(Summit 5th ordinary meeting of the Government of the Turkmen Republic of 14 August 2012 to consider the adoption of Decree No. 89 of 22 August 2012 No. 89 of 22 August 2012 by the Government of the Bobo People's Government, which was launched effective 22 September 2012.

Chapter I General

Article I, in order to strengthen land-based management, has rationalized the development of land-based space resources to secure the safe operation of the underground line, in line with the relevant laws, regulations and regulations, such as the People's Republic of China Rural Planning Act, the People's Republic of China Building Act, and to develop this approach in conjunction with the current city.

Article II of this approach refers to the construction of subsidiaries to water, drainage, temperature, heat power, electricity, telecommunications, long-range transport, industrial and sub-line interfaces, along with underground lines.

Article 3

Article IV establishes the principles of integrated planning, integrated construction, integrated management, division of labour, resource sharing and security.

Article 5 The municipal housing and rural-urban construction authorities are responsible for the integrated management of the land line, and the city's Archives and Territorial Management Authority assumes specific responsibility for the management of the land line. The Government of the People of the District has established a sound land management authority responsible for the management of the underground line within this administrative area, in accordance with the management authority.

Relevant sectors such as transport, trust, accommodation, water conservation, planning, treasury, utilities, quality and oil sector management should be established in accordance with their respective responsibilities, and be able to manage the quality safety management of the land line.

The local gateline units should be responsible for the safety of all gateway lines, the establishment of a gateway management system and security emergency prestige, and the safe operation of the underground line.

Article 6 Governments of the urban, district and district communities should incorporate the construction of the land line into the annual archaeological objective. Units and individuals that have made a prominent contribution in the management of local line construction are given recognition and incentives.

Chapter II Planning management

Article 7

The legislation also provides for the preparation and approval of specific local management lines from their provisions.

Article 8 builds in urban, town planning areas, constructions and local gate lines, and construction units should apply to urban, district- and rural planning authorities for construction work planning permits.

The construction units should seek information on the status of the floor line within the scope of the construction, prior to the application for the processing of the construction engineering planning licence process.

The construction units should inform the planning authorities of information on the status of the routing line when applying for a licence for construction planning.

Article 9

(i) The move towards the underground line is preferable to planning the road centre line in parallel with the local hidden works to avoid cross-cutting and inter-intervention;

(ii) The same line should, in principle, be consolidated, and urban gateways should be given priority. The new construction, alteration, expansion of the road concord line and the original air route should be laid down;

(iii) The new line avoids the already established line, the temporary gateway avoids the permanent gateway, avoids the main line, and small-calibre plumbs from a large-calibre plumbing, stresses that the pipeline avoids the relapse of the pipeline, and that the trajectory could be avoided;

(iv) The depth and levels of the gateline and the range of line lines are net from, vertical nets and a net range of buildings, constructions, trees, in line with national technical standards.

Chapter III

Article 10 Territorial construction units should be developed by the end of each year for the next annual gateway construction plan to report housing and rural and urban construction authorities. An annual plan for the construction of integrated land line works was developed by housing and rural-urban construction authorities.

Article 11 Territorial construction units are organized in accordance with the annual plan for the development of the integrated land line works.

The gateway construction works have a safe production risk mortgage system.

Article 12 Territorial construction units should have relevant documentation materials for construction, review of construction map design documents by specialized review bodies and obtain post-review procedures for the establishment of archives and local management authorities in the city after review of qualifications.

Article 13 At the time of the signing of the Integrated Pyphoon, the construction units provided a review of qualified construction maps and organized the relevant local gateline units to conduct on-site inspections. The City Archives and the Territorial Administration are responsible for coordinating and monitoring.

The military-specific gateway involved in military management areas should be invited to participate in the gateway.

Prior to the construction of the land line engineering construction, construction units should be transferred to the housing and rural-urban construction authorities for the processing of the construction of the land-based construction work permit and to the local administration of the city's Archives and sub-line management.

The construction of new residential areas, various parks and public construction works prior to the construction licence, the housing and urban-rural construction authorities should check the clearance of qualified documents for the local construction map design document in the region.

