    (VIII) without consent of the municipal authorities, without direct landfill, incineration of kitchen waste, fine at 2000, direct landfill, incineration of more than 1 ton of food waste, of 5000 Yuan fines;

    (I) fraud, defrauding financial subsidies according to the amount defrauded 5 times with fines.
