Amendments to the management of important commodity reserves in the North Province of the River

(Adopted at the 95th ordinary meeting of the People's Government of Northern Province on 9 October 2011 by Decree No. [2011] No. 10 of the Northern Province of the River 20 October 2011)

In the second paragraph, “people”.

Article 6 amends as follows: “In the case of key commodities included in the provincial reserve plan, specific oversight management is carried out by commodity authorities, such as the provincial food administration, the provincial commercial administration and the provincial feeding agency (hereinafter referred to as the competent authority).

Article 7 amends as follows: “The competent authorities shall organize acquisitions, transfer of important commodities for provincial reserves in accordance with the reserve plan, and will conduct the identification of credited commodities with the provincial development and reform sectors, the provincial financial sector.”

Article 8, paragraph 1, was amended to read: “The use of important commodities in provincial reserves should be made by provincial development and reform departments, provincial fiscal departments and authorities to make proposals for the use of the authorities, following the approval of the Government of the Provincial People.

The change in the “generational sector” in Article 9.

Article 10 amends as follows: “The competent authority shall organize the rotation of the reserve commodities at the appropriate time, in accordance with the characteristics of the important commodities of the provincial reserve, in accordance with the characteristics of important commodities.”

Article 11 amends as follows: “The competent authorities may direct the host enterprise to make new and use of the reserve commodities for swing operations, subject to the same number of approved commodities guaranteeing provincial reserves. However, when food and food oil are used for swing operations, it must be approved by the provincial development and reform sector, the provincial financial sector.”

The change in the escrow sector for escrowded commodities in Article 12 is “an important commodities for the storage enterprise for provincial reserves”.
