Provisional modalities for registration of Internet users in the Tibetan Autonomous Region

(Summit 4th ordinary meeting of the People's Government of the Tibetan Autonomous Region of 22 March 2012 to consider the adoption of the Decree No. 109 of 23 March 2012 of the People's Government of the Tibetan Autonomous Region, which came into force on 1 May 2012.

Article 1, in order to guarantee the legitimate rights and interests of Internet users, regulate the Internet information dissemination order and promote an orderly development of the health of the Internet industry, and develop this approach in accordance with the decision of the Standing Committee of the People's Representatives of the Tibetan Autonomous Region to establish telephony and authentic identity registration of Internet users.

Article 2 Internet access service providers, Internet information service providers, Internet access service providers, Internet public Internet access service providers, Internet data centres, Internet domain names registration agencies and Internet users should be respected.

Article 3 of this approach refers to the fact that Internet users are registered in their true status as Internet access providers, Internet information service providers, Internet public access service providers, Internet data centres, Internet domain names registerers, etc. when providing web services, registration information on the Internet users, organization of agency codes information, or behavioural information on the authenticity of citizens.

Article 10, in order to maintain national security and social order, Internet access to service providers, Internet information service providers, Internet public Internet access service providers, Internet data centres, Internet domain names registers should provide information, as prescribed, to the public security sector, the national security sector, on the registration, use and modification of the Internet and on the distribution, use and change of IP addresses.

Article 11. Internet information providers engaged in services such as news, publication and electronic bulletins, should send information on the content of information and its publication time, Internet addresses or domain names; Internet access service providers should record information such as user access time, user accounts, etc.; Internet access service providers should keep the Internet user's access time, user addresses or domain names. The record-keeping shall not be less than 60 days.

Article 12 Internet access service providers, Internet information service providers, Internet public Internet access service providers, Internet data centres, Internet domain registration agencies should establish Internet-user information safety management systems, implement national-mandated safety-protection technical measures, guarantee user information security and prohibit user information.

Relevant sectors such as Internet information content authorities, communications industry authorities, are responsible for the authenticity of Internet users.

Article 14. Internet access service providers, Internet information service providers, Internet public Internet access service providers, Internet data centres, Internet domain registration agencies, Internet users violate this approach and are dealt with in accordance with relevant laws, regulations, regulations and regulations.

Article 15. The existing Internet users shall, within 60 days of the date of publication of this approach, enter into a registration or registration process for service providers in accordance with this approach to communications management, Internet information managers and the Internet. Sectors such as communications management, Internet information managers and Internet access service providers should improve relevant technical measures and fulfil their notification obligations.

Article 16 is implemented effective 1 May 2012.
