Means of safe production in the city of Glin

(Adopted at the 54th ordinary meeting of the Government of People of Glin, 5 May 2011, No. 214 of the People's Government Order No. 214 of 9 May 2011)

Chapter I General

Article 1 provides for the further implementation of the responsibility to produce security, the establishment of a robust incentive mechanism, the full strengthening of safe production, the prevention of accidents in safe production, the security of property in the State and the people, the promotion of economic and social security, and the development of this approach, in accordance with the laws and regulations of the People's Republic of China Act on Safety Production, the Security Production Regulations of the Chilin Province, the Regulations on Security of the city of Glin.

Article 2, this approach applies to incentives and penalties for safe production within the city's administration.

Article 3. The Urban Security Production Commission established a security production award and punishment lead agency responsible for security production awards.

Article IV. Safe production incentives are consistent with the principle of mental incentives and material incentives, and punishes the principle of criticizing education and administrative corrections in order to criticize the principle of primary education.

Chapter II

Article 5. Security production incentives are divided into letters of recognition, awards, honour awards, and the payment of security production awards.

Article 6

(i) The annual archaeological examination of the district (commune) government (including the development of regional commissions), the relevant municipal authorities (including in the countryside, the provincial security monitoring sector), enterprises and individuals;

(ii) Regions (communication) with municipal governments to enter into safe production responsibilities and to complete the annual safety production target mandate (consider development committees);

(iii) Sectors with the municipal government that have signed a safe production responsibility and have completed the annual security production objective task;

(iv) Relevant sectors of the municipal government that have completed the annual security production mandate (contained in Gygi, the provincial security control sector).

Article 7

(i) The annual archaeological examination was assessed as a mark unit, and the Municipal Government awarded the Honours “Security Production Sates Units” and awarded a 150,000 award.

(ii) The annual archaeological examination was rated as an advanced unit by the Municipal Government to award Honours No. 2 for the Safe Production of advanced units, awarding 100,000 awards.

The award of 40 per cent of the total amount of awards was used to provide incentives for corporate members of the unit, with the remaining awards being used mainly for the principal heads, supervisors, security management and related staff.

Article 8. Individuals highlighted in the annual security production exercise are awarded by the Municipal Government the Honours No. 2000 for the “Security in the Production ofmarks”. For the last three years, the Honours for the Safe Production of Mandatorys were assessed as “persons for the Safety of Designation” and the award of awards and 1,500 awards was awarded and recommended that the relevant branches of the party should be given priority in the inclusion of the backup and promotional use.

A person who has been assessed as a “professional production of advanced individuals”, who, in the light of the criteria for incentives for good civil servants, are granted by the district (communes) government (including the development of regional commissions) or by advanced individual units.

Article 9 provides for safe production incentives to be included in the municipal government's financial budget arrangements.

Article 10 is in accordance with one of the following conditions, after the human resources and the social security sector performs the relevant approval process, the relevant units and their associated personnel are awarded awards and treasury in accordance with the corresponding approval authority.

(i) In emergency situations, effective measures are taken to prevent or avoid major and specially safe accidents of production, and to protect the security of State property and the people from or reduce losses;

(ii) The risk of accidents and the performance of disaster relief processes are particularly highlighted;

(iii) Access to State-level honour.

Article 11. Access to the Honours of the advanced units for safe production in the provinces (communes) (including the development of regional commissions), the relevant sectors of the municipal government (within the provinces and the provincial security monitoring sector), which are matched by the municipal government.

Chapter III Punishment

Article 12. The penalties for safe production are divided into criticisms, compressions, administrative disposal and administrative sanctions.

Article 13 Deaths of safe production (a single) breakthroughs in the district (courage) of the annual safety production control of nuclear indicators (communes) (including the development of regional commissions), the relevant government departments and the production of business enterprises, which are criticized by the Urban Security Production Commission and tasked them to write a thorough examination to the municipal authorities.

