Article 1, in order to strengthen the protection, creativity and rational use of livestock, regulate the management of livestock and promote the development of livestock breeding industries, develop this approach in line with the National Department's Regulations on Avian Livestock Management.

Article 2 units and individuals involved in the conservation of ulticultural genetic resources in the administration of the province, new varieties and constituency in the development, operation and management of livestock production should be respected.

Article 3 The primary responsibility is:

(i) Develop and organize plans for the development of the use, improvement of livestock varieties, new varieties and constituency development, import and export;

(ii) The process of clearance, approval, receipt and issuance of licences for the production of livestock in accordance with the law;

(iii) Provide information and technical services for producers of livestock and livestock;

(iv) Organizing the training of livestock production and management to conduct national and international technical exchanges;

(v) The establishment of a data bank for livestock and natural gas resources;

(vi) Conducting administrative enforcement inspections of livestock and natural gas, which are punishable by law.

Article IV. Governments of more people at the district level should strengthen the protection of maizeive genetic resources and include provisions for the protection of productive genetic resources in the financial budget.

To encourage and support the relevant units and individuals to develop the cause of conservation of productive genetic resources in accordance with the law.

Article 5

Article 6. The provincial authorities for livestock veterinary veterinary veterans have established or identified plantations, protected areas and gene banks for productive genetic resources, in accordance with the directory of livestock genetic resources in this province.

Avian genetic resources plantations, protected areas and gene banks, which are supported by government financial funds, shall not be dealt with by themselves without the approval of the provincial authorities of the veterinary veterinary therapy.

Avian genetic pool should be collected and updated on a regular basis, in accordance with national regulations. The relevant units, individuals should cooperate in the collection of arsenal genetic material and have the right to adequate economic compensation.

Article 7

Article 8 provides for the introduction of avian genetic resource from outside of the country and for the export of a veterinary, or in cooperation with offshore agencies and individuals, to study the use of avian genetic resources that are included in national protection cards, and shall apply to provincial authorities of livestock veterinary therapy in accordance with the principle of territorial management. The applicant shall submit the following information:

(i) The Ministry of Agriculture's export and import of livestock (cultry);

(ii) Conference of project proposals or feasibility studies;

(iii) Conference of contracts or cooperation agreements;

(iv) Reproduction of licences for the production of livestock in the State Department or in provincial authorities for livestock veterinium;

The provincial authorities of the veterinary veterinary veterinary administration received a request for review within 20 working days for approval by the Department of State's administrative authorities for livestock.

Article 9. Governments at all levels should support the extension of livestock breeding and good varieties, encourage joint breeding among enterprises, institutions, scientific institutions and technical extension units, and establish a system of livestock breeding.

Article 10. Livestock and sequentials that have not been validated by the National Commission for Avian Genetic Resources, the State Department's Zioninium veterinary Administration, cannot be used.

Article 11. More than veterinary technology extension agencies at the district level should organize the registration, productive testing and measurement of livestock in accordance with the current status and industrial development characteristics of livestock crop resources.

Article 12 units and individuals engaged in the production of livestock and the production of jeans, prostitutes, should be in accordance with national conditions to obtain licences for the production of livestock.

There is no acquisition of a licence for the production of livestock and no business registration shall be registered and no activity shall be carried out for the production of livestock.

Article 13 requires units and individuals applying for the production of licences for the production of genetic material such as the chilling of livestock, creativity, eggs and eggs, in accordance with national conditions, and apply to the provincial authorities for livestock veterinary therapy. The provincial authorities should complete the review within 30 working days of the date of receipt of the request and report on the approval of the veterinary administrative authorities of the Department of State.

Article 14. Applications for licences for the production of maizeives of pastures, ancestral sites, parents' descendants and livestock veterinary veterinary administrative authorities in the district (communes, districts) and the post of approval by the provincial authorities for the approval of the certificate.

To apply for the production of other species of poultry, a certificate was submitted by the district (communication, district) administrative authorities for livestock veterinary veterinary medical authorities to the provincial authorities for livestock veterinary.

A licence for the production of eggs or changes in livestock species is granted by the authorities of the district (communes, districts) livestock veterinary, and is submitted to the municipal authorities for livestock veterinary.

Article 15. The units and individuals applying for licences for the production of livestock shall submit the following materials:

(i) A production of a licence declaration for the production of livestock;

(ii) The registration form of information on licences for the production of livestock;

(iii) Applications for reports. These include the applicant's basic situation, the organization of institutions and technical forces, the size and structure of groups, the production of technical indicators, the management system, animal protection conditions, the handling of slanders and the environment;

(iv) Conferences, speculation materials, birth and livestock production records, photocopy identification, and photocopy of livestock.

(v) Accreditation of veterinary technicians that are adapted to the scale of production.

More than 30 working days should be completed by the administrative authorities for livestock veterinary.

Article 16 permits for the production of nuclear livestock by the approving authority shall indicate the name of the manufacturer, the legal representative, the address of the unit, the date of the production of the operation (products, products, generation) and the date of the expiry of the licence period. The licence is valid for three years.

Article 17

The units and individuals that produce livestock and poultry should purchase livestock with units and individuals with a licence for the production of livestock.

In the event of a poultry of livestock, it should be accompanied by quantification certificates from district (communes, districts) animal health monitoring bodies and the production units for acultry certificate, speculation material.

Accommodation of livestock should indicate species, generation, quantity, length of time, quality productive capacities and time limits.

Article 18

Article 19, the use of beating resources and the operation of a variety of production are applicable.

Article 20 No. 7 of the Order of the People's Government of the province of 27 October 2000 was published, and the Greater Livestock Management Approach, as amended by the People's Government Order No. 14 of 25 June 2004.
