Forecast-wing security management approach

Chapter I General

Article 1, in order to enhance the safety management of the ladder, prevent and reduce accidents, guarantee the lives and property security of the people, develop this approach in line with the relevant legislation.

Article 2 engages in the ladder production (including manufacture, installation, rehabilitation, maintenance, etc.), sale, use, day-to-day maintenance, testing and monitoring activities within the territorial administration.

Article 3 Governments of more people at the district level should strengthen their leadership in the management of ladder safety. More than SARS is responsible for the management of ladder safety oversight within the current administrative area. More than the people at the district level are responsible for the management of ladder safety within their respective responsibilities.

communes (communes) Governments, street offices and village (community) committees should assist in the safe supervision of special equipment in the management of ladder safety.

Article IV is the subject of the responsibility of this unit for the safe management of the ladder, and should be strengthened by law, in order to establish a system of responsibility for the sound management of security, to improve the conditions for security use and to ensure the safe use of the ladder.

Article 5

The use of advanced scientific and technological tools such as tele-monitoring is encouraged to increase the level of safety management of ITUs and to enhance accident prevention and emergency response capacity.

More than 6 SARS and other relevant administrations, the media, schools and village (community) committees (communes) should conduct outreach on ladder safety knowledge, advocate for civilization through ITU and increase public safety awareness.

Article 7. The Government of the above-mentioned population leads and supports the establishment of a regional ladder rescue network to achieve rapid professional relief.

Social groups, business units are encouraged and supported to establish compulsory emergency response assistance organizations, to participate in the ladder response and to guide the management of special equipment safety oversight.

Chapter II Production and marketing

Article 8. The ladder production unit shall be granted a licence under the law and may engage in the corresponding activities.

In accordance with the relevant national provisions, the ladder's operating personnel installed, rehabilitated, maintenance, day-to-day maintenance and operation and their associated security managers shall be able to perform the corresponding operation or management, subject to the security supervision of specialized equipment, to obtain a certificate of professional equipment operating in the national harmonized format.

Article 9. Construction works require the installation of a ladder, which should be elected to purchase the ladder created by units that acquire the licence, and the selection, configuration should be tailored to the structure of the building or the construction of the material, the use of the demand and the installation of units that are eligible for the licence.

Article 10 ITU solders should establish and implement a system of inspection tests, testified documents such as the ladder manufacture permit, the quality of products, and not sell the ladder of units that do not acquire the licence.

The ladder's sales should enter into a ladder sales contract with the construction unit or the ladder use unit to clarify the quality assurance period and the content of the services. Article 11. Construction units for gradient installation, rehabilitation and major maintenance should be installed, renovated, major repairs to be carried out prior to construction, to be informed, as required, of the security oversight management of special equipment in the area, and to the specialized equipment inspection body for the installation, adaptation, supervision of major maintenance processes; and non-delivery of use without supervision.

The construction units should comply with the safety production requirements of the construction site and implement safety protection measures on-site.

Article 12. The construction units shall transfer security technology information to the construction units or gradients within 30 days of installation, rehabilitation, completion of major maintenance works and supervision of qualified tests; and the construction units shall be transferred simultaneously to the safety technology information when transferring to the ladder.

Article 13

The firefighting agencies of the public security agencies should be screened for firefighters in accordance with national standards for construction of fire safety technologies.

Chapter III Use

Following the installation of ITU, the construction unit has not been transferred to the owner of the ladder's property, which is the ladder use unit.

The ladder managed by the activation of the business sector is entrusted with the ladder use unit.

The ladder, which is not entrusted to the business service, belongs to a single owner, is the owner of the property owner's use unit; it is a owner of multiple property rights, and it should be consulted to identify one of the owner's responsibilities for the safe use of the ladder and other owner bears a joint responsibility.

Article 16 The ladder use units should be equipped with a corresponding number of ladder safety managers, in accordance with the ladder's safety needs, for the day-to-day management of:

(i) To post security concerns, warning signs and effective safety test qualification symbols within or out of the entrance;

(ii) Maintaining an effective link between the ladder's emergency police units and the ladder's safety management body or duty-base personnel;

(iii) Regular security education and training for ITU safety managers and operators;

(iv) The establishment of a ladder security technical file, as required by national security technical norms;

(v) In the event of failures or abnormalities in the ladder, the timely notification to the day-to-day maintenance unit to remove failures or abnormalities, and the possible endangering the safety of passengers should cease immediately the operation of the ladder;

(vi) When passengers are left behind in the ladder, emergency relief should be organized in a timely manner;

(vii) To assist in the testing of ladder tests;

(viii) Other ladder security management under the legal, regulatory, or national security technical norms.

Article 17: The ladder of the hospital, which is directly used for tourists, is greater than 2.5m/s passenger ladder, and the need to use the driver's ladder in accordance with the requirements of the relevant national safety technology norms, should be operated by the ladder Drivers who are licensed by special equipment operators.

