Safe and energy-efficient management approaches in Western Asia

(Adopted at the 168th ordinary meeting of the People's Government of Western Annai on 12 December 2011, No. 94 of the Decree No. 94 of 26 December 2011, published as from 1 February 2012.

Chapter I General

Article 1 provides for the development of this approach in line with the laws and regulations of the People's Republic of China Act on Quality of Products, the Monitoring of the Special Equipment, and the Safety Monitoring of Special Equipment in the Province of Western Province.

Article 2

The safety management and testing of the ladder installed in the household of the population are not applicable.

Article 3. The safe supervision of special equipment in the city, district, district and development areas is the management of the ladder's safety and energy efficiency.

The management sector, such as security production, planning, construction, housing, business, prices, firefighting, should oversee management in line with their respective responsibilities.

Article IV, the People's Government and the various development committees should strengthen their leadership in the management of ladder safety and energy efficiency, to promote, support the relevant authorities of the Government in the implementation of the ladder safety and energy management responsibilities in accordance with the law, to coordinate and address critical issues arising from the safe and energy management of ITU.

The street offices and the town's people's Government should cooperate and assist the relevant sectors in the management of ladder security and festivals.

Article 5 Production, use, maintenance and maintenance units in the ladder should strengthen the ladder security management, establish a sound cradle security and energy efficiency management system, and guarantee the safe operation of the ladder, whose main heads are fully responsible for the safety and security of the ladder.

Public safety awareness and self-protection capacities should be promoted, among others, by schools, the media, social groups, mass organizations, ladder use management units.

Article 7 encourages the introduction of advanced technologies to enhance the safety and management levels of ITU. Research, development and diffusion are encouraged to promote technological innovation and applications in ITU. Emphasis was encouraged on the introduction of the ladder safety accident liability insurance system.

Article 8. Any unit and individual have the right to report to the ladder safety and energy management violations affecting the safety and efficiency of the ladder.

Chapter II Production and marketing

Article 9. The ladder production units shall be granted by law and shall engage in related activities within the limits of the licence.

The operators involved in the installation, rehabilitation and maintenance of the ladder should obtain the corresponding qualifications certificate in accordance with the law.

Contrarying, transforming, borrowing, renting or transfer of licences, operational qualifications are prohibited.

Article 10. The quality of ITU, including the entire machine and components, should be in line with national mandatory standards and safety technical norms.

The ladder manufacturing unit should be responsible for the quality of the ladder and the quality of the safety operation, and the ladder should be accompanied by the safe technical norm-setting documents and the supply of the ladder.

Relevant documents prohibiting the falsification, modification, borrowing, rent or transfer of inspection reports or other safety technology normative requirements are prohibited.

Article 11. The ladder sales unit should establish an ladder inspection system and a sales desk to be responsible for the legitimacy of the marketing ladder. The sale of non-designated documents, installation and use of maintenance statements, quality certificates of products and monitoring tests or phase-outs, distributors is prohibited.

Article 12. The installation, rehabilitation and maintenance of the ladder shall be carried out by the units of the original manufacturer or its commissioning, consented and authorized by the law. The ladder's installation, rehabilitation, maintenance units should be responsible for the quality of installation, rehabilitation and post-harvest and the quality of safety operations.

In the case of ladder transformation, maintenance, the original manufacturing units have been cancelled or renovated, the maintenance units are not able to obtain the authorization and consent of the original manufacturing units, and the ladder use management units should be entrusted with the rehabilitation and maintenance of units that are not less than the qualifications of the original manufacturing units. The construction units should communicate the proposed ladder installation, rehabilitation, maintenance, in writing, to the municipal ladder's safety and energy management and inform the latter about construction. The construction unit shall not subcontract or reproduce the operation.

The construction unit should arrange for the personnel of the Unit to obtain the corresponding qualifications certificate to perform the ladder installation, rehabilitation, maintenance operations. The work of the construction personnel shall be subject to a certificate of work by chapter.

The spare parts used for gradient adaptation, maintenance should have a product quality certificate that would require a sterile test, in accordance with the safety-technical regulatory requirements, and should have qualified pilot and energy efficiency test reports.

