Decision of the People's Government of the Province on the decentralization of administrative clearances to advance the development of the new area of the Solitan Islands

(Act No. 301 of 16 May 2012 of the People's Government Order No. 301 of 16 May 2012)

In order to advance the development of the new area of the Solitan Islands, in accordance with the relevant provisions of the People's Congress and Local Government Act of the People's Representatives of the People's People at the local level of the People's Republic of China, the Administrative Accreditation Act of the People's Republic of China and the spirit of the State Department's agreement to establish a new area of the Zang River Islands (State letter No. [2011]77), the following decisions have been taken concerning the administrative clearance of the city:

The provincial government and its relevant departments are required to build development in line with the needs of the new districts of the Solitan Islands, to decentralize administrative clearances, including by law, and by entrusting them with the specific arsenal government and its relevant departments, to strengthen the administrative functions of the city and its relevant sectors, and to provide active support for the development of the new area of the Lee Islands.

The relevant departments of the provincial government should develop a directory on decentralized administrative clearance matters, specifying the content of administrative clearance matters, the specific sub-offices and the modalities of delegation of authority, reporting to the provincial government for approval and publication. Following the implementation of this decision, the directory of administrative approval matters will be adjusted according to the procedures above.

The relevant departments of the provincial government and the city of Ziono shall develop implementation programmes, implement the responsibility to carry out their work and effectively perform the administrative approval function, in accordance with the directory of the administrative clearance matters determined and delegated.

The relevant departments of the provincial government should, in accordance with the division of functions, strengthen the guidance and oversight of the administrative approval process in the city of Horizon and, where appropriate, organize an assessment of the implementation of decentralized administrative matters and conduct timely studies on issues arising in the implementation process.

The Government and its relevant departments should strengthen management, regulate administrative approval procedures, improve the quality and efficiency of work and report on implementation in a timely manner to the provincial Government and its relevant departments, accept the work of the executive branch and assume the corresponding management responsibilities under the law.

V. The municipalities in other districts and their relevant departments specifically deal with administrative matters that are referred to, commissioned or otherwise delegated by the Provincial Government, which may be implemented in accordance with the procedures set out in this decision.

This decision has been implemented effective 1 July 2012.
