Decision of the Government of the People of the River Southern Province to modify the Responsible for Fire Safety in Southern Province

The Government of the people of the Southern Province has decided to amend the Responsible Fire Safety in Southern Province as follows:

In order to amend article IV as follows: “The Government of the people at the district level is responsible for fire safety in the current administrative area and performs the following fire safety responsibilities:

(i) Establish fire safety committees, hold regular joint meetings of member units to study and coordinate the resolution of major fire safety issues;

(ii) Integrate fire planning into urban and rural planning and organize implementation;

(iii) Strengthening public firefighting facilities to improve safety conditions in rural and urban areas;

(iv) Integrate fire operations requirements into the current financial budget and, in accordance with fire safety development, additional inputs are required to address, in accordance with the principles of expediency, delineation of property, the provision for emergency relief equipment and team sites, facilities-building for public safety fire brigades;

(v) Regular fire safety inspections in the relevant sectors, based on local fire situations and characteristics, and to promote the rehabilitation of fire spoilers;

(vi) Establish mechanisms for the social cohesion of emergency response assistance and organize emergency relief efforts to command major disaster accidents;

(vii) The establishment of a system for the sound handling of major fire extortion cases, the timely publication of the concealment of major fires to society, the imposition of walls for major fires that are more difficult and seriously affecting public security in the present administrative region, and the promotion of the relocation of units;

(viii) To monitor the performance of fire safety responsibilities by the relevant departments and the lower-level people's governments;

In addition, article 5 reads as follows: “The people of town and the street offices should perform the following fire safety responsibilities:

(i) Establish a sound firefighting system to identify fire safety managers and implement fire safety measures;

(ii) The introduction of a model of management of grass-roots fire safety nets within the jurisdiction area, with clear liability for fire safety and regulatory measures in place;

(iii) Organizing fire awareness-raising activities to establish fire safety promotion centres and fire safety symbols in intensive locations;

(iv) Organizing specialized mediation and fire safety inspections for fire safety, in accordance with the deployment of the superior people's Government and the relevant sectors, and to promote the elimination of fire spoilers;

(v) regularly check the mass firefighting efforts of the Village (HL);

(vi) The establishment of a dedicated (a) fire brigade or a voluntary firefighting team, based on the needs of local economic development and firefighting, to assume the early fire-saving work and to assist the public security agencies in their efforts to rescue fires, on-site protection, fire investigation etc..”

Replace article 5 with article 6 with the following: “The supervision of firefighting operations in this administrative area by the public security agencies above the district level is governed by the following fire safety responsibilities:

(i) Conduct fire inspection under the law;

(ii) Public fire technology standards, in accordance with the provisions of public law enforcement, authority, procedures and deadlines;

(iii) Re-engineering and fire-recovery for large-scale and other special construction works mandated by the State Department of Public Security; screening of other construction works in the vetting case; and inspection of the use of public assembly sites and the safety of fire safety prior to business;

(iv) To investigate, in accordance with the law, fire safety violations, to promote the rehabilitation of fires, to report on a timely basis and to report on the concealment of major fires;

(v) Develop and carry out pre-emptions for fire relief;

(vi) The commission of fire strikes and the investigation of fire accidents by law;

(vii) Undertake major disaster accidents and other emergency relief efforts to take over the lives of people;

(viii) Operational guidance for dedicated fire brigades, voluntary fire brigades;

(ix) Other duties under the law, regulations.”

In addition to article 7: “The Public Security Officers should perform the following fire safety responsibilities:

(i) Conduct fire safety awareness education, promote and direct the implementation of fire safety measures by the relevant units such as the Civil Council of the Village (HLN), the Property and Industry;

(ii) Conduct daily fire safety inspections that address fire safety violations in accordance with the relevant provisions of States and provinces;

(iii) Assistance to firefighting agencies of the public security agencies in carrying out fire, emergency relief and accident investigations;

(iv) Other responsibilities under the law, regulations.”

V. Reclassification of Article 6 to Article 8, paragraph 4, as follows: “The construction sector shall carry out fire-recovery clearances under the law by a public security agency, shall not grant construction permits, construction units, construction units, construction units shall not be constructed, and other construction works shall be inspected by law and shall cease construction”.

In order to prevent fire and reduce fire hazards, the responsibility for fire safety is clear, and this approach is developed in accordance with the People's Republic of China Fire Act and the River Southern Province Fire Regulations.

Article II, the organs, groups, business units (hereinafter referred to as units) and village (resident) committees in the administration of the province, must be responsible for fire safety in accordance with fire law, regulations and this approach.

Article III is the statutory representative of all levels of the people's Government and its executive branch and units, or the main head of the responsibility for the safety of fire safety in this administrative area, in this sector or in this unit; the responsibility for fire safety at all levels of the people's Government and its executive branch and heads for the management of fire safety; and the responsibility for fire safety in the unit's fire safety responsibilities.

Article 4

Article 5

Article 7. Public security officers should perform the following fire safety responsibilities:

(i) Conduct fire safety awareness education, promote and direct the implementation of fire safety measures by the relevant units such as the Civil Council of the Village (HLN), the Property and Industry;

(ii) Conduct daily fire safety inspections that address fire safety violations in accordance with the relevant provisions of States and provinces;

(iii) Assistance to firefighting agencies of the public security agencies in carrying out fire, emergency relief and accident investigations;

(iv) Other responsibilities under laws, regulations.

Article 8. Fire safety committees and member units, as well as government administrations, should be properly staffed in accordance with their respective responsibilities.

In preparing national economic and social development plans and financial budgets, the development reform sector and the fiscal sector should pay attention to fire-fighting facilities, which fall within the scope of fixed-term asset investment, should be included in local fixed-term asset investment plans and ensure that firefighting funds are fully allocated.

The planning sector should incorporate fire-recovery planning into the overall planning of urban and rural-urban construction, and ensure that firefighting facilities are synchronized with other rural and urban infrastructures, synchronized construction and synchronization.

Article 9.