Costs such as the day-to-day maintenance of ITU, general maintenance and testing are paid by the ladder use units.

Article 20 ITU use units shall submit periodic test applications to the specialized equipment test body within 30 days of the expiration of the ladder safety test eligibility period, and pay the ladder test fee in accordance with the relevant national provisions.

The ladder use units should be adapted in a timely manner to the unqualified projects identified in the ladder's regular test and, within the time frame, the results of the change will be presented in writing to the specialized equipment test body; they should not be used without a regular test or test of the non-qualified ladder.

Article 21 ITU stops using more than one year or more for the next regular test date, and the ladder's use units should contain gradients, establish police signals, and conduct suspension procedures within 15 days to the management responsible for the safety supervision of the ITU-registered equipment.

In one of the following cases, ITU should notify the ladder's day-to-day maintenance unit of the overall inspection and maintenance of maintenance and apply for regular testing or oversight tests; and non-use of:

(i) The occurrence of natural or equipment accidents that affect the ladder's weight, balance factor, noise, speed, downgrading rates, and synthesizeable indicators;

(ii) In-house equipment safety monitoring management received more than three reports of gradient failures and affected the safe operation of the ladder by a confirmed failure;

(iii) The suspension of more than one year or more of the next periodic test date will require relaunch.

Article 23, ITU, should perform the following functions:

(i) To conduct daily inspection inspections, such as the ladder's call, aston, signals, wind, lighting, emergency alerts, safety tests, security concerns and warning signs, and to record the daily use of the ladder;

(ii) Maintain the ladder key;

(iii) Identifying that the ladder operating accident would require the cessation of the use of the ladder and should take a decision to stop the use and report immediately on the head of the ITU use unit;

(iv) Upon receipt of a failure or accident report, to reach the site within 30 minutes and to organize relief;

(v) Monitoring the installation, rehabilitation, maintenance and day-to-day maintenance of ITU, confirming the signature of the daily maintenance record of the ITU routine maintenance units.

Article 24 contains severe accidents that cannot be repaired or unsettled, maintenance values, and the owner of the ladder's property rights shall be reported in a timely manner and, within 15 days of release, the management of the security supervision of the ITU-registered equipment.

The ladder use units should take timely and effective measures to prevent gradient inputs.

Article 25 ladder uses a 15-year limit, and the ladder use units should entrust the specialized equipment test body with a technical assessment of safety, and the specialized equipment test body should provide advice on continued use, maintenance, rehabilitation or release.

Article 26 Prior to the ladder, the ladder use unit should entrust the specialized equipment test body with technical identification.

The ladder that has been reported or has been identified as non-qualified and that the maintenance is still unable to meet the requirements of the relevant national security technical norms.

In accordance with article 27, the passengers should travel to the ladder in accordance with the requirements of the ladder's safety concerns and the warning signs, and comply with the following provisions:

(i) None of the ladder of an express irregular situation;

(ii) Not to open the ladder layers through non-regular means;

(iii) No dismantlement, destruction of the ladder components and their subsidiary facilities;

(iv) No electric gradients with excess weights;

(v) No other act that endangers the safe operation of the ladder or endangers the safety of others.

Chapter IV Daily maintenance

Article 28, the day-to-day maintenance unit of the ladder shall operate in the context of the installation of a rehabilitation maintenance licence for special equipment and shall not be transferred or subcontracted to the day-to-day maintenance operation.

In this province, out-offices engaged in the day-to-day maintenance activities of the ladder should have a regular maintenance officer with a fixed office space and a corresponding number of licensed equipment operators, with the appropriate equipment, and a security monitoring management request for special equipment at the location.

Article 29: The day-to-day maintenance contract with the ladder's use unit pursuant to article 15 of this approach shall include at least the following:

(i) Daily maintenance projects, requirements and implementation standards;

(ii) The day of maintenance and frequency of time;

(iii) Lossss of maintenance and emergency relief;

(iv) The rights, obligations and responsibilities of both the vibrant units and the units.

Article 33 The ladder's day-to-day maintenance unit shall be maintained in accordance with the requirements of the relevant national safety and technical norms, and shall serve as follows:

(i) Safe education and training for routine maintenance personnel;

(ii) The development of emergency relief advances, the establishment of 24 hours of duty calls to ensure timely relief;

(iii) Posting the ladder's daily maintenance mark, indicating emergency relief calls;

(iv) Establish a daily maintenance record and a safe technical file of ITU;

(v) The ladder should conduct a safe and self-existence inspection report and work in conjunction with the application of the ladder's use units for the regular ladder test.

Article 31 ITU's daily maintenance unit should be equipped with a corresponding number of daily maintenance staff, as required by national security technical norms.

