Modalities for the implementation of the Public Institutions Regulations in the Nigang Self-Government Zone

(The 31st ordinary meeting of the People's Government of the Nangurang Self-Autonomous Region of 21 February 2012 considered the adoption of the Decree No. 176 of 23 February 2012 of the People's Government Order No. 176 of 23 February 2012.

Article 1, in order to promote the energy resources of public institutions and to fully play the role of public institutions in the full range of social energy resources, sets this approach in line with the State Department's Public Institutions Regulations and relevant laws, regulations and regulations.

Article 2 refers to public bodies, which are all or partially used in financial resources, and social groups.

Article 3 provides for the functioning of public institutions at all levels of the administrative region of the self-government.

Article IV. Governments of more people at the district level should strengthen the leadership of public institutions, establish a coordination mechanism for the management of the work of sound public institutions, incorporate the requirements of public institutions in the current financial budget, and allocate a proportion of funds to public institutions in the context of earmarked funds for mitigation.

Article 5 Institutions working in the management organs (hereinafter referred to as the executive body) are responsible for the supervision of the management of this public body under sectoral guidance that can be done in the management sections of the Government.

The executive authorities, such as education, science and technology, culture, health and sports, are guided by the management bodies of the executive branch at this level to carry out the work of public institutions within the system.

The above-mentioned authorities in the counties (markets) should organize public agency festivals to promote, educate and educate, achieve scientific knowledge and promote the organization of a wide range of energy constraints each year and raise awareness among public agency staff.

The dissemination of the media should enhance public institutions' festivals and play a role in leading and monitoring opinion.

Article 7. The Government of the above-mentioned people at the district level, the Government of the High-level People and the Government of the lower-level people, shall enter into an annual public body for the management of responsibility; the letter of responsibility should include the objectives of public institutions and the specific measures that can be taken.

Article 8. The heads of public institutions are fully responsible for the functioning of this unit; the completion of the objective should serve as an evaluation of public institutions and their heads.

Public institutions should identify the facilitators. The incumbents are responsible for collecting, collating, communicating energy-efficient information, providing ideas and proposals for improving the functioning of this unit and submitting energy consumption analyses to the management bodies of this body on time.

Article 9. Public institutions should implement energy consumption subsectors, classifications, sub-projects, such as real recording of raw data for energy consumption, establishment of statistical desks and timely ownership of the use of energy.

The management bodies of the above-mentioned bodies should publish the annual energy consumption information of the public body at this level and submit annual energy consumption reports to the governing bodies at the highest level.

The self-government agencies have established a platform for the management of information on energy consumption across local public institutions, with regular statistical analysis of the energy consumption of public institutions throughout the region.

Article 11. Public institutions should develop annual energy consumption targets in the light of the characteristics of this unit and the performance of the previous year, and be sent to the governing bodies of this body by 31 March.

The above-mentioned authorities should review with the relevant authorities the establishment of the annual energy consumption of public institutions, and the financial sector develops energy consumption expenditure standards based on energy consumption.

Public institutions should use energy in the context of energy consumption and enhance energy consumption expenditure management; energy consumption over energy consumption should be explained to the governing bodies of this body.

Article 12 Public institutions should integrate and optimize resources such as office accommodation, office facilities and equipment, establish a sound e-government and paperless office system, control the number and size of meetings and reduce the conference time, using systems such as videoconferences, web videoconferences, and reduce energy consumption.

There is a need to renovate buildings for centralized public institutions, and the installation of heat system management devices, heat measurement devices, indoor temperature management devices and electro-based measurement devices.

Article 14. New construction and renovation of existing buildings by public institutions should be strictly implemented in accordance with national regulations and standards relating to the design, construction, probation, completion inspection, etc., giving priority to the use of new materials, new technologies, equipment, new processes, the installation and use of renewable energy use systems such as solar and geothermal.

In addition to the energy efficiency measures set out in the State Department's Public Institutions Regulations, public institutions may also take measures such as electricity and the extension of the application of the imaginative power management devices in a subregion.

Indoor air conditioning temperatures should be subject to the provisions of the relevant sections of the national and autonomous areas.

Article 16 shall take the following measures to enhance the management of vehicle festivals:

(i) Strict implementation of the management system for the development of public service vehicles to control the number of vehicles;

(ii) To be equipped with public service vehicles according to standards, to select vehicles with low-energy, low-polluted and clean energy for rigorous implementation of the vehicle reporting system;

(iii) The development of public service vehicles that can lead to fuel regulation and the consumption of single trucks, the establishment of a public service vehicle fuel consumption and the regular publication of a single vehicle transport and fuel consumption system, and the introduction of a fuel incentive system;

(iv) The use of public service vehicles for the purposes specified;

(v) To promote the reform of the public service vehicle use system and encourage staff to use public transport tools and non-motive transport tools.

Article 17 public institutions may entrust the services to carry out festivals that can diagnose, design, finance, rehabilitation and operation management, and to conclude matters relating to the commissioning of contracts with clear rights obligations and responsibilities.

The public agencies will pay the proceeds to the expenses of the energy-efficient services in proportion to contractual requirements, which are reflected in the public funds of the unit.

The cost of savings in public institutions can be absorbed by a proportion of incentives.

More than 18 districts (markets) management bodies should monitor inspection activities in conjunction with the relevant authorities and conduct specific oversight inspections in accordance with actual circumstances; and focus inspections should be carried out with regard to public institutions that are not sound in the energy consumption system and which are more than the energy consumption situation. The inspection found issues of energy waste and should be redrafted and public institutions should be implemented in a timely manner.

Article 19

(i) The absence of the identification of a liaison officer;

(ii) No report on the analysis of energy consumption as prescribed;

(iii) Failure to integrate and optimize office buildings, facilities and equipment, as prescribed, resulting in waste of energy;

(iv) The use of official vehicles for the purposes specified;

(v) No regular publication of the performance of the life and fuel consumption of single vehicles;

(vi) There is no effective implementation of the section to be restructured;

(vii) Other acts under this approach.

Article 20 staff members of the organ's management body are able to monitor the abuse of authority, toys negligence, to favour private fraud by law, and to hold criminal responsibility in accordance with the law.

Article 21, in violation of other acts under this approach, should assume legal responsibility and be implemented in accordance with the provisions of the State Department's Public Institutions Regulations and relevant laws, regulations and regulations.
