Science and technology incentives in Glin Province

(Summit 3th ordinary meeting of the People's Government of Glin, 23 April 2012 to consider the publication of the Government Order No. 232 of 26 May 2012 effective 1 July 2012.

Chapter I General

Article 1 provides incentives for citizens, organizations that make a significant contribution in the area of science and technology innovation, mobilizes the active and creative nature of science and technology workers, promotes scientific and technological progress and establishes provincial science and technology awards. Under the National Science and Technology Approval Regulations, this approach is being developed in the light of the practice of this province.

Article II applies to activities such as the advice, evaluation and award of provincial science and technology awards.

Article 3

(i) Provincial Science and technology special contributions awards;

(ii) Provincial natural science awards;

(iii) Provincial technical invention awards;

(iv) Provincial Science and Technology Progress Award;

(v) Provincial International Scientific Technical Cooperation Award.

Article IV Science and technology incentives should uphold an autonomous innovation, focus on transformationalization, advancing development and triggering a future approach.

Recommendation, evaluation and award of provincial science and technology awards uphold the principles of openness, equity and justice.

The host sector of the provincial science and technology awards is the provincial science and technology administration.

Article 7. The Provincial Government has established the Provincial Committee on Science and Technology Awards to coordinate the major issues related to the evaluation of provincial science and technology awards. Its composition is presented by the Provincial Science and Technology Administration and is determined by the provincial government.

The Provincial Office for Science and Technology Awards is an institution of the Provincial Committee on Science and Technology, located in the provincial science and technology administration, responsible for the work of the provincial science and technology awards.

Article 8 encourages social forces to establish social science and technology awards. The Social Forces awards should be registered in accordance with national provisions for the provincial science and technology administration.

Article 9. Evaluation and incentives of various types of science and technology awards shall not be charged.

Chapter II

Article 10 Specialist on Science and Technology awarded the following scientific and technical workers:

(i) Considerable breakthroughs in contemporary science and technology or contribute immensely to the promotion of science and technology development;

(ii) In science and technology innovation, the transfer of scientific and technological outcomes, the achievement of significant innovative results, the creation of significant economic benefits, social benefits or ecological benefits.

Article 11 provides citizens, organizations and organizations whose natural sciences are identified in basic research and application basic studies. Major scientific discoveries should be accompanied by the following conditions:

(i) The former has not been found or has not been clarified;

(ii) Significant scientific values;

(iii) The natural scientific community, both domestic and foreign, is recognized.

The provincial technology invention awards citizens, organizations that use scientific and technological knowledge to make significant technological inventions in the areas of products, processes, materials and systems. Major technology invention should be accompanied by the following conditions:

(i) The former has not been invented or has not been made public;

(ii) Be advanced and creative and patent invention;

(iii) To be implemented to create significant economic benefits and social benefits.

Article 13. Provincial Science and Technology Progress Awards for the application of the promotion of advanced scientific and technological outcomes and the achievement of tangible results in the economic and social development of the province, with the following citizens, organizations that have made a significant contribution:

(i) To complete the transformation of major scientific and technological innovations, scientific and technological outcomes and to create significant economic benefits in the implementation of technology development projects;

(ii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and the socio-public science and technology cause has been tested in practice to create significant social benefits;

(iii) In the implementation of major engineering projects, the safety of works is at the advanced or domestic level.

Article 14. The provincial International Scientific Technical Cooperation Awards the following foreigners or foreign organizations that make an important contribution to the scientific and technological cause of the province:

(i) To work with citizens or organizations in this province to study, develop and achieve significant scientific and technological results;

(ii) The transfer of advanced science and technology, talent development and effectiveness to citizens or organizations in the province;

(iii) An important contribution to the promotion of international scientific and technological exchanges and cooperation between the province and foreign countries.

Article 15. The provincial award for special scientific and technological contributions and the provincial International Prize for Scientific Technical Cooperation.

The provincial natural science awards and provincial technology invention awards have been set at one such award, two awards and three levels.

Provincial Science and Technology Progress Awards are awarded at four levels, such as awards, awards, two awards and three awards.

The total number of provincial natural science awards, provincial technology invention awards, provincial science and technology advancement awards per year are determined by the provincial science and technology incentive committees.

