Article 1, in order to strengthen the safe management of cigarettes, to guarantee the security of State, collective property and civil property, to maintain a social public safety order and to develop this provision in the light of the provisions of the laws, regulations and regulations of the Department of State's Safety Regulations on Spyrotechnical Exposure.

Article 2 units and individuals engaged in cigarette production, operation, transport and releasing within the city's administration should comply with this provision.

The law, legislation and regulations provide otherwise, from their provisions.

Article 3 provides for implementation by the people's government at all levels of the city. The municipal security production monitoring management is the administrative authority for the safe management of cigarbs in this city, which is responsible for the safe supervision of cigarettes; the public safety management of cigarettes; and the municipal quality inspection service is responsible for the quality monitoring and import and import testing of pyrotechnical fumes.

Municipal and district, district (community) should establish a mechanism for the safe management of cigarettes, cigarettes, publicity and public utilities, in line with the division of duties.

Article IV. All levels of people's governments, street offices and community councils, villagers' councils, and institutions, groups, business units and other organizations, shall carry out advocacy activities in accordance with the law, civilization, safe smoking.

Secondary schools should educate students on safe smoking fumes.

The media, such as radio, television, and newspapers, should be educated on the safe management of cigarettes.

Article 5 provides incentives to those who report violations of the production, operation, transport of cigarbs, by city and district, district (market) government, and specifically by the municipal security production monitoring authorities.

Article 6.

Article 7. In the restricted area, the sale of cigarettes and pyrotechnics were prohibited by major celebrations, which were approved by the Government of the city, except for the period from 20 March to 15 December, and for major holidays approved by the Government.

In regions outside the city's roads, the communes, the communes (communes) can delimit areas that restrict the cigarette of cigarettes based on the need to maintain public safety and public interest.

Article 8 prohibits the sale of cigarettes in the following locations and regions:

(i) Property protection units, museums, archives;

(ii) Important military facilities;

(v) Large energy power facilities, water facilities, water, electricity, fuel, heat supply facilities and the safe conservation area of drainage facilities;

(vi) Fire stations, passenger (delivery) freight stations, airports, mobile carways for the main dry tunnels, bridges (including bridges, street bridges), transportation hubs such as tunnels, and railway line safety areas;

(vii) The location of production, sale, storage of flammable items and the surrounding distance of 100 metres;

(viii) National institutions, medical institutions, kindergartens, teaching science and research units, large cultural sports places, trade markets, business spaces, supermarkets, videos (dragged) and commercial streets;

(ix) Indoor corridors, building blocks, roofs and windows;

(x) The range of buildings at more than 10 or above 24 metres from 10 metres;

(xi) A small area managed by the material industry to declassify the area beyond the area of the releasing industry;

(xii) Urban Greenlands;

(xiii) Focus areas such as mountain forests.

Article 9. Article 11 Businesses engaged in a pyrotechnical and retail operators should be authorized by the safe production management to obtain a licence for the operation of the pyrotechnical pyrotechnic, and registered procedures in the business administration sector.

Article 12. The sale of cigarettes by a pyrotechnical enterprise shall be in accordance with the quality standards set by the State and industry, and the packaging of products shall be in compliance with the relevant national standard requirements and shall indicate the conscription of an enterprise. There are no products indicating the characteristics of the specialized business.

Article 13 pyrotechnical enterprises shall not supply the cigarette products other than the specifications and products prescribed by the pyrotechnical retailer involved in the pyrotechnical pyrotechnical pyrotechnical pyrotechnics; and the retail operators involved in the cigarette pyrotechnical (releading) licence shall make local acquisitions of pyrotechnologies for the pyrotechnical pyrotechnical (s) license.

Article 15. The establishment of a cigarette and a temporary storage bank shall be in accordance with the relevant provisions of this city, and the retail network and temporary storage yards shall not be installed in residential buildings and office buildings. The sale of the retail network and temporary storage treasury houses, with the exclusive treasury, exclusive care, isolation from fire sources, electricity sources and the necessary fire-fighting materials and the posting of visible safety alert signs. After the inspection of qualifications by the security production monitoring authorities in the areas in which they are located, they can operate and use.

Article 16 obtained a licence for the operation of the bamboo (releading) licence, which was ordered by a contract to a public security agency for the handling of a bamboo road transport licence, which could engage in a cigarb transport activity.

The vehicle for the transport of cigarettes by the retailer shall be subject to the procedures of the public security authorities for the handling of cigarette road transport. The transport of cigarette vehicles should be sent to specialized detainees and the dangerous goods mark.

Article 17 prohibits the placement of cigarettes in public transport instruments and in public places such as vehicle stations, theatres, etc.; the prohibition of mail cigarettes; and the prohibition of pyrotechnic spraying of cigarettes in shipment, bags, mails.

Article 18 pyrotechnical businesses and retail operators should comply with safety management provisions, place a noticeable place of operating permits in the sale area and sell cigarettes in accordance with the scope of licences, time and place under the licence.

After the expiry of the time period of operation of the pyrotechnical retailer, the sale should be stopped and, within 10 days, the remaining pyrotechnologies were sent to the original shipment unit to be centralized and signed.

Article 19 imposes a fine of up to 20,000 yen without the licence to produce, operate cigarbs, and is charged by the security production supervision management to stop illicit production, operation activities, and forfeiture the proceeds of illicit production, operation and violation.

Article 20 provides for firewood and other large-scale fire releasing activities without the licence, or even night fires, as well as other large-scale fire fire recycling units and operators in violation of fire safety protocols, fuel operations programmes and fuel releasing operations, with the responsibility of the public security authorities to stop the releasing and impose a fine of more than 50 million dollars for the responsible units.

Article 21 imposes a fine of up to 100 million yen, which constitutes a violation of the management of the law and imposes penalties on the security of the cigarette in a manner that endangers public safety and physical, property security.

Article 22

The operators involved in the sale of illegal production, cigarettes operating, or the sale of cigarettes that are not in keeping with the specifications and species set by the present city, which is responsible for the cessation of the offence by the security production supervision management, paying more than 5,000 yen and confiscate the proceeds of illegal operations and the proceeds of the violation; and, in the event of serious circumstances, releasing the licences for the operation of the cigarb.

Article 23 imposes a fine of up to 50,000 dollars without the licence to transport cigarettes through the road, and the proceeds of illegal transport are confiscated by public security authorities.

Article 24 Transport of pyrethroids through roads, consists of one of the following acts, which are being reorganized by public security authorities and a fine of more than 200 dollars.

(i) Violations of transport licence matters;

(ii) No vehicle carrying the cigarette road transport licence;

(iii) Transport vehicles do not fly or install warning signs of hazardous items that meet national standards;

(iv) The pyrotechnical load of cigarettes does not meet national standards and norms;

(v) Carers containing cigarettes;

(vi) Removal of vehicles exceeding hazardous items;

(vii) There is no exclusive watch in transport vehicles;

(viii) Other acts prescribed by law, regulations.

Article 25 combines a public traffic tool with cigarettes, or mails and pyrotechnics for shipment, bags, mails containing cigarettes, with the confiscation by public security authorities of the unlawful carrying, mailing, loading of cigarettes, which can be fined up to $200,000.

Article 26 Administrative law enforcement officials should strictly implement this provision by giving administrative disposal to abuse of their functions, toys, to take advantage of private fraud in the context of the safe supervision of cigarettes; and by law, criminal responsibility.

Article 27 The former Shenung-y town's cigarette security regulation (No.
