Safeguarding management in the city of Blue Island

(The 16th ordinary meeting of the Government of the Youth of 23 November 2010 to consider the publication of the Government of the Youth of 6 December 2010, No. 210, effective 1 March 2011)

Chapter I General

Article I, in order to strengthen the management of ITU safety, to prevent and reduce gradient security accidents and to guarantee the safety of people's life and property, to develop this approach in the light of the provisions of the Law on Security of People's Republic of China and the State Department's Safety Monitoring of Tropical Equipment, etc.

Article 2 engages in the ladder production (including manufacture, installation, rehabilitation, maintenance, etc.), sale, use, maintenance, testing, security technology assessment and its monitoring activities, and applies this approach, with the exception of the home or individual self-use ladder.

Article 3: The quality technical supervision sector in the city, the district (market) and the highlands, the area of bondage, is the ladder security monitoring authority in the Territory.

The executive authorities, such as safety regulation, planning, construction, housing, business and prices, should be jointly managed in accordance with their respective responsibilities.

Article IV. The Government of the People's Republic of China and the TIRC should strengthen the leadership in the management of the ladder's safety and promote and support the relevant sectors to fulfil their ITU safety oversight responsibilities under the law and to coordinate and address critical issues in the management of ITU safety oversight in a timely manner.

The Street Office (the Government of the Town) should assist in the management of ITU safety oversight in the sectors responsible for the management of ITU safety oversight.

Article 5 schools, the media, social groups should conduct advocacy, universal work on the ladder's safety knowledge and ladder safety laws, advocate for civilization, and enhance security awareness and self-protection capacities.

Article 6. The production, use, maintenance and maintenance units of the ladder should strengthen the ladder security management, establish a sound ladder safety management system, guarantee the safe operation of the ladder, with the primary responsibility for the ladder safety.

Article 7 encourages the promotion of the use of advanced technologies to enhance the safety and management levels of ladder, to encourage research, development, demonstration and diffusion of gradable energy technologies and to encourage the introduction of ITU safety accident liability insurance systems.

Article 8. Any unit and individuals have the right to report to the sectors with the ladder's safety oversight responsibilities that affect the safety of the ladder and the ladder safety accidents.

Chapter II

Article 9. The ladder manufacturing units shall ensure the availability of the ladder's consignments, in accordance with the ladder's request for design documents, the installation and use of maintenance statements, the quality of products and the monitoring test.

Article 10. The ladder sales unit should establish the ladder inspection and sales desk, which is responsible for the legitimacy of the marketing ladder, prohibiting the sale of unplanned documents, the installation and use of maintenance statements, the quality of products and the monitoring test or phase-out, and the gradients.

The sales ladder should enter into a written contract with the buyer and agree on matters relating to the resale services.

Article 11. The installation, rehabilitation, maintenance unit shall be granted by law and its ladder shall be installed, rehabilitated and maintained in accordance with the law, and shall be certified by the appropriate specialized equipment operating personnel.

Article 12. The installation, rehabilitation, maintenance units of the ladder should conduct safe education and technical training for ITU personnel and document education and training. Security education and technical training records are kept at least two years.

Article 13. The installation, rehabilitation, maintenance units will require installation, adaptation, maintenance and gradients, which should be informed by local ITU safety monitoring authorities prior to construction.

Article 14. The installation, rehabilitation, maintenance unit will require the installation, rehabilitation and maintenance of the ladder, and shall apply to the ITU test body for the inspection of the construction process inspection, without supervision, and non-delivery.

Article 15. The installation, adaptation, maintenance and gradient should strictly adhere to the norms and standards relating to safety technologies, authentic and accurate record-keeping, self-assessment reports, etc.

Article 16 provides for the installation, rehabilitation and maintenance of ITU units within thirty days of installation, adaptation, maintenance of completed works in the ladder, and shall transfer relevant technical information to the management units and use management units to be stored in the ladder's safe technical archives and be kept in custody.

Chapter III

Article 17 The ladder of construction projects should implement the relevant provisions and standards of States, provinces and municipalities, with a comprehensive consideration of first aid, firefighting and accessibility functions.

Article 18

The ladder of construction projects does not meet national, provincial and municipal provisions and standards, and the planning sector shall not issue a construction planning licence and the construction map review body shall not issue a certificate of eligibility for the construction map design document.

Article 20 should be equipped with video surveillance facilities. The approach was preceded by the installation of the ladder, with conditions that should be added to the video surveillance facility.

Article 21 ITU use management units should purchase ladder in line with the relevant safety technology norms, and commission units with corresponding qualifications to implement gradient installation, adaptation, maintenance.

The second article is qualified by a supervisory test, and the use of management units should conduct registration procedures within thirty days of deployment to the local ladder safety oversight management.

