Decision of the Government of the Greater City to amend the introduction of a number of provisions of the Greater Entrepreneurship

(Adopted at the 37th ordinary meeting of the Government of the Grand MERCOSUR, held on 13 December 2010, by Decree No. 113 of 29 April 2011, by which the Government of the Grand MERCOSUR was issued effective 1 June 2011)

The Municipal Government has decided to amend the following provisions for the introduction of a number of talents in the Greater City (No. 59 of the Municipal Government Order):

Article IV amends as follows: “The introduction of talented housing by a user unit, in accordance with the relevant policy provisions of the reform of the housing system in my city and in this unit, has priority to be addressed through monetary subsidies, with conditional increases. The municipalities will create conditions for the introduction of talents to address housing issues through, inter alia, promoting public rental housing construction. Among them, the following high-level domestic and external talents were introduced outside the main city, which could benefit from a one-time subsistence allowance granted by the municipality:

“(i) A subsidy of 1 million dollars for the Chinese Academy of Sciences and the Chinese Engineering House;

“(ii) Professor of National Guantangger Plant, Senior Professor, Chinese Academy of Sciences, hundreds of planners, country-level focus disciplines, focus laboratories, engineering research centres (technical), engineering laboratory academics and technical leaders, who serve as the chief scientists of major scientific and technical projects at the national and international levels, the Chief Engineering Technical Expert and management experts for major engineering projects, representing specialists in high schools outside the country (territorial) and scientific colleges serving as teaching scholars, with a subsidy of $300,000;

“(iii) Young experts who have made a remarkable contribution by the State, who have received a prominent youth fund, who have spent hundreds of thousands of people in the new century have worked for the national sterile, two pre-national science and technology awards, prominent high schools in the country (i.e.), scientific boards serve as expert scholars equivalent to the post of Deputy Professor, national pedagogical teachers, the development of national pedagogical writers from the World Alliance, and the appointment of more than 200,000 high-level professionals in the world's 500 or 100 enterprises.

“The high-level talent for the benefits of the Antenna must enter into employment contracts with the user unit that are not less than five years, and the service is required to return home subsidies by proportion of the five years.”

Article 12 amends to read: “Removal of the restrictions on the number of persons who have been introduced. More than 15 years of general high-school graduates from the statutory retirement age, professional technical expertise with higher-level job qualifications and high-skilled talents for higher-level employment, enter into more than one year's labour contract with various units within the city's administration area and pay social insurance, may be left at the location of the user unit. Specific implementation methods are developed by the Municipal Public Security Agency with the relevant authorities.”

Article 14, paragraph 1, as paragraph 2, adds to paragraph 1: “The Government of the city adjusts subsidies, allowances and other preferential treatment for the introduction of talents in accordance with the need for the introduction of talented documents”.

This decision has been implemented effective 1 June 2011. The introduction of a number of provisions for the talent in the city of Grande Town has been re-published following the consequential changes in this decision.

Annex: Introduction of a number of provisions of the talent in the city of Grande Entrepreneurs (amended in 2011)

(Act No. 59 of 9 October 2004 of the Order of the People's Government of the Grand City; Amendments to the Decision No. 113 of 29 April 2011 of the Order of the People's Government of the Greater Municipalities to amend the provisions of the introduction of talent in the city)

Article 1, in order to promote the economic construction and social development of my city, accelerate the revitalization of the old industrial base and the construction of a “green” to attract domestic and foreign talent to work or entrepreneurship, and to develop this provision in line with the implementation of the recommendations of the Governments of the Central, Department of State on the decision to further strengthen the work of the talent (Granding No. [2004]10).

The introduction of talent referred to in Article II refers to the types of talent that have a certain knowledge or skills that are introduced outside my city to suit the economic and social development needs of my city.

Article 3. The employment of domestic and international talents, the form of participation and the manner in which the business unit was established in consultation with the unit.

In accordance with the relevant provisions, the State organ introduces a much-needed high-level managerial or technical talent, which is determined by the competent authorities, providing income portions for high-income countries, which may apply for funding for the development of municipal talents. The income earned by overseas retention students engaged in the transformation of the results of high-new technologies in my city can be seen as income from abroad. The self-exploited research material, books and books are reviewed by customs.

(ii) The national “Bangger Plan” candidate, Professor of Tertiary, Chinese Academy of Sciences, “Wacent plan”, National Priorities, Focus Laboratory, Engineering Research (Technical) Centre, Engineering Laboratory scholarly technical leaders, Principal Scientist, Chief Engineering Technical Expert and Management Expert for Major Science and Technology Projects in the country and abroad, renowned colleges outside the country (territorial) and scientific colleges, which are equivalent to the teaching scholars, representing a subsidy of $300,000;

(iii) Young experts who have made a remarkable contribution by the State, who have received the National Youth Fund, the National Scholar of hundreds of thousands of talented for the new century, two of the pre-national science and technology awards, well-known high schools outside the country (i.e., scientific boards serve as expert scholars equivalent to the post of Deputy Professor, the National Teaching Teachers, the development of national pedagogical writers from the World Alliance, and the appointment of more than 200,000 senior technical and operational talents in the world's 500 or 100 enterprises.

The high-level talent for the benefits of the Antenna must enter into employment contracts with the user unit that are not less than five years, and the service is required to return home subsidies by proportion of the five years.

Article 5 provides a monthly allowance of US$ 1,500 for two yards (including two-provincs).

Article 6 introduces scientific research topics for talents, which can apply to the City Science and Technology Agency, the Finance Bureau and prioritize the provision of scientific research. Funding may be provided through the application of technical studies and the development of funds, technics, etc., when identified by the relevant authorities of the city, for example, through the development of technical research and development finances, and for the adaptation of technology. A doctor who has obtained a doctor's degree in the city's subsidiaries, the Municipal Science and Technology Bureau, and the Finance Bureau, in accordance with their scientific research, can make appropriate funding for scientific research start-up.

All national ministries have allocated funding for scientific research projects for returning to my city, which are directly related to or have a significant impact on the economic development of my city, with the addition of project grants from the Municipal Science and Technology Agency and the Treasury.

Article 7. The introduction of a pool of talents in the form of business-based science and technology outcomes in this city has been transferred in the form of corporate implementation, and businesses should make the science and technology output a 30 per cent share of the value-added equity unit, reward the achievement of results and key participants, and provide technically less than 10 per cent of the net proceeds transferred from the transfer of less than 30 per cent of the net proceeds to the completion of the outcome; Of these, the incentives generated by the major contributors represent more than 50 per cent of the total awards.

Article 8 expedites the construction of scientific research stations after the business doctorate and attracts more domestic and foreign Drivers. Article 12 removes the restrictions on the introduction of talents. Article 14. The Government of the urban population adjusts subsidies, allowances and other preferential treatment for the introduction of talents in accordance with the need for the introduction of talents.

Regions, municipalities, zones' governments and IPs can be developed in accordance with this provision in the light of the actual practice of the region by law to introduce more favourable talents.
