Management of Honours No.

(Act No. 41 of the Decree No. 41 of 7 June 2011 of the Government of the South New York City of 8 March 2011)

Article 1, in order to encourage and recognize the presence of the Cyclone, Chinese and foreign nationals who have made a significant contribution to the economic and social development of the city, and to develop this approach in line with the Act of the People's Representatives of the People's Congress and at the local level of the People's Republic of China.

Article 2

Article 3 recognizes the principle of China and complies with the laws of the People's Republic of China and is in line with one of the following conditions:

(i) Introduce funds, technology, talents and make a prominent contribution to the economic development of the city;

(ii) Expansion of domestic and foreign markets to make a salient contribution to promoting foreign trade cooperation in the city;

(iii) Provide strategic information or make important recommendations that generate significant economic and social benefits;

(iv) Promote the development of social causes such as science and technology, education, culture, health and sports in the city;

(v) Fund and make a prominent contribution to the cause and philanthropy of the city;

(vi) To play an important role in promoting friendly communication and cooperation between their countries or regions and the city;

(vii) Other salient contributions to the economic and social development of the city.

Article IV grants the Honours of the Southen City, according to the following procedures:

(i) The declaration. People's governments, development zones, municipalities, various democratic parties, groups of people, with their consent, can be recommended to the communes, and the port company, Chinese and foreign nationals may submit written requests directly to the commune.

(ii) Approval. The commune expatriate sector should verify the declaration materials, identify candidates and seek the views of the relevant sectors; the views of the Taiwan sector should be sought with regard to the same companion.

(iii) Annotations. The list of candidates should be presented to the society at 10 days. There was no objection to the list of candidates submitted by the municipality's foreign service to the Government of the city for review; there was no objection, and the commune should conduct an investigation within 30 days of the expiry of the public statements and make recommendations for the consideration of the recommendations to be submitted to the Government.

(iv) A proposal. Following the finalization of the list of candidates by the Government of the city, a bill should be submitted to the Standing Committee of the People's Representatives of the City.

(v) A certificate. In accordance with the decision of the Standing Committee of the People's Congress, the Government of the city held a ceremony of awarding Honours No. Dec.

Article 5

(i) Invitation to take part in events such as major celebrities in this city;

(ii) Access to work, facilities and services provided by the relevant departments and units during the stay in the city;

(iii) Other gifts and preferential treatment provided by the Government of the city.

Article 6. The Honour of the Southen city has one of the following cases, brought by the Government of the city to the Standing Committee of the People's Congress to withdraw its Honours and make public the following:

(i) Accountability for crimes;

(ii) Destabilize the economic and social order of our country, with grave consequences;

(iii) In violation of social justice, it affects the poor;

(iv) Provision of false information to deceive Honours;

(v) There is no need to maintain the other situation of Honours.

Article 7. The relevant sectors such as the Government of the city and the Aliens shall maintain contact with the Honour city of South Africa, invite them to participate in events such as colloquiums, thematic studies, to communicate in a timely manner the relevant aspects of the economic and social development of my city and to provide good services for the work and lives of the city.

Article 8 The provisional scheme for granting Honours No. 9 of 21 November 1996, published on 21 November 1996, was also repealed.
