Chapter I General

Article 1, in order to strengthen the protection and management of the yellow ventilation line, to maintain an explanatory order and a light environment for the yee line, to develop this approach in the light of the laws, regulations and regulations, such as the Land Town and Sanitation Management Approach, and the provisions of the relative concentration of administrative sanctions.

Article 2 units and individuals involved in activities within the framework of the Horizon shall be subject to this approach.

Article 5

(i) Promote and implement relevant laws, regulations, regulations and policies;

(iii) Maintenance of the normal cruise order and implementation of security measures;

(iv) To protect landscapes and to manage, maintain wind trajectory facilities;

(v) To put an end to and in accordance with the law to damage to the landscape and equipment facilities;

(vi) Improvement of wind-line facilities to facilitate public leisure and lobbying;

(vii) Development of natural, cultural landscapes and tourism projects.

Article 6. Memorial buildings, monuments, historical sites, parks, artificial vegetation and natural landscapes within the framework of the yellow diameter should be carefully protected.

Article 7. Citizens, legal persons or other organizations have the obligation to protect the natural ecological environment, public equipment facilities within the framework of the yellow diameter and have the right to report and end violations of this approach.

Chapter II Planning and construction

Article 8

The diameter planning should clearly focus on protection content, landscape planning, tourism development, and highlight the protection of the water body in the State of the River.

Article 9 severely restricts the construction of (construction) elements within the framework of the Horizon.

The construction of landscapes, leisure services, and public infrastructure, in accordance with the planning of the Horizon line, shall be governed by the relevant laws, regulations.

Article 10 New construction, expansion, alteration (construction) in the context of the diaphoon line should be coordinated with the surrounding landscape, without prejudice to the natural landscape of the wind line.

Article 11 units engaged in construction activities within the framework of the Horizon Line should be strictly constructed in accordance with approved programmes and take effective measures to protect the natural ecological environment, and the environmental landscape should be restored in a timely manner after the construction of projects is completed.

Chapter III Protection and management

The development of operational resources within the framework of the Horizon line should be synergized and fully effective in accordance with protection, development, planning and functional requirements.

Activities in the area of business services within the framework of the yellow ventilation line should be carried out in a public manner, such as compensation for use by public resources, and the payment of funds charged under the law should be earmarked for the protection and management of the diameter.

Article 13 conducts the following activities within the framework of the yellow ventilation line, involving administrative approvals for the management of the wind line, and administrative approvals in the relevant administration should reflect the planning of the diametery of the River, and the applicant shall, after the administrative approval process, submit a request to the community management body and subject to the supervision, management of the city's altogether administration:

(i) The temporary use of green areas to change the nature of the use of greened lands;

(ii) Deforestation, transplanation, seizure of mangroves and relocation of ancient trees;

(iii) The occupation and excavation of roads;

(iv) Business, catering and transport operations;

(v) The creation of outdoor advertisements;

(vi) Organizing public goods or commercial activities;

(vii) Carrying boats, taking stones, stoves and washing;

(viii) Other matters relating to the protection and management of the wind line.

Article 14.

Chapter IV

Article 15 units and individuals who have entered or entered the line of the yellow shall be protected by law of public equipment facilities, prohibiting the destruction, unlawful alteration or random movement.

Article 16 prohibits envelope activities or acts of unconstitutional public morality within the framework of the yellow ventilation.

Article 17

(i) Separate, hiding;

(ii) Accelerating, disruptive and disruptive waste;

(iv) burning of trees and other hybrids;

Article 18 Prohibition of the following acts of a greenization within the framework of the Horizon:

Article 19 Prohibition of the destruction of public-use equipment facilities within the framework of the Horizon line:

(i) To write, customize or unauthorized, poster and advocate at public facilities such as construction (constitution) and simulation;

(ii) Damage to waste tanks, public telephone booths, road lights and other lighting facilities;

(iii) Destruction, humidation, spraying facilities, bulletin columns and theatres;

(iv) Lossss and unauthorized dismantling of bridges, shores, terminals, columns;

(v) Other damage to public equipment facilities.

Article 20 prohibits the following acts that affect the nodule order within the framework of the Horizon:

(i) The unauthorized storage of items;

(ii) Whether there is no evidence of the operation or the sale of goods;

(iii) To begging, open boarding, tiny;

(iv) Intimidation, arrest or injury of birds;

(v) Oriental paths, the arrest of fishermen, the swim;

(vi) There is no evidence of illegal logs, sands and beds;

(vii) Other conduct that impedes the vision or prevents others from travelling to light.

Article 21 prohibits the following acts that affect the transport order within the framework of the Horizon:

(i) Removal of vehicles at the grassn or other premises prohibiting the parking of vehicles;

(ii) Movement within a regional or road block prohibiting movement;

(iii) The vehicle is not subject to the required station;

(iv) Other violations of traffic management provisions.

In addition to the following vehicles:

(i) Non-motive vehicles dedicated to persons with disabilities;

(ii) Special vehicles carrying out public service.

Chapter V Legal responsibility

Article 23, in violation of this approach, provides that after the completion of the construction of the project within the framework of the Raye River, the environmental landscape has not been restored in a timely manner, the time period of time being converted by the executive authorities of the city's municipalities; and the fine of up to US$ 300,000 was imposed by over 500.

Article 27 violates the provisions of this approach and undermines public equipment facilities within the framework of the Rayee River, which are restructured by the municipal administration authorities to impose a fine of more than 200 thousand dollars, and the loss should also be borne by law.

Article 28, in violation of the provisions of this approach, has been implemented with relative concentration of administrative penalties, which are sanctioned by the municipal administration authorities in accordance with the provisions of the Integrated Law Enforcement in Urban Management in the Länder State and the relevant laws, regulations, regulations and regulations; and the failure to implement a relatively centralized administrative sanctions regime is punishable by law by the relevant administration.

Article 29 State organs and their staff are in favour of private fraud, abuse of authority, and play negligence in the management of the al-Juma line, and are subject to administrative disposition by their units or superior authorities; constitutes an offence punishable by law.

Annex VI

Article 33 Adjustments to the specific scope of the diarrhoea line are made available to the society by the municipal administration authorities to report to the community after the consent of the city's people.

Article 31 of this approach is implemented effective 1 May 2011.
