Means of science and technology incentives in the city of Huntland

(Adopted at the 37th ordinary meeting of the People's Government of the city of Hitil on 27 July 2011, No. 3 of 9 August 2011 and No. 3 of the People's Government Order No.

Chapter I General

In order to encourage scientific and technological innovation and to stimulate the creativity of a wide range of science and technology workers, the implementation of the Cyber and talented urban strategy to promote innovative urban construction, and the development of this approach in line with the provisions of the national, self-government and scientific incentives.

Article 2 Science and technology incentives should be guided by the “One innovation, focus cross-cutting, development-led, and future” approach, encouraging original innovation, creativity and the introduction of stereotyped innovation, promoting the transformation and industrialization of scientific and technological outcomes and promoting scientific and technological progress.

Article 3. The Government of the commune set up a “call and city science and technology awards” to encourage citizens, organizations that make a prominent contribution to science and technology, economic and social development throughout the city.

The Municipal Science and Technology Award is based on a special prize for the Mayor of the municipality, a prize for scientific and technical progress. In accordance with the needs of scientific and technological development, an additional science and technology award could be approved by the Government of the city.

The special prize of the Mayor of the Collare City, which is at no level, has been rewarded every two years and the award is not more than two (a vacancy). The introduction of talent science and technology contributions awards has been made every two years and the award is not more than five (should be vacant). The Science and Technology Progress Award is divided into one such award, two awards, three awards and three awards each year, with a total of 60 awards per award.

Article 6

Article 7. Article 8. The results and contributions of candidates are not sufficient to reflect the special awards of Mayors in the Chua and the introduction of talent science and technology contributions awards, which may be vacant during the evaluation year.

Article 9. The Science and Technology Progress Prize awards citizens, organizations that have made a prominent contribution in the application of basic research, science and technology innovation, the transformation of scientific and technological outcomes, the industrialization of new technologies, socio-public science and technology and other scientific and technological work across the city:

(iv) In the implementation of major engineering projects, advanced science and technology applications are being used to promote technological innovation and to guarantee that the works reach advanced levels in the country. The major engineering project means the inclusion of major integrated basic construction works and scientific and technological works at the level above.

Article 10: The project to declare a science and technology progress award should be one of the following conditions:

(i) An important contribution in the design of the overall technical programme for the project;

(ii) Important technological innovations in key technologies and indisputable solutions;

(iii) To make creative contributions in the transformation and diffusion of scientific and technological results;

(iv) An important contribution to the industrialization of high-new technologies.

Only staff working in the management and support of administrative organizations in science and technology activities shall not be candidates for the municipal science and technology awards.

Article 11. The candidate project completion unit of the Science and Technology Progress Award should be the provision of technical, equipment and personnel in the development, development, production and diffusion of projects, and the completion of the project.

Article 12

(i) Science and technology development, application of extension projects

Chapter III Evaluation bodies and responsibilities

Article 13 sets up municipal science and technology incentives committees for the people of the city. The Commission was composed of 11-15 members, one of whom was a member of the Director, 1-2 members of the Deputy Director, one of the Secretary-General and one Under-Secretary-General. Members of the Committee are composed of experts, scholars and relevant executive heads in the areas of science and technology, education, economic, health. Article XIV rewards the Commission to establish a number of professional evaluation committees in accordance with the needs of the evaluation during the year. One member of the Director of the Professional Evaluation Commission, one member of the Deputy Director and a number of members. The members were appointed for a term of two years.

The main functions of the professional evaluation committees are:

(i) To evaluate the municipal science and technology awards within the scope of the present expertise;

(ii) To report to the Committee on the evaluation findings;

(iv) Make recommendations for the improvement of municipal science and technology incentives.

Article 15. The members of the professional evaluation committee shall have the following conditions:

(i) Abstron, familiar with developments in science and technology development in the field, with rich expertise and experience in practice, with a more integrated judgement capacity and high-technical term;

(ii) A high level of policy and good professional ethics;

(iii) Work on scientific research, technology development;

(iv) Physical health, with a general age not exceeding 65 years.

Article 16 The persons involved in the evaluation of municipal science and technology awards should be kept in strict confidentiality, such as evaluation and the technical content of the project, in close contact with candidates or project holders and should be avoided.

