU test body. The quality technical oversight component for the processing of the application should result in review findings within thirty days of the date of receipt of the review request.

Article 34 ITU test bodies have found that the ladder has a security hidden or accident hidden in the implementation of the testing tests, and should be informed in writing of the appropriate measures taken in a timely manner by the ladder use units and the daily maintenance units.

The ladder test body found that the ladder was incline and should notify the ladder's use unit to suspend the use of the ladder and report to the quality technical oversight department in the ladder location.

The ITU test body, after having received requests for technical assessment submitted by the ladder use unit pursuant to article 22 of this approach, should consist of an expert assessment team not less than three persons to assess the use of ITU in accordance with relevant national standards. The expert evaluation team, after evaluating the assessment, should conduct a review by the ladder test inspection body and obtain the technical assessment results report within three months from the date of receipt of the request for ITU technical assessment.

The technical assessment found that security or technical measures would enable the ladder to meet the security operation requirements, and the ITU test body should demonstrate the results of the assessment that could continue to be used; and that security or technical measures are still not in a position to enable the ITU to meet its security operation requirements or continue to use excessive costs, energy efficiency indicators, and should result in a moratorium on use, discontinuation or release assessment.

Chapter VI Oversight inspection

The quality technical supervision sector should conduct a priority safety inspection of the ladder used in construction projects and public places under article 15, paragraph 1, of this approach, as well as in the organization of important conferences or major social activities.

Article 37 Quality-technical oversight services should establish a ladder safety inspection complaints reporting system, make public reports of telephones, boxes or e-mail addresses, receive complaints of violations relating to the production, sale, use, daily maintenance, testing and concealment of ladder accidents and address them in a timely manner.

When the quality technical supervision sector conducts ladder safety inspections, it is found that the ladder is safely hidden and that safety inspections should be issued to the ladder's use units and routine maintenance units to correct the deadlines and remove the security hidden.

In accordance with article 34, paragraph 2, of this approach, the quality technical oversight sector should arrive at the site within two hours and, as appropriate, end the use of instructions, remove the suspension of the use of instructions or make decisions requiring further technical assessment.

Article 40 The quality technical supervision sector, after having received an ladder accident report, should immediately be sent to field organizations to verify the accident, report promptly to the Government of the current level in accordance with the provisions of the Special Equipment Safety Monitoring Regulations and report on a case-by-level quality technical oversight sector, and, if necessary, the cross-grade incident.

Article 40. The municipal quality technical supervision sector should regularly publish the state of energy security and energy efficiency in society. Publication of the state of safety and energy efficiency should include the following:

(i) Quality security in the ladder;

(ii) Disadvantages and accidents, characteristics, causes analysis and preventive responses;

(iii) Energy efficiency in the ladder;

(iv) Other disclosures.

Chapter VII Legal responsibility

Article 42 imposes penalties in accordance with the provisions of the Law on the Quality of Products of the People's Republic of China, the Monitoring of the Safety of Special Equipment, the Regulations on the Safety and Management of Special Equipment in the Province of Zangongang.

Article 43, in violation of article 8, paragraph (ii), of this approach, provides for the sale of gradients and related products that are used in the crafts of the old spare parts, which are subject to the responsibility of the location's quality technical supervision department to stop the sale of the offence and fines of 00 million dollars.

Article 44, paragraph 1, of this approach, entrusts the non-exclusive restructuring of units, which is subject to the responsibility of the quality-technical oversight department to immediately renovate, and imposes a fine of up to US$ 20000.

In violation of article 11, paragraph 2, of this approach, the ladder renovated the ladder after the completion of the ladder's upgrading, without the replacement of the product stereotype, or the failure to indicate the name of the unit, the date of transformation, the date of transmission of the unit's ladder's licence number, and the time limit for the quality technical supervision sector, which was not changed, was fined by more than 100,000 dollars.

Article 46, paragraph 2, of this approach stipulates that the use, transfer of ladder is not subject to suspension and change procedures within the prescribed time frame, and that the period of time has been changed by the quality technical supervision sector, which has not been corrected and is fined by over 5,000 dollars.

Article 47, in violation of article 15, paragraph 1, of this approach, provides that all or part of the construction projects that use financial resources and new public premises are not equipped with the ladder safety operation control system with the image-gathering function; in violation of article 15, paragraph 2, of the present approach, the ladder used by new homes and the ladder of existing homes are not equipped with the ladder safety operation system with functional parameters for the collection of generators, with a time limit for the construction of units responsible for the quality technical supervision sector, with warning and criticization.

Article 488 gradient use units violate article 16, subparagraph (ii), subparagraph (iii), subparagraph (iv), subparagraph (v) of this approach, which stipulates that no corresponding security management functions are performed, and that the period of time is corrected by the quality-technical supervisory authority, which is not later modified, is subject to a fine of up to €0.

In violation of article 18, paragraph 3, of this approach, the ladder use unit provides that a security test is not replaced within a specified period of time and is converted by a time limit for the quality-technical oversight sector to a fine of up to 5,000 dollars.

Article 50 of the day-to-day maintenance unit of the ladder violates article 23, paragraph 2, article 25, paragraph 3, or violates article 26, article 27, article 28, article 29, and article 29 of this approach, by the responsibility of the quality technical oversight department and by fines of more than 1,000 dollars.

Article 50 of the day-to-day maintenance unit, in violation of article 24 of this approach, does not include the provision of the provision in the daily maintenance contract and is subject to a fine of 5,000 dollars for the quality technical supervision sector.

Article 52, ITU test body, in violation of article 33, paragraph 2, of this scheme, has not been charged with testing reports or nuclear safety tests with qualified symbols, which are being converted by the quality technical supervision sector, with a period of time not later than $100,000 fines.

Article 54 of the quality technical supervision sector staff play a role in the ladder's safety inspection, abuse of authority, provocative fraud, and are governed by the law by their offices, superior authorities or inspection agencies.

Chapter VIII

The safe supervision and testing of the ladder installed within the resident family is not applicable.

Article 56 of this approach is implemented effective 1 March 2011.