Article 15

(i) Construction of engineering planning licences;

(ii) A review of qualified documents in the design of road maps;

(iii) Consolidated ground line maps signed by the Federation;

(iv) Detailed information on the floor lines in the construction area;

(v) The letter of reference in the construction;

(vi) Construction of construction contracts on the ground line;

(vii) Territorial construction contract;

(viii) Specific measures to ensure the quality and safety of the construction of the underground line;

(ix) Other conditions under law, administrative regulations.

Article 16

(i) Safeguarding measures, construction sites should be used in uniform, normative fences, awakening brands and warning signs, and escorts;

(ii) Organizing constructions in accordance with technical norms and authorized location, scope, routing, material quality, process, time frames, etc.;

(iii) A metal mark or a sign shall be set at the time of laying down a non-metallic area and at risk.

Article 17 build-up units have found no identified floor lines in the course of construction, should stop construction, take emergency protection measures and report to the city's Archives and local management agencies in a timely manner. The city's Archives and Territorial Authority is responsible for the organization of the identification of sub-roit units and for the replenishment of the local gate line units.

Article 18 Construction units should immediately cease construction, take emergency protection measures and inform the relevant units of repairs or disposal.

Following the destruction of pre-soil and construction works by the underground line construction units should be produced with audio-visual material and commissioned engineering mapping units with corresponding qualifications, which will generate data documents and engineering mapping to be sent to the city's Archives and underground management authorities.

The unavailability of video production and engineering mapping was commissioned by the city's Archives and Territorial Line management to produce, map and cover related costs.

The Voices of Local Line construction works, mapping, detection costs are included in the local pipeline construction works.

Article 20 The city's Archives and Territorial Authority oversees the process.

Within 15 days from the date on which the construction of the land line was completed, the construction unit should be able to obtain a certificate of eligibility for the engineering archives by the city's Archives and the Territorial Authority. The provisions of the law are otherwise provided.

Article 2 requires relocation, alteration of the gateway, and the subsidiaries of the land line shall be governed by the construction of the approval process.

Article 23 of the routing line was abandoned by the routing units and should be made available to the city's Archive and Territorial Management Service.

Chapter IV Information management

Article 24 establishes a comprehensive land-based information management system for the city's Archives and Territorial Administration, which is integrated into the land-based information resources, and will be managed in a timely manner on the ground-based survey information, the completion of work materials, the replenishment of mapping information into the system.

Under the local gateline information standards and requirements, the establishment and maintenance of their respective information subsystems are incorporated into the integrated management system for local gateline information and are responsible for the accuracy, integrity, statute of limitation of information data.

Article 25 City Archives and Territorial Management Agencies are responsible for organizing a census of the land line. The construction, maintenance and management requirements of the local gateline system for census and information management are guaranteed by the same-level finance.

Article 26 Access to and use of land-based information should be subject to confidentiality provisions.

Chapter V Legal responsibility

In violation of this approach, the provisions of the law have been explicitly sanctioned.

Article 28, in violation of this approach, provides that no construction procedures have been carried out by the gateline construction units, which are converted by a warrant of responsibility for housing and urban-rural construction authorities and fines of up to $20,000.

Article 29, in violation of this approach, is one of the following acts by the local gate-line construction unit, which is modified by a time limit for the housing and urban-rural construction authorities, which is not later rectified, with a fine of over 5,000 dollars:

(i) No metal markings or memorials have been installed under the non-metallic nodule line and at a high-risk line;

(ii) In the course of construction, no identified floor lines were identified and reported in a timely manner;

(iii) There will be no deforestation.

In violation of this approach, the routing units have been left behind by the deadline for the relocation of the housing and urban-rural construction authorities, which is less than 3,000 dollars.

Article 31, the competent authorities, such as construction, planning, and their staff, play a role in the management of the local line, in the abuse of their functions, in the favour of private fraud, and in accordance with the law, and in the form of crime, in order to hold criminal responsibility under the law.

Annex VI

Article 32 does not apply to the military-specific gateway and the local gate line within industrial enterprises.