Chapter III

Article 16 states that the provincial science and technology awards are declared by a citizen or organization in accordance with the administrative affiliation to the recommended person under this scheme.

Article 17

(i) People's Government in the city (State);

(ii) The provincial Government concerned the constituent sectors, the immediate institutions and the ad hoc bodies;

(iii) units in the province;

(iv) Be determined by the provincial science and technology administration, other units that meet the conditions established by the State or scientific and technological experts.

Article 18 recommended that the author review the declaration and, within the limits of the provincial science and technology administration, recommend candidates for the provincial science and technology awards.

The recommendationor is responsible for the authenticity of the content of the proposal.

No provincial science and technology awards shall be declared in one of the following cases:

(i) The disputed intellectual property;

(ii) The completion of scientific and technological outcomes or the personal controversy;

(iii) Science and technology awards have been obtained at the national or provincial levels.

Chapter IV Evaluation and award

Article 20 of the provincial award for special scientific and technical contributions is evaluated every two years and other awards are evaluated once a year.

Article 21 Evaluations of provincial science and technology awards are governed by a system of avoidance. Evaluation experts and associated staff should be avoided in connection with the annual declaration of awards or with the organization or the individual's interest.

Article 22 provides a form of review of the recommended materials by the provincial science and technology administration and reviews adopted to inform society.

In accordance with article 23, the provincial science and technology administration takes advantage of expert panels (special) evaluation teams in the province's and outside experts to conduct the first instance of the scientific and technical outcomes recommended in the context of this discipline (specialized) reviewed in the form.

Article 24, through the scientific and technical outcomes of the first instance, employs experts from the provincial science and technology administration for review of relevant disciplines (specialists) and presents a list of proposals for scientific and technical results for awards.

Article 25 The provincial science and technology administration should inform society of the proposed list of scientific and technical results recommendations.

Any unit of article 26 or an individual having contested the candidate for the provincial science and technology award, the candidate for the candidate and the project shall be presented to the provincial science and technology administration within 30 days of the demonstration.

Article 27 should be verified by the provincial science and technology administration and, within 15 days of the end of the public statements, the verification situation will be communicated to the applicant in writing and will address the recommendations to the Provincial Committee on Science and Technology. The Provincial Committee on Science and Technology Awards should decide on the proposals.

Article 28 of the Provincial Committee on Science and Technology Awards for consideration of the list of proposals for scientific and technical results for awarding awards and for approval by the provincial government in accordance with the relevant procedures.

Article 29 of the special award for scientific and technological contributions in the province was invited to sign and award certificates and awards.

The provincial International Scientific Technical Cooperation Prize was invited to sign and award certificates and awards.

The provincial natural science awards, provincial technology invention awards, provincial science and technology advancement awards were awarded by the Provincial Committee on Science and Technology Grants.

The amount of awards for provincial science and technology awards is determined and adjusted by the provincial government and the provision for incentives and evaluation is vested in provincial finances.

Chapter V Legal responsibility

Article 31 quarry, intrusing others to discover, invent and other scientific and technological outcomes, or in other unjustifiable means to deceive the provincial science and technology awards after the approval of the provincial government of science and technology, the payment of awards, and the recovery of awards was criticized by the provincial science and technology administration.

Sections and individuals involved in the recommended work provide false data, material and assist others in decepting science and technology awards, which are criticized by the provincial science and technology administration, in the event of serious circumstances, suspension or removal of their recommended qualifications, and are treated in accordance with the law by the units, superior bodies or the relevant authorities.

Article 33 defines wrongdoing, favouring private fraud in science and technology awards evaluation activities, which are dealt with by a parent body or by the competent authorities in accordance with the law; constitutes a crime and is criminally criminalized by the judiciary.

Article 34 of the Social Forces has been unregistered and has established social-oriented science and technology awards, which are banned by the provincial science and technology administration.

Social forces are registered to establish social science and technology awards that collect fees in science and technology incentives, forfeited by the provincial science and technology administration, and receive more than three times the fees charged and, in the event of serious circumstances, withdraw registration.

Annex VI

Article 55 of this approach is implemented effective 1 July 2012. A number of provisions for science and technology progress in Glin Province, issued on 10 September 1998, were also repealed.