Article 14. The installation, rehabilitation and maintenance of the ladder shall be carried out by the ladder manufacturing unit or by the construction units provided for in article 12, paragraph 2, of this approach, and shall be conducted in accordance with the safety-technical norms and be responsible for the results of school tests and tests.

The installation, rehabilitation and major maintenance processes of ITU should be monitored by the ITU test body in accordance with the requirements for safety technical norms; without monitoring tests or oversight tests, they are not eligible and cannot be delivered.

The manufacturer or construction units should provide maintenance services that are not less than one year for the supervisory tests.

Chapter III Establishment and use

Article 15. The ladder should implement the relevant provisions and standards of the State, the province, the city, ensure that the ladder selection, configuration and stand-alone power requirements are adapted to the building structure, the use of the demand and that the functions of first aid, fire firefighting, accessibility and accessibility should be integrated into consideration.

Article 16 sets such as the number of ladder, the size of the ladder and the location of the office are not in accordance with the relevant provisions and standards of the State, the planning sector shall not issue construction planning licences and the construction map review body shall not conduct the construction map design review process.

Article 19

(i) The establishment of a ladder security management system and a complete ladder safety technical file;

(ii) The creation of a ladder security management body or a dedicated ITU safety manager;

(iii) An effective safety test mark, security attention matters, warning notes and warning signs, name of the management unit, emergency relief telephone calls, names of maintenance units and contact calls for prominent hydro;

(iv) Maintain an effective link between the ladder emergency police units and the use of the management units' safety management authority or the dutyb;

(v) The failure of the ladder or the occurrence of an unusual situation should be examined comprehensively, and the elimination of the spoilers of the accident could be redirected;

(vi) Develop ad hoc pre-emptions to respond to ladder accidents, with no less than one year of emergency response;

(vii) In cases where gradient passengers are trapped, measures should be taken promptly to organize relief and to reassur the population;

(viii) Oversight and collaboration with ITU in the installation, rehabilitation, maintenance and maintenance of maintenance;

(ix) ITU safety education and training for electrical safety managers, operators;

(x) The timely adoption of new safety and energy-efficient technologies, as required by the safety-technical norms, to make necessary improvements or updating in ITU, and to increase the level of security and energy availability in ITU;

(xi) Other responsibilities under law, regulations.

Article 20 should be tested on a regular basis and the periodic test cycle is one year. The ladder use management unit should present a regular test requirement to the ladder inspection body for the previous month of the ladder safety test.

No continued use is possible without regular testing or testing of non-qualified cranes.

Article 21, when ITU suspends the use of more than one year or more times a fixed-term test date, the ITU use management units should be taken to the original registration sector to proceed with the suspension.

Prior to the reactivation of the ladder, the ladder's use management units should be able to process the start-up procedures in the registered sector, apply for testing and testing of the use of qualified parties.

In one of the following cases, ITU use management units should be entrusted with the full inspection and maintenance of a qualified unit and, after ITU test of qualifications, can be used:

(i) Natural disasters that may affect their safe and technical ability;

(ii) Security accidents;

(iii) The high rate of gradient failure and the fact that more than three complaints were reported in a test cycle;

(iv) Other circumstances that may affect the technical capacity of the ladder.

Twenty-third gradients exceeding the standard area, the ladder used by hospitals for patients, the passenger ladder directly for tourists and higher than 2.5 m/ seconds, and other gradients requiring the operation of Drivers, should be operated by the ladder Drivers who obtained the qualifications of the corresponding special operating personnel.

Article 24

(i) To conduct daily inspections to ensure that gradient warning signs, security concerns are clear, that emergency police units are effectively accessible and that the daily use of ITU is documented;

(ii) Develop and implement the ladder's regular testing plan;

(iii) Oversight of the installation, rehabilitation, maintenance and maintenance of the ladder, and confirmation of the signing of the vivid records of the units;

(iv) The right to decide on the suspension of use and to report immediately on the measures taken by the head of the unit;

(v) In the event of sudden-onset events affecting the operation of the ladder, such as fires, earthquakes, rapid measures should be taken to stop the operation of the ladder;

(vi) Upon receipt of a failure to report a police station, immediate departure from the site and organization of rescue.

