In order to maintain the rule of law, better follow-up to the implementation of the National Land-Based and Reimbursement Regulations was carried out, in accordance with the unified deployment of the Department of State and the provincial people's Government, the Provincial Rule of Law Office, the Housing and Urban Development Office, the Office of the Homeland Resources Office, and the relevant departments, with specific clean-up of the existing effective regulations and normative documents for the removal of land by the Provincial Government as at 30 June 2011. Based on the results of the clean-up, the Government of the province decided:

Abolition of two regulations

(i) The provision on “Agriculture transfer” for the construction of a collective farming land in the State of Yunnan (published in document No. [1991]111 of 22 June 1991)

(ii) “Removal of homes in the city of Yunnan province” (No. 109 of the People's Government Order No. 109 of 26 April 2002)

Amendments to three regulations

(i) In article 11, paragraph 2, of the “Provisional use of land in urban planning areas, subject to the provisions of the Urban Planning Regulation of the Province of Yunnan, for temporary construction permits” to the urban planning authorities in accordance with the relevant provisions of the Plan of Urban Planning Regulations in the province of Yangan province, the provisional construction permit shall be amended to read: “The temporary use of land in urban planning areas shall be authorized by the urban and rural planning authorities in accordance with the provisions of Article 14.

(ii) Amendments to Article 11 of the “Guidelines for the Approval of Land Management in the Province of Yunnan” (publication No. 43 of the People's Government Order No. 43 of 31 March 1997) to read as follows: “The procedures for approval under the Land Management Act, regulations and regulations in accordance with the provisions of the Land Management Act, and amend Article 14, paragraph 1, to read as follows: “Reducted, used, occupied forested land, shall be paid to the forest owner for the benefit of the forest and shall be paid in accordance with Article 14.

(iii) Amendments to the “Final demolition” in Article 4, paragraph (d), of the “Reduction of homes” in the Urban Construction Monitoring of the Province of Yunnan” (published by the People's Government Order No. 65 of 20 July 1998);

Abolition of one normative document

Modalities for the relocation of homes in the city of Yunnan province (issued as document No. [2003]164 of 14 November 2003)
