Training of school management in the State of Alejand

(Adopted by the 58th ordinary meeting of the Government of the State of the city of Délejan on 17 December 2010, No. 266 of 16 January 2011, published from 1 March 2011)

Chapter I General

Article 1 promotes the health development of the education training industry in this city, regulates the conduct of the training of schools by the Civil Service, protects the legitimate rights and interests of the training schools and trainees, and develops this approach in line with laws, regulations, such as the Education Promotion Act of the People's Republic of China, the Law on Education Promotion of the People's Republic of China and the Law on Education Promotion of the People's Republic of China.

Article 2

This approach refers to social organizations or individuals other than national institutions, the use of non-State financial resources for social development, the implementation of specialized schools, such as vocational education and other cultural education that do not have independent qualifications, the training centres (hereinafter referred to as the CSO Training School), as well as the implementation of vocational qualifications training, vocational skills training schools (hereinafter referred to as the Skiller Training School).

The management of the preschool education, a public school with independent qualifications for the award of education, as well as an operating civil service training institution registered in the business administration sector is not applicable.

Article 3 The training of schools in various districts, districts (markets) education executive heads within the Territory.

The Ministry of Labour and Social Security is responsible for the training of schools within its responsibilities, in accordance with the provisions of the relevant laws and methods.

The executive branch, such as civil affairs, unit registration, prices, tax, business and quality technical supervision, should be equipped with the relevant management of the training schools in accordance with their respective legal responsibilities.

Article IV. The management of the training schools should be guided by positive incentives, strong support, the right orientation and the legal management approach.

Article 5 Training schools should follow the national education approach, in accordance with the law, to ensure the quality of education, to develop qualified talents and to receive oversight in the relevant administration.

The Association for Training of Schools should play a coordinating role for industry representatives, industry self-regulation, industry services and industry, regulating the conduct of the training schools by FNL, and safeguarding the legitimate rights and interests of the training schools.

It was encouraged and supported to train schools' associations to explore the establishment of a civil service training school risk assurance system, to implement the responsibilities of the training schools and to guarantee the legitimate rights and interests of trainees.

Chapter II

Article 6 Applications for the establishment of a training school for citizens should have the following conditions:

(i) The organization of social organizations in the training schools of civil servants should be qualified by legal persons and individuals holding training schools should have political rights and full civil behaviour capacity;

(ii) The name of the norm and the establishment of the Board, the Board or other appropriate decision-making body [hereinafter referred to as a matter of corruption] is in compliance with the requirements of the law;

(iii) A legitimate source of funding and stability;

(iv) There are office spaces adapted to the size of the school, equipped with facilities to meet the needs of educational teaching activities and the necessary living and safety facilities;

(v) Establish qualified special-time heads (hereinafter referred to as heads of heads), with qualified special-time education teaching managers and special teachers;

(vi) There are school charters, development planning, teaching programmes and related management systems.

Article 7. The establishment of a training school for cultural groups should meet the following criteria:

(i) The start-up funds are not less than 1 million dollars;

(ii) The total area of construction in the school premises is not less than 500 square meters, with no less than two thirds of the total area of the pedagogical buildings, less than three years of the lease, and the premises should be in accordance with the relevant laws, regulations and regulations, such as planning, firefighting, health, housing safety;

(iii) The principal has higher-level professional technical functions or higher education at the university level and has more than five years of experience in educational management;

(iv) There are more than two dedicated education pedagogical managers and more than three specialized teachers with corresponding qualifications.

The criteria established by the State and the provincial training schools for citizens of the cultural category are set out otherwise.

Article 8. The establishment of skills-based training schools should meet the following criteria:

(i) The start-up funds are not less than $600,000;

(ii) The area of office accommodation is not less than 50 square meters, with no more than 300 square meters in theoretical classes; the rental of school premises for less than three years; and the premises should be in line with relevant laws, regulations and regulations, such as planning, firefighting, health, housing safety;

(iv) The principal has a higher degree of education, as well as higher-level professional technical positions or more national vocational qualifications, and has more than two years of vocational training experience;

(v) There are more than five dedicated education teaching managers, who should have higher education qualifications, as well as higher-level professional technical positions or more national vocational qualifications, and have more than two years of vocational training;

(vi) There are more than one professional guidance officer engaged in vocational guidance and employment services training, with more than two financial managers with the qualifications of the FCS;

(vii) There are specialized and part-time teachers who are responsive to the size of the school, who have reasonable qualifications to the corresponding teacher, internship guide teachers not less than one second of the total number of teachers, who are not less than one fourth of the total number of teachers; in this regard, the theoretical teachers who are responsible for the training of senior vocational skills should have the relevant professional qualifications, higher-level technical posts and higher-level teaching experience over three years, internship guide teachers should have more than two years of vocational qualifications and vocational teaching skills.