Article 23 should conduct a regular test every year in the ladder. Its use management units should apply for a regular test until the ladder safety test was completed for a month ago. The ITU cannot continue to use without regular testing or testing.

Article twenty-four ladder or stops the use of more than one year, or changes in the ladder's use management units, the use of management units shall, within thirty days of release, start-up and change, process relevant registration procedures for local ITU safety monitoring authorities.

Article 25. When the ladder suffers from a failure or occurs in an unusual situation, the ladder use management units should organize a comprehensive check of them and eliminate the hidden impact of the ladder accident, which could be redirected.

Article 26 implements the ladder administered by the industry, which shall pay the industrial service to the operation of the ladder in accordance with the relevant provisions, and shall be vested by the owner in the business sector in accordance with the law.

The gradient operating costs are incurred for the day-to-day management of the ladder, maintenance, direct material damage and gradient tests. The gradient operating costs should be earmarked for separate accounts, resulting in savings, and should be reused, which could be used for upgrading, rehabilitating and maintaining ITU and cannot be diverted.

The business sector should publish a ladder operating fee and payment rate every half year.

Article 27 uses the ladder's management unit to use the ladder's posting of commercial advertisements and should be used for the day-to-day management and maintenance of ITU.

Article twenty-eighth ladder use management units should be responsible for the safety of the ladder and take the following ITU safety management measures:

(i) The creation of a ladder security management body or a ladder safety manager;

(ii) Establish a management system for the safe operation of the ladder;

(iii) The establishment of the ladder security technical file;

(iv) Maintain an effective link between the ladder emergency police units and the use of the management unit's safety management body or the staff of the duty station;

(v) The placement of security concerns, warning signs and safety tests in the ladder or at the entry point;

(vi) Development of pre-empts for emergency relief for ladder safety accidents;

(vii) Other matters under the ITU Rules.

The ladder safety manager of the ladder use management units should perform the following duties:

(i) The day-to-day inspection of the ladder operation and record;

(ii) In a timely manner, requests for ITU regular tests;

(iii) Maintenance of the ladder, air and electricity-based keys;

(iv) Regular screening and maintenance of ITU maintenance units;

(v) Identifying the existence of a safe concealment that requires cessation of use, the right to take a decision to stop the use and to report immediately on the head of the unit;

(vi) In the event of sudden incidents affecting the safe operation of ladder and the safety of ladder passengers, such as fires, earthquakes, measures should be taken promptly to put an end to the operation.

Article 33

(i) The use of elevators that are manifestly in a state of non-security;

(ii) The opening of the ladder and the door by means of coercion, such as jeopardy;

(iii) Destruction of gradients and facilities, symbols;

(iv) To smoking, trajectory, sing;

(v) More than ladder-loaded cargo;

(vi) Other violations of ITU security.

Article 31 provides for the use of residential ladderal materials, construction garbage and supplies that can easily result in gradable damage, home-based electricity, etc., and that the ladder use management units should be deployed on-site management.

Chapter IV

Article 32 ITU use management units should entrust the installation, rehabilitation, maintenance units or gradient manufacturing units with gradient maintenance and contract entrustment.

The signing of the ladder maintenance contract should take into account the model of contracts recommended by the municipal ladder safety monitoring management and the related sectors.

Article 33 Field units are engaged in the maintenance of ladder in this city, with fixed office spaces and corresponding operational personnel in the city, and are registered in the municipal ladder safety oversight management.

Article 34, the ladder maintenance unit should establish a sound ladder maintenance security management system, establish an ladder maintenance documentation file, which will be responsible for maintaining the safety of the ladder.

Article XV Maintenance units should be developed in accordance with the relevant safety technical norms, standards and the ladder's use of maintenance statements, the ladder maintenance plan and programmes and the ladder maintenance record.

The ladder maintenance unit should establish a ladder security emergency response response and report on the local ladder safety oversight management case.

Article 37 Maintenance units of the ladder should establish a 24-hour duty telephone and arrange the corresponding ladder emergency relief dutyb personnel and, after reporting on the failure of the ladder, the on-site rescue should be carried out within the specified time frame.

Article 338, where the residential ladder uses more than 15 years or has serious accidents, has confirmed that safety cannot be guaranteed without renovation and maintenance values should be reported.

Article 39 requires the upgrading, rehabilitation and maintenance of the residential ladder, whose costs should be borne jointly by the owners of the industry, with the consent of the owner of more than two thirds of the total size of the building.

The upgrading of the home ladder requires the rehabilitation, maintenance of funds for public maintenance and special maintenance funds for the housing sector, in accordance with the relevant provisions.