Article 25

(i) In violation of the ladder's safety use alerts;

(ii) The ladder of an express irregular situation;

(iii) The introduction of non-safety means to open the ladder and the door;

(iv) To dismantle, destroy the ladder's safety alert markings, secure testing of qualified markings, poster devices and safe control of the ladder components;

(v) The ladder of excess weights;

(vi) Other acts that endanger the safe operation of ITU or the safety of others.

Article 26 uses residential gradients for the delivery of construction materials, construction garbage and supplies that can easily result in gradable damage, home-based electricity, etc., and the ladder use management units should be assigned to the personnel on-site management.

Article 27, which limits the use of electric ladder for more than 15 years, should entrust a quality ladder test body with a technical assessment of safety and conduct a security technical assessment every five years thereafter.

The commissioned ladder test body should have an assessment report to make recommendations for adaptation, maintenance or release. The assessment report recommends that the ITU test body should report in a timely manner on the management of ladder safety and energy efficiency.

Article 28, where there is a severe accident or a severe overhaul, has been confirmed by the security technology assessment that it is not possible to guarantee security and that the ladder use management units should be reported on time. The dispersed ladder should be dispersed on the ground and no transfer, sale or reuse.

Article twenty-ninth ladder, which is managed by the property industry, shall be transferred by the owner to the operation of the ladder, in accordance with the relevant provisions; no provision shall be made; and a business of the material services shall be charged by law.

The gradient operating costs should be used for the day-to-day management of gradients, maintenance, direct material damage and gradient tests, and for separate accounts, with no expropriation.

The business sector should publish an ladder cost-of-payment rate every half year.

Chapter IV Daily maintenance

Article 33 Maintaining the day-to-day maintenance of the ladder shall be carried out by the installation, rehabilitation, maintenance units or ladder manufacturing units that obtain the corresponding licence.

The quality assurance and commitment of the ladder's installation, rehabilitation, maintenance unit or ladder manufacturing units shall not replace the day-to-day maintenance of ITU.

The ladder maintenance unit is prohibited to subcontract or redirect the ladder's daily maintenance operation. It is prohibited to go beyond the granting of licences to maintain maintenance operations.

Article 31, the ladder maintenance unit shall enter into a written maintenance contract with the ladder's use management units and monitor the management reserve from 15 days from the date of the contract.

The ladder maintenance unit should be established by the signing of the contract prior to the maintenance of the maintenance contract, with respect to the safety, reliability and the availability of the personnel, technology, equipment and spare parts for the maintenance of the ladder, to ensure that the security of the ladder is safeguarded during the effective period of the contract.

Article 32 Maintenance contracts should include the following:

(i) The content, standards and requirements for routine maintenance;

(ii) The end date and maintenance of maintenance on a daily basis;

(iii) The rights and obligations of both parties;

(iv) Resistance and emergency response time frame.

In this city, field units are engaged in the maintenance of ladder, with established office premises in the city, with corresponding operational staff and supervision of management registration procedures through municipal ITU safety and festivals.

Article XIV should perform the following functions:

(i) Develop maintenance plans and programmes that are responsible for the maintenance of the safety of the ladder, in accordance with the relevant safety technical norms and the requirements for the installation of maintenance statements for ladder products;

(ii) The development of emergency response measures and relief scenarios, and the conduct of an emergency response exercise at least half a year against different categories (categories) in which the unit is encumbered;

(iii) The establishment of 24 hours of vibrant telephones; after the receipt of the ladder's failure report, the maintenance staff should arrive and carry out on-site rescue to reach no more than 30 minutes;

(iv) The establishment of a robust and detailed record of the maintenance of each ladder, in addition to the ladder technical file, which is kept at least four years without false maintenance records;

(v) To assist ITU in the development of security management systems and emergency relief scenarios;

(vi) Safety education and training for operators responsible for maintenance, and training records should be archived;

(vii) To conduct a self-assessment of the electric ladder of this unit at least once a year, and to report on its own inspection reports with the signature of the inspector and inspectorate, the Gain Unit's chapter or other specialized chapters;

(viii) Organization of periodic tests for vibrant personnel in collaboration with the inspection body;

(ix) In the course of vi tenure, the identification of spoilers should be informed, in a timely manner, of the ladder's use management units, finding that serious accidents are hidden or more effective in the use of ladder safety tests, and should be monitored by management in a timely manner.