Article 14.

Article 15. Municipal businesses that do not fulfil their commitments, the Committee on Security of the city intervened by the main head or head of the enterprise and informed its superior authorities of the problems in the area of safe production.

Article 16 Staff members in sectors with the responsibility to monitor safe production include one of the following acts, granting downgrading or removing administrative dispositions; constituting offences and holding criminal responsibility under the law:

(i) Approval or acceptance of matters that are not in accordance with statutory security production conditions;

(ii) It is found that units that have not been authorized by law, who have been collected are not allowed to carry out their activities or are not subject to the law;

(iii) Non-performance of the supervisory responsibility for the authorized units that have been legally granted, and it is found that they are no longer eligible for safe production without the removal of the original approval or the discovery of a security production offence.

Article 17 states (communication) and sectors with the responsibility to monitor safe production are one of the following cases: administrative disposition by the competent and other direct responsible persons directly responsible; and criminal liability by law:

(i) Failure to coordinate, in a timely manner, the resolution of accidents due to external causes or other insecurity factors;

(ii) Failure to effectively organize rescue to increase the damage to safe production;

(iii) Exhibition of safety-producing accidents, false reports or delays;

(iv) Receive material for inspection, failure to accept standards;

(v) To request inspection, inspection units to purchase their designated security equipment, equipment or other products;

(vi) obstruction, interference in the handling or accountability of safe accidents;

(vii) Other acts of negligence, abuse of authority, favouring private fraud.

Article 18

Article 19 enterprises that have experienced major and significant accidents in the area of safe production have removed the prequalification of the annual evaluation; the municipality's government is responsible for the security regulation of the relevant districts (communes) of the responsibilities of the communes (including the development of regional commissions) or the municipality's principal heads or supervisors of the relevant sector.

Article 20 does not seriously fulfil the responsibilities of the subject matter of safe production, resulting in units and associated personnel carrying out a safe production liability, and accountability for the persons concerned in accordance with the accident investigation process.

Article 21, the body responsible for the safe production of accidents and the penalties imposed under the following provisions:

(i) In the event of a general security production accident, a fine of $100,000 to 200000;

(ii) In the event of a larger security production accident, a fine of $00 to 500000 was imposed.

The maximum penalty is imposed on the annual safety production control of the archaeological indicators or the continuing accident of the same type of security production within the same month.

In article 22, the main head of the security production accident did not carry out a safe production management function under the law, leading to a safe production accident, constituting a criminal responsibility, and had not been a crime, dispersed or fined by €0.000.

Article 23 of the State (market) is not in place for the security regulation duties of the District (with the development of regional commissions) and has regulatory responsibility for the accident of safe production, with 30 per cent of the principal holder's income for the previous year, a fine of 40 per cent of the head's income for the previous year and a fine of 50 per cent of the earnings of the directly responsible person for the previous year.

The annual security production control of the archaeological indicators was broken down by a fine of 20 per cent of the earnings of the principal head of the office and the head of the responsible person for the previous year.

Article 24, in accordance with the principle of sub- and territorial regulation, occurs in the territory of the territorial Government of the District (with the development of regional commissions) a safe production accident, with a general security production accident of 100000 fines per person beyond the safe production control of nuclear indicators; a larger security production accident with a fine of US$ 200000; a major security production accident and a fine of 1000.

Chapter IV

In Article 27, the Presidential Agency for Security Production and Punishment established by the Urban Security Production Committee is headed by the Minister for Safety and Security, which consists of the Ministry of Urbanization, the Human Resources and Social Security Bureau, the Finance Bureau, the Monitoring Service, the Safety Production Monitoring Authority.

Article 28 Governments (communes) (including the development of regional commissions) can draw on this approach to the development of a security production award and punishment.

Article 29 units make their own awards, and the incentives are developed separately by the municipality.

Article 33 This approach is explained by the Urban Security Production Commission.