Chapter IV

Article 17 declares the city's science and technology awards, which are submitted by the declaringor or organization and, with the consent of the unit, are generally subject to administrative reporting.

The central and autonomous regional presences can be recommended directly to the municipal science and technology administration authorities; units within the city that do not have the authority, individuals may be recommended by the host Government or by the scientific and technical administration authorities; and non-market units that make a significant contribution to science and technology in the city directly to the municipal science and technology administration authorities.

The candidates and projects for the declaration of municipal science and technology awards should be recommended in accordance with the relevant scientific and technical experts' evaluation of their scientific and technical outcomes.

In one of the following cases, no municipal science and technology awards may be declared:

(i) There are controversy with respect to intellectual property and related completion units, completion of personnel and have not been resolved;

(ii) Individuals or projects that have received scientific and technical awards at the national or autonomous district level and other municipal science and technology awards;

(iii) In accordance with the relevant laws, regulations stipulate that no administrative authority has been granted and licensed and is directly concerned with physical and social security, public interest projects such as flour and fauna new varieties, food, medical equipment, genetic engineering technology and products.

Article 20 Candidates, candidate units that have not been awarded, may be re-produced in accordance with the required procedures if their completed projects or new substantive progress has been made in subsequent research development activities.

Article 21 declares the municipal science and technology awards as follows:

(i) The Social Mayor's special prize and the introduction of talent science and technology contributions awards:

Recommendation of the declaration; 2. Overview of the achievements of the author; 3. Effectiveness certificates;4. Scientific research achievements proved to be such.

(ii) Science and technology progress awards:

Recommendations of declarations; 2. Technical work summary; 3. test studies;4. extension of application certificates or economic (social) effectiveness certificates;5 scientific and technological results validation certificates or other scientific and technological evaluation certificates.

Article 22 declares citizens, organizations of the municipal science and technology awards and shall pay an assessment fee in accordance with the relevant provisions.

Chapter V Evaluation process

Article 23. The recommended unit shall submit to the municipal science and technology administrative authorities, within the prescribed time, the declaration of the recommended material. The municipal science and technology incentive agencies are responsible for the review of the declared recommended materials. In the event of non-conventional material, it may be requested that the proposed unit be added within the prescribed time period, that the delay is or is still not in accordance with the provision, that the evaluation is not submitted and that the declaration of the recommended material be returned.

Article twenty-fourth review is qualified and is submitted by scientific and technical incentives to the relevant expert evaluation committees. The expert evaluation committees report the evaluation findings to the incentive committees.

Article 25 In the evaluation of the municipal science and technology awards, the Committee and the expert evaluation committees were given the following provisions:

(i) To encourage the Commission's review meetings and the expert evaluation board to be attended by more than two thirds (two thirds) members, which may be held;

(ii) A vote taken by secret ballot. The result of the voting should be effective with the consent of one of the members of the whole, not one of them.

Article 26 rewards the Committee for the end-of-trial work of the special prize of the Mayor of the Chua, the introduction of talent science and technology contributions and the Science and Technology Progress Award. Chapter VI

The evaluation of municipal science and technology awards is subject to social scrutiny and the application of a system of opposition.

Any unit or individual has contested the candidate for the municipal science and technology award, the candidate's candidate and its project, which shall be submitted to the municipal scientific and technical incentive institutions within 30 days of the date of the evaluation, which is late and unwarranted.

Article 28 units or individuals who object to an objection shall provide written form of objecting material, as well as the necessary proof material. Individual objections should be signed in the form of authentic names and contact on the objecting material; the unit's objections should be added to the chapter of the unit.

Article 29 distinguishes between substantive and non-substantive objections. The recommended unit did not provide an investigation, verification report and the processing of views within the time frame, and the candidate or candidate project was not submitted for evaluation.

Chapter VII awards

Article 32 of the municipal science and technology administration has been reviewed by awards, projects and ranking resolutions of the Commission, which are approved by the Government of the city.

Chapter VIII Disciplinary and responsibility

Chapter IX

Article 338 is implemented effective 1 October 2011. On 24 September 2003, the Award for Science and Technology Progress in the Metropolitan City, which came into force on 1 November 2003, was repealed at the same time as the People's Government Order No. 31.