(viii) Training careers (workables) should be established in accordance with the corresponding occupational (working species).

National and provincial standards for the establishment of skills-based training schools are also set out in their provisions.

Article 9. The establishment of a Academy of Training for Citizens of Cultures, which is approved by the executive branch for the establishment of a local or district (market) education; the establishment of a skills-based training school, which is authorized by the municipal or district (market) labour and social security administration, in accordance with the established competence, and the referral to the peer education administration.

The State and the provincial authorities for the establishment of a school for training of citizens are provided with the provisions.

Article 10 Applications for the establishment of a training school for the Civil Service, and the applicant shall submit the following materials to the education administration or the labour and social security administration responsible for approval:

(i) The report of the Office of the United Nations High Commissioner for Human Rights, which includes, inter alia, the organization, the development of objectives, the size of the school, the degree of school attendance, the form of office, the conditions of conduct, the internal management system, the financing and management use;

(ii) The name, place or name, address of the organizer;

(iii) The establishment of funds, amounts and valid documentation and the provision of property rights;

(iv) The assets of the don't nature should be submitted to the donation agreement and contain the names of the donor, the amount of the donated assets, the use and management methods, and the relevant valid documentation;

(v) A request for the establishment of a training school for non-commercial units to be submitted to a notice of pre-registration for the designation of non-commercial units of the Civil Service. The applicant shall pre-registrate the name of the civil affairs department in the place of the establishment, and the civil service shall be registered by the organizer within seven working days of the date of receipt of the request, and the notice of registration of the name of the non-commercial unit of the NPO shall be six months.

Article 11. The approval authority shall take a decision in writing within 30 days of the date of receipt of the application for the establishment of a school.

It was agreed that the approval authority was granted the instrument of ratification. Without agreeing on the establishment, the approval authority should make a written statement of the reasons.

The schedule shall not exceed three years. More than three years, the organizer should re-declare.

Article 12 Applications for the formal establishment of a civic training school, and the applicant shall submit the following materials to the approval body:

(i) The establishment of an instrument of ratification;

(ii) Profile reports;

(iii) The composition of the school charter, the first session of the commission of the commission of the commission of the commission of the matter;

(iv) Effective documentation of school assets;

(v) A certificate of qualifications for the head, teachers and the treasury.

The applicant may apply directly to the Approval Body for the formal establishment of a civic training school and shall submit the materials provided for in articles 10 and 12 (iii), (iv) and (v) of this approach.

Article 14. The approval authority shall organize the evaluation of the expert evaluation team within three months of the date of receipt, after the formal establishment of the CSO training school. Approval authorities are granted a licence for the approval of the formal establishment of a training school for civil service schools; the reasons should be given in writing for non-ratification.

Article 15. Approval bodies should inform the public of the media, such as the Government website, on 10 days from the date of ratification, of the information of the organizers, school names, constitutions, addresses, etc. of the training schools.

Article 16 provides for the registration process in the civil administration (or the registration of the cause unit), quality technical supervision, tax etc., and registration certificates apply for hard copy and opening a bank account.

The training schools of the Civil Service should include registration, hard-copy, and 15 days after the opening of the bank accounts, a copy of the record, the approval of the approval authority for the issuance of the IGO licence.

Article 17 Training schools can only be used by a Chinese name, which shall not be the same as those of other registered training schools in the current administration area, and the name of foreign use shall be consistent with the name of the Chinese language and should be consistent with the name of the approval.

The names of the training schools of the Civil Service should be composed of the following components: designation, word, trade or operational scope, organization (including schools, centres).

The Civil Service Training School, which was approved in the city area, should be named by the Area Administrative Regions of “Alejan State” and location, provided that the training of schools is of the nature of the institution of the cause and is registered by the public service units in the city's place.

The training schools for non-commercial units established in the urban area apply for the designation of their names in the area of administration where they are not accessible, and the approval of the municipal civil affairs sector should be given by the establishment of the local civil affairs sector with the approval of the municipal education administration or the municipal labour and social security administration.

The Civil Service Training School, which is approved in the district (market), shall be named in the territorial district (market) administrative area, but no name shall be placed in the administrative area of the Alejan State.

Article 18

(i) Applications;

(ii) The resolutions of the Conference;

(v) Accreditation.