Article 32, the ladder's day-to-day maintenance unit found that gradient accidents or failures should be eliminated in a timely manner; the difficulty of eliminating them should be informed in writing of the suspension of the use of the ladder's units, and in conjunction with effective security measures by the ladder use units.

Article XIII, the day-to-day maintenance unit of the ladder found one of the ladder's use units, which should be reported to the management for the safety and security of the equipment in the district and above on time:

(i) Use of non-selective gradients without regular testing or testing;

(ii) The use of accidents, suspension and gradients;

The security oversight management of the special equipment reported should be processed in a timely manner in accordance with the relevant national provisions.

Chapter V

Article 34 ITU test Testers shall be eligible for gradient testing by the Department of State security supervision management of special equipment or by the authorized provincial government for the safety supervision of special equipment, and by the gradient inspection qualifications.

Article XV provides for gradient test applications by ITU installation, rehabilitation, major maintenance units or using units, and special equipment testing bodies should be reviewed within 2 days of receipt of the request material and be reviewed in accordance with the following provisions:

(i) Monitoring of the installation, adaptation and major maintenance processes in the ladder within 3 days;

(ii) Regular testing of the ladder within 5 days;

(iii) The applicant has a special requirement for the test date, which is based on an agreed test date.

Article 36 gradients are tested and special equipment test bodies should test qualified reports within 7 days of the date of the test of qualifications.

The ladder does not meet the requirements of the safety-technical norm, and the specialized equipment inspection body should send a notice of inspection, propose corrective requests and re-engineering deadlines, which have been unqualified for the period up to 7 days from the expiration of the recycle and report in writing to the management of special equipment safety monitoring at the location, and the specialized equipment safety monitoring management should take the necessary measures to address them in a timely manner.

Article 37 installs the ladder for use within the private home and shall not be used for the operation of sexual activity; however, the use of the ITU shall apply for testing and registration in accordance with this approach.

Chapter VI Oversight inspection

Article 40

Chapter VII Legal responsibility

In violation of article 10, paragraph 1, of the scheme, the ladder of the sale of the ladder created by the manufacturer's licence unit is responsible for the discontinuation of the sale by the management of the security supervision of the above-mentioned equipment in the counties and for fines of up to 3,000 dollars.

(iii) The ladder Emergency Police Unit has not been able to reach an effective link with the ladder's security management body or to the duty station;

(iv) Renovate within the ladder, the ladder use unit did not inform the routine maintenance units that were used to test the qualifications;

(v) The ladder has stopped using more than one year or more of the next regular test date, and the ladder's use unit has not been closed and has set a safety alert signal that will stop the use.

Article 44 ITU use units violate articles 16, 17 and 26 of this approach, which states that one of the following cases has been converted by the management responsible for the security supervision of the special equipment in the district and above, with a fine of €300,000:

(i) Failure to organize relief in a timely manner, resulting in the delayed stay of passengers below 2 hours in the ladder;

(ii) The ladder of the hospital, which is used directly for tourists, is greater than 2.5m/s passenger ladder, as well as the need to use the ladder operated by Drivers in accordance with the requirements of national security-related technical norms, without the operation of special equipment;

(iii) The failure to entrust the specialized equipment test body with the identification of safety technologies, i.e., the removal of the ladder;

(iv) The removal of the ladder that has been reported or has been certified as non-qualified and that it is still unable to meet the requirements of national security technical norms through adaptation and maintenance.

Article 42 ITU use units violate article 22 of this approach, where gradients are not tested or tested for non-qualified inputs and are converted to the time limit by the management responsible for the safety supervision of the above-mentioned equipment and are fined up to 2,000 yen.

Article 46 ladder use units violate article 25 of this approach and article 37, which states that one of the following cases has been converted by the management responsible for the security supervision of the special equipment in the district and above; and that the period of time has not been changed, with a fine of up to 2,000 yen in 2000:

(i) The ladder uses a 15-year limit and does not entrust the specialized equipment test body with a technical assessment of safety;

(ii) The installation of gradients for use within the private home for use within the household for operational sexual activity, without timely application for testing and registration.

Article 47, the day-to-day maintenance unit of the ladder violates article 28, paragraph 1, and article 33, which states that one of the following cases has been converted by the management responsibility for the security supervision of the equipment of the Principality of the District; and that the period of time has not been changed, with a fine of up to $300,000:

(i) To maintain the ladder's day-to-day maintenance of operational redirects or subcontracts;

(ii) The discovery of a ladder accident or failure, which has not been resolved in a timely manner.

Article 48 governs departments responsible for the safe supervision of special equipment, special equipment test bodies and other relevant administrative departments and their staff members in the management of ladder safety supervision, abuse of their functions, provocative fraud, by law, and criminal liability by law.

Article 49, in violation of the provisions of this approach, provides for penalties under the law, legislation and regulations.