In the case of the maintenance of the ladder's maintenance unit, the licensee may not be less than two, and should implement the safety protection measures on the ground and ensure operational safety.

Chapter V

Article 36 ITU test bodies should, subject to approval, conduct testing, energy efficiency testing, safety and technical assessment, in accordance with national safety-related norms, and ensure that their testing, energy efficiency test personnel have access to the State-mandated self-sufficiency.

Article 37 ITU should arrange testing within 10 working days of the date of receipt of the ladder test application. Once the test was completed, the testing reports should be carried out within 10 working days and the inspection reports are responsible for the test examination reports; the testing is qualified and should also be accompanied by a safety test qualification.

Article 338 may apply for review in accordance with the law by the Prosecution Unit against the testing data and the conclusion.

The requirements for the review are paid by the objecting party; the original test data or the error of conclusions, and the review costs are borne by the former inspection body.

In the course of the testing, ITU found that there were severe accidents, unprotected registrations or construction units that had not been informed by the municipal ladder security and festivals prior to construction, and that the relevant units should be informed in writing of appropriate measures or procedures, while reporting on municipal ladder safety and energy supervision management.

Article 40 tests should be charged in accordance with the criteria approved by the price management.

Chapter VI Oversight inspection

Article 40 ITU security and energy management should strengthen day-to-day monitoring and focus safety inspections on the ladder of schools, kindergartens, airports, vehicle stations, business sites, sports houses, exhibitions, parks, etc.

The ladder safety and energy management should oversee the implementation of the ladder safety management system by the ladder production, use, maintenance and maintenance units, as well as the inspection of inspection findings and the identification of conclusions.

Article 42, ITU security and section-enable management found that gradient production, sale, use, maintenance units or inspection agencies had an offence or that gradient accidents should be issued in writing by safety inspection directives that would require timely measures by the relevant units to be redirected or removed from accidents; the discovery of severe accidents should be reported in writing to the current people's Government; the need for support, collaboration and timely notification of other relevant departments.

Article 43 thirteenth ITU safety and energy management can exercise the following functions in accordance with this provision:

(i) To survey statutory representatives of ITU production, sale, use, maintenance units and inspection bodies, key heads and other relevant personnel, and to understand cases involving gradient production, sale, use, maintenance and testing in violation of this provision;

(ii) Access, replication, sale, use, maintenance units and inspection bodies related to contracts, invoices, books and other relevant information;

(iii) Evidence that does not meet the requirements of the safety-technical norm or that there are other serious accidents, the ladder or its main components, which are sealed or seized by law.

In the event of an accident by the ITU, the accident units should organize in a timely manner drainage, rescue, protection of accident sites, and report to the management of gradient security and energy within one hour of accident; and in the event of habeas corpus accidents, reporting to other relevant sectors.

The ladder safety and energy management should be surveyed as soon as possible, following the receipt of the ladder accident report. Reports and surveys of ITU accidents are carried out in accordance with the provisions of relevant national legislation.

Chapter VII Legal responsibility

Article 42, in violation of the provisions of this approach, provides for legal, regulatory and legal responsibility, from its provisions.

Article 46 of the ladder sales unit, in violation of article 11 of this approach, has not established a ladder inspection inspection system or a sales counter, which is being redirected by the ladder security and festival to monitor the management accountability period; and has not been reformed to impose a fine of more than 1,000 dollars in 2000.

In violation of article 12 of this approach, the ladder use management unit is entrusted with the installation, adaptation, maintenance of the ladder of units that are not commensurate with the qualifications, and is subject to an immediate renovation by the ladder's safety and energy supervision management order and a fine of up to $20,000 for the ITU use management units.