The approval authority shall take a decision of approval or non-approval within three months from the date of receipt of the application and shall send a training school to Dhaka. The reasons should be given in writing.

The termination of the CSO training school, which is recovered by the approving authority, informs the registration administration, registers by the registry administration, collects copies and informs them.

Article 19

(i) Changes in applications;

(ii) The resolutions of the Conference;

(iii) School statutes;

(iv) Changes in school name, level, type of material to be submitted to the relevant quality of proof; property certificate of the address requiring a change in the new address; changes in the statutory representative's presentation of the financial audit report of the former legal representative and the identification of the legal representative; and changes in the status of the director to be presented to the head of the term, qualification material;

(v) Accreditation.

CSO training schools apply for the change of school organizers, and the financial audit report, post-removal identification material, asset certificate material, change agreement between the original paragraph (i), subparagraph (ii), (iii), subparagraph (v) and (v) as well as the approval authority for the approval of the licence to the Nuclear Service, following financial audit reports, changes in the organization's status certificate of origin, asset certificate material, original organizers and the organizer.

The approval authority shall take a decision of approval or non-approval within three months from the date of receipt of the application and shall send a training school to Dhaka. The reasons should be given in writing.

Article 20 Training schools of the Civil Service shall be authorized by the approving authority, consolidated and modified, and shall be registered in accordance with the law. Approval bodies should inform society about information within 10 days of the date of the decision.

Chapter III

Article 21 Training schools may be admitted in the form of a permit for the conduct of the school, a certificate of legal personality of the non-commercial unit of the Civil Service, an organizational code certificate, a tax registration certificate.

Article 24 shall receive, for seven working days from the date of receipt of a request for a training school attendance chapter and advertising, the approval body shall make a case-test to the required admissions and advertisements. Article 25 Acronyms for the training of schools should include school names, addresses, sensitisations, vouchers, learning content, learning formats, study time frames, admissions, admissions, admissions, admissions, fees, projects and standards.

Public advertisements in the training schools of the Civil Service should contain the contents of the school name, the number of school licences and the number of documents.

A wide variety of advertisements, such as the press, radio, television and the Internet, shall not be subject to a brief chapter and advertisements for the training of public schools that have not been approved.

Chapter IV

The second eighteenth Training School has been held on a regular basis through a democratic management system for teaching staff (representatives) in the General Assembly, in public schools. Training schools should establish and improve communication mechanisms with trainees, preserve the legitimate rights and interests of teachers, trainees and monitor teachers, trainees and society.

Article 29 Training schools should establish a sound emergency management system for emergencies, with corresponding human defence, technic, material defence, security management, regular inspections of school safety, firefighting, food safety, etc., and timely relocation of accidents.

Article 33 Training schools shall be given a noticeable place in the school premises, a certificate of legal personality of the civil service, an organizational code, a tax registration certificate, and a tax registration certificate.

Chapter V Feasibility management of the training schools of the Civil Service

Article 344 Training schools can collect tuition fees (or training fees), accommodation fees and charging costs to trainees.

CSO training schools receive tuition fees (or training fees), accommodation fees standards, which are determined by the CSO training schools themselves, and the post-registration of local price authorities.

The CSO Training School should be charged with the charges project and standards.

Article XV Training schools should be charged on the basis of the fees charged in the case, and the fees should be charged with a statutory fee.

The fees (or training fees), the duration of accommodation fees and the use of escing costs should be paid in writing to trainees.

In accordance with article XVI, CSO training schools receive tuition fees (or training fees) for trainees, and after a request for refunds, the CSO training school should be based on the actual learning and accommodation time of the trainees (or training fees), accommodation fees and the remaining costs returned to trainees. In the school year or in the school year, a school year was calculated for 10 months, at 5 months, at 30 days at 1 month and at less than 30 days.

After a training school for the trainees to replace the collection costs, the trainees should be returned to the trainees for reasons of the late request for refunds and for the remainder.

As a result of the release of false prescriptive or advertisements by the Civil Service Training School or the non-performance of contractual matters, the training schools should refund all the costs charged.

The training schools of the Civil Service should be processed within 10 days of the receipt of the request for refunds for the trainees and should provide a written justification for the non-refunding costs.

The training schools of the Civil Service may be carried out in accordance with the agreement.

Chapter VI

Article 37 Additional teaching points in the training schools of the Civil Service should be in accordance with the following conditions and apply for change to the approval body of the nuclear service licence:

(i) Approval of more than two years of formal schooling and the absence of a criminal record;

(ii) The total area of construction of additional teaching sites is not less than 300 square meters, which do not exceed two thirds of the total area of construction, rental of school premises for less than two years, and the premises should be in line with the provisions of relevant laws, regulations and regulations, such as planning, firefighting, health, housing safety;

The additional pedagogical point in the training schools of the Civil Service is the non-independent institution, and its activities are vested in the training schools.