Article 40 occurs in the event of a ladder security accident, which should take swift and effective measures to organize rescues, prevent accidents from expanding, reduce casualties and property losses.

The reports and investigation procedures for ITU security accidents are implemented in accordance with the relevant provisions of the State, the province.

Article 40 (1) The Government of the city, district (market) should arrange specific funding for safe emergency relief for the ladder in funds earmarked for the safe production of funds, mainly for the safe response of the residential ladder.

Chapter V

Article 42, ITU and its test steadfast, should be guided by the principles of integrity and popularity to provide reliable and accessible testing services for ITU production, use of management units.

Article 43 ITU Testing Agency personnel engaged in testing activities should be qualified and certified through national sectoral examinations; testing activities should be conducted in compliance with the requirements for safety technical norms and be responsible for the testing results.

Article 44 ITU should arrange testing within five working days from the date of receipt of regular testing applications. Upon completion of the test, ITU should have a ladder test test report within ten working days; the testing is qualified and the safety test qualification mark should also be issued together.

Article 42 ITU use management units objected to the ladder test results and could be presented in writing to the ladder test body within seven working days from the date of receipt of the ladder test. The ladder test body shall provide written replies to the ladder's use management units within three working days.

The ladder test inspection body had been late in response to a failure to respond to or the written responses of the ladder use management units to the ladder test body, which could apply for review within 15 working days of the date of receipt of the response. The ladder safety monitoring management that has accepted the application should be organized within 10 working days.

Article 46 of the ITU test body found the ladder's safety hidden in the testing exercise and should be informed in writing of the ladder's use management units; and when serious accidents were hidden, it should also report immediately on local ITU safety oversight management.

Article 47 ITU test bodies and their test steachers shall not engage in ladder production, marketing activities, nor shall they be recommended or rated in their name, and ITU.

Article 48 Eighteen test bodies and their test test personnel have deliberately harassed the ladder production, use management units, which have the right to lodge complaints to the ITU safety monitoring management. The ladder safety monitoring management that received complaints should be processed in a timely manner.

Chapter VI Legal responsibility

Article 49, in violation of the provisions of this approach, provides for legal, regulatory and legal responsibility, from its provisions.

Article 50, in violation of article 10, paragraph 2, of this approach, provides that the sale of the ladder does not enter into a written contract with the buyer and agrees on matters relating to the sale of the services after-services, which is being converted by the ITU security supervision management order and fined by more than two thousand dollars.

Article 50, in violation of article 12 of this approach, stipulates that the ladder's installation, rehabilitation, maintenance unit does not record the maintenance of safe education and training for its operators, and is being restructured by the ITU Safety Monitoring Administration, with the exception of over 2,000 yen.

Article 52, in violation of article 20 of this approach, stipulates that the new ladder does not have a video surveillance facility, which is being converted by the ITU security supervision management to the responsible person's order; that it will end the use of ITU and impose a fine of up to 3,000 dollars.

Article 53, in violation of article 26, paragraph 2, of this scheme, provides that the business sector does not use the ladder's operating expenses as prescribed by the price authority, which is subject to a fine of more than three million dollars.

Article 54, in violation of article 26, paragraph 3, of this scheme, provides that the enterprise of the goods service does not make the payment of the ladder's operating expenses as prescribed by the price authority accountable; and that it is less than five thousand fines.

Article 55, in violation of article 33 of this approach, provides for the use of ladder, and the ladder use management units and their safety managers should be discouraged. In violation of the relevant provisions, the use of the ladder shall be subject to liability.

Article 56, in violation of article 33 of this approach, stipulates that field units are engaged in ITU maintenance activities in the city without registration procedures under this approach to the municipal ladder safety monitoring management, and are subject to orders from ITU safety supervision management to a fine of more than 2,000 yen; in the event of a severe fine of over 2,000 yen.

In violation of this approach by the ITU maintenance unit, one of the following acts is converted by the ladder Security Monitoring Administration responsible and fines of up to three thousand dollars:

(i) No pre-emption security emergency relief;

(ii) The ladder security emergency response rate was not reported to the local ladder safety monitoring management reserve;

(iii) No twenty-four-hour telephone;

(iv) There are no arrangements for the corresponding ladder's response service.

Article 588 of the ladder Security Monitoring Administration and its staff play a role in neglect, abuse of authority, provocative fraud, are governed by the law by the superior administrative organ or the inspection body, which constitutes a crime and is criminally criminalized by law.

Chapter VII

Article 59 of this approach refers to units that actually perform ITU management rights and obligations in the ladder use process.

Specific categories and varieties of ITU are implemented in accordance with the directory of special equipment published by the National Quality Monitoring Laboratory.

Article sixtieth of this approach is implemented effective 1 March 2011.