In accordance with article 12, paragraph 2, of this approach, the construction units carrying out ladder rehabilitation, maintenance are in violation of article 14, paragraph 1, of the scheme, and are not tested and tested in accordance with the requirements of the safety and technical norms, and are supervised by ITU safety and festivals to the management accountability period; they are not later corrected, with a fine of up to 10,000 dollars.

Article 48 of the construction unit, in violation of article 13 of the scheme, subcontracted or reproduced its operations or arranges for persons who have not obtained a certificate of qualifications to perform the ladder installation, rehabilitation, maintenance operations, which are subject to the supervision of management orders and fines of up to 5,000 yen.

Article 49, paragraph 2, of this approach, is subject to a change in the price authority order, which may be fined up to €50 million. In violation of article 29, paragraph 3, of this approach, the business sector is redirected by a price authority, which is less than $50 million overdue.

Article 50 ladder use management units, in violation of article 31, paragraph 1, of the scheme, entrust the installation, rehabilitation, maintenance units or ladder manufacturing units with the maintenance of the ladder on a daily basis, with the supervision of the management responsibility and the imposition of a fine of up to $100,000.

In violation of article 33, paragraph 3, of this approach, the ladder's daily maintenance operation is subcontracted or reproduced by ITU safety and festivals to oversee the correction of management orders and fines of up to 3,000 dollars.

In violation of article 31, paragraph 1, of this approach, the ladder maintenance unit is subject to a provision that is not made in accordance with the provision of a request for a restatement of management orders by ITU safety and section, and is subject to fines of up to 10,000 dollars.

Article 52, in violation of article 33 of this approach, provides that field units are engaged in ladder maintenance in the city without registration procedures under this scheme, and are subject to correction of management orders by ITU security and festivals; and are not later rectified, with a fine of over 1 million dollars.

In violation of article 34, paragraph 2, and article 4, paragraph 4, of this approach, the ladder's maintenance unit is governed by the ladder's safety and festivals, and is fined up to 1 million yen.

The ladder maintenance unit violates one of the other provisions of article 34 of this approach, which is being corrected by ITU safety and section-enabled oversight of management accountability orders, and has been fined by more than 1 million dollars.

Article 54 of the ladder maintenance unit violates article 35 of this approach, which is modified by ITU safety and section supervision of management accountability orders, which are not later rectified, with a fine of over 1,000 dollars.

Article 55 test bodies, in violation of article 37 of this approach, provide for testing requirements for ladder production, use units and the provision of mandatory test testing conditions, without pre-emption testing or gradient testing reports and the issuance of safety test marks at the same time, with the supervision of the management accountability rate being corrected by ITU safety and festivals and fines of up to 500,000 dollars.

Article 56 may apply to administrative review or administrative proceedings in accordance with the law.

Article 57 enables the safety and security of the ladder to monitor the abuse of authority, negligence, private fraud or the commercial secrets of the licensor, by its own units or by the superior authorities, and criminal liability under the law.

Chapter VIII

Article 58 of this approach refers to units that actually perform ITU management rights and obligations in the ladder use process. The ladder use management units are determined according to the following provisions:

(i) After the installation of the ladder, the construction unit has not been transferred to the owner of the ladder's property, which is the ladder use management unit.

(ii) To entrust the ladder to the management of the business sector, the licensed business service enterprise is the ladder's use management unit.

(iii) The ladder, which is not entrusted with the management of the business sector, belongs to the owner of the single property rights, which is the owner of the ladder's use management unit, and which is a owner of multiple property rights, should be consulted to identify one of the owner's responsibilities for the safe use of the ladder, and other owner bears a joint responsibility.

(iv) The rental of laddered places should be agreed upon in the lease contract for the ladder's use management units; there was no agreement that the ITU owner would use the management unit.

Article 59, which refers to the day-to-day maintenance of maintenance, means routine maintenance and maintenance work, such as clean, lucrative, adapting and reversing the ladder. Among them, clean, luxury does not include the disintegration of components; the adaptation and replacement of flammable items will not change any gradable efficacy parameters.

The specific categories and varieties of ITU are implemented in accordance with the directory of special equipment published by the Department of State Security Monitoring of Special Equipment.

Article sixtieth of this approach is implemented effective 1 February 2012.