Article 338 Training schools are not authorized by the approving authority without a nuclear licence, and no additional teaching points are allowed.

Training schools are not allowed to establish additional teaching points in areas other than urban areas, and the training schools in the district (communes) are not allowed to establish additional teaching points in urban areas and across districts.

The CSO training school requests for additional teaching points, which should be submitted to the approval body of the NPS, and the approval of the decision shall be taken by the approving authority within one month of the date of receipt of the request. In this regard, the training schools of the communes have been approved for the establishment of additional teaching points in the cross-sectors, which should be reported on 15 days from the date of ratification by the district education administration or district labour and social security administration. The district education administration or the district labour and social security administration in the area of the establishment of the teaching point should assist the approval authority of the nuclear licensor's training schools in the administration of the training schools.

Article 39 requests for additional pedagogical points for training schools should be made available to the approval body of the PS:

(i) Applications;

(ii) Accreditation;

(iii) The resolutions of the Conference;

(iv) Relevant evidence materials to be added to the teaching sites.

Article 40 Training schools, in cooperation with other educational institutions, shall enter into a cooperation agreement with other educational institutions and shall submit a request for approval by the IPAA for a licence of the NPS.

The CSO Training School shall not cooperate with educational institutions that have not been approved by the Approval Body.

Chapter VII

The Education Administration, the Labour and Social Security Administration are responsible for the day-to-day management of the Civic Training School, the Skills Training School, and supervision of the recruitment, quality of education, financial management, teacher protection, and school safety.

Article 42 establishes an assessment system for the training schools of citizens. Approval bodies of the NPOs should strengthen the evaluation of the internal management, recruitment, teaching, financial management of the training schools of the FNL and inform the society of the results of the evaluation.

Article 43 thirteenth Training Schools shall be sent to the authorized organs of the Agency for the approval of a nuclear licence within one quarter of each year to the work report of the previous year, which shall be sent to the registry administration after the approval of the approval authority's first instance and subject to annual inspections.

Article 444 Training schools are subject to national tax incentives.

The Government of the urban and district, district (market) should develop enabling and incentives for the development of the education training industry in the region, based on local realities.

Governments of municipalities and districts, districts and counties (communes) may set up specific funds for the development of the education training industry for the promotion of civic office; funding for measures such as rental, transfer of intangible State assets to support the training schools for civil service and select training schools for high social credibility to prioritize government financial assistance.

The forty-fifth Education Administration, the Labour and Social Security Administration should organize regular project selections for excellence in training schools, advanced individuals, and specialized brands and awards.

Chapter VIII Legal responsibility

Article 46, in violation of the provisions of this approach, provides for the provisions of the Law on Education Promotion of the People's Republic of China, the People's Republic of China advertising law, the price law of the People's Republic of China, the provisional regulations governing the registration of non-enterprise units of the Civil Service, the provisions of the legislation, regulations and regulations governing the registration of property units.

Article 47 provides one of the following cases in the training schools of the Civil Service, which is being converted by the time limit of the authorization authority granted by the Agency for the granting of a licence to the nuclear service, which has been delayed by a fine of 1000 dollars:

In violation of article 38, paragraph 1, of this approach, the training schools of the Civil Service have provided for the self-existence of the establishment of additional teaching points to be converted to the time limit of the authorization authority granted by the Agency for the licence of the nuclear service and fined the amount of 2000. This resulted in loss of others, with the corresponding civil responsibility under the law of the training schools.

In violation of article 40, paragraph 2, of this approach, the training schools of the Civil Service, in violation of article 40, paragraph 2, of the scheme, are subject to an immediate cessation of the school by an authorization authority granted by the Agency for the granting of a licence to the nuclear service, with a fine of US$ 2000 and a copy of the same registration authority. This resulted in loss of others, with the corresponding civil responsibility under the law of the training schools.

In accordance with article 52, the executive branch of education, the labour and social security administration and other staff members of the administration have been given administrative treatment by virtue of the law by virtue of their offices, superior authorities or inspectorates in training schools.

Chapter IX

Article 53 deals with the administrative functions of the Depression of Mountains, the Government of the People's Debriefing Zone and its related sectors, which are implemented in accordance with the relevant provisions of the provincial and municipal governments.

Article 54, paragraph 1, reads as follows:

Article 56 of this approach is implemented effective 1 March 2011.
