Decision of the Government of the city of Blue Island on the corresponding economic management competence granted to the economic functional areas

(The 8th ordinary meeting of the Government of the Youth of 27 September 2012 considered the adoption of the Decree No. 221 of 18 October 2012 on the date of publication, No. 221 of 18 October 2012)

In order to further improve administrative effectiveness, optimize the development environment and accelerate the construction and development of economic functional areas, in line with the provisions of the relevant laws and national policy documents, the municipal government has decided to grant me the corresponding economic management competence of the Itropolitan economic functional areas.

Overall requirements

In accordance with the actual needs of the economic functional areas at all levels of the city, the legal regulations allow for the management, promotion of the administrative efficiency of the economic functional area, municipal and district-level economic management competences consistent with the functionality of the economic functional area, respectively, to be given to the corresponding economic functional areas, in accordance with the requirements of the Tropical and Specialist Office. The economic functional areas operate within the limits of their empowerment, with unity of leadership, alignment planning and harmonization.

Basic principles

(i) A reasonableness. In accordance with the overall competence of the various economic functional areas, specific enabling elements are properly and scientifically justified, ensuring that the functioning of power is both efficient and responsive to the real needs of the economic functional areas.

(ii) The process is lawful. The overall application of the delegated authority is given to economic management. With regard to administrative approval matters, the relevant functions of the city and the district (market) are governed by the corresponding economic functional sector with the corresponding economic functional sector, which is to enter into a commissioning agreement and make a public declaration in accordance with the requirements of the relevant legal regulations, such as the National People's Republic of China's administrative licence law.

(iii) Competency. The relevant functional sectors of the city and the district (market) will be required to identify specific elements of empowerment, ensure that they are put in place and assume corresponding guidance and oversight responsibilities. In accordance with the principle of “ever responsible, who is responsible”, the economic functional district administration is responsible for the full range of matters entrusted. (iv) Efficient people. The economic functional areas need to continuously optimize the process of approval of services, improve the approval of service mechanisms, build a centralized and unified approval service model, and work towards “aron service, a stand-alone and a window external”.

Scope of competence

(i) Economic management competence in economic functional areas such as the economic zone of the Red Island (high new technology industry development area). In addition to the need for an integrated coordination and integrated balance in the city as well as the economic management of the State in particular, the economic zone of the Red Island (high new technology industrial development zones), the new coastal economic zone in the west and the core area of the Blue Silicon Valley will be implemented:

Economic management in respect of the approval of fixed-term asset investment projects within the authority, the enterprise investment project reserve, the technical rehabilitation project reserve;

Economic management of land property, such as land development, use, transfer, collection and pre-disposed sale, housing rights registered and property management;

Economic management in planning such as construction project selection sites, construction of ground planning, construction of engineering planning;

The economic management of construction projects from construction permits to the completion of inspection clearances, the development of real estate projects, the construction and management of urban greenification, the placement of outdoor advertisements, fire safety, human defence works and facilities, anti-attacking, the design and completion of mine-facilitative devices;

Economic management of municipal infrastructure construction, the use of urban roads, urban drainage, water supply, fuel, heating, etc.;

Economic management of marine fisheries, such as maritime use, marine coastal engineering construction, water (beach paint) breeding, water production, remote ocean fisheries projects;

The right to economic management in the area of environmental protection such as the construction of environmental impact evaluation and the completion of inspection, construction of project tests for environmental protection, priority for clean production assessment of enterprises;

The right to economic management in the design of health reviews and the completion of health inspections, as well as sanitation permits, within the framework of the project;

Economic management in water resources management, water conservation, water engineering and facilities management;

The right to economic management in forestry, such as logging, transport, operation and forest seed production, for forest land use;

Economic management in science and technology, such as high-new technologies enterprises, science and technology plans projects, scientific and technological results, scientific incentives, patents and intellectual property matters;

The right to economic management in matters such as foreign joint ventures, external cooperation, the establishment of a sole-source enterprise, the recognition of foreign-in-country projects encouraging development, foreign labour cooperation, external economic technical exhibitions;

Economic management in specific regulatory areas such as national assets, government investment projects, government procurement, safe production, food medicine, material prices, statistics;

Economic management of human resources and social security, such as the introduction of talent, the talent market, business work, labour contracts, vocational training, vocational skills identification;

Economic management of the subject matter of the market and the conduct of the operation, registration of enterprise annual inspections, advertising management, etc.;

Economic management of quality technical oversight, such as the registration of organizational codes, the processing of food commissioners, the implementation of enterprise products standards;

The municipality decides to grant other economic management rights.

(ii) Economic management competence in economic functional areas such as the South-South Economic Development Zone. The economic management competence of the zones such as the South-South Economic Development Zone, the Economic Development Zone of the State, the Metropolitan Economic Development Zone, the Metropolitan Industrial Development Zone, the Economic Development Zone, the Lei Economic Development Zone, the Economic Development Zone of the Sea, the Synavan Industrial Park of Blue Island, the Economic Development Zone of the Blue Island, the scope and specific content of the terms of reference are determined and implemented by the relevant municipalities in accordance with local realities.

In the light of this decision, municipalities may entrust the relevant district-level economic management authority with the implementation of the central town.

(iii) Economic management competence in other economic functional areas. In the future, the new economic functional areas were established by the Government of the city to decide whether to enjoy municipal economic management competences with the existing economic functional areas or to district-level economic management.

Organizational implementation

(i) A commissioning agreement. With regard to the corresponding economic management authority granted to economic functional areas, municipalities and municipalities are required to enter into commissioning agreements with the economic functional sector in accordance with the actual work needs of the economic functional areas and the completion of the delegated conditions, specifying the specific content, management requirements, work processes, implementation deadlines, legal responsibility of the sector. The matter of commissioning includes administrative approval, which determines specific elements in accordance with the existing directory of administrative clearance matters in the municipalities and territories. The award of the agreement shall be submitted to the same level of government rule of law bodies and to the public notice. Following the signing of the commissioning agreement, the relevant functional sectors of the city and the city are required to provide the necessary administrative instruments and evidence to the economic functional areas in a timely manner.

(ii) Clearly follow the subject. In accordance with the principle of streamlining effectiveness, the establishment or identification of the relevant institutions is entrusted with management. (iii) The launch of the “special chapter for administrative approval”. The “special chapter for administrative approval” must be added to the main or sub-office responsible for the approval of the economic functional area, with the same effect as the administrative printing of the functions related to the city and the city. Administrative clearance matters are subject to approval by higher-level bodies, by means of correspondence by the economic functional district administration, by means of posters and books by the relevant functional sectors of the city and the city, and are actively aligned with the economic functional sector administration.

Requests

(i) The relevant functional sectors of the city and the city should provide guidance and regular review of the economic functional area's authority delegated to the implementation of the corresponding economic management authority, and conduct regular operational training for staff performing the management duties of the economic functional area. The economic functional sector management should be guided by the initiatives of the relevant functional sectors of the city and the city, to close the establishment of regulations, to improve internal institutions and personnel, to improve the level of the relevant hardware facilities and to ensure that the rules of operation are structured.

(ii) Where the economic management competence of the economic functional area is not consistent with the spirit of this decision, it is implemented in accordance with the spirit of the present decision; in the course of the implementation of the present decision, in relation to the restructuring of the economic management system, competence and content, the relevant functional sectors of the city and of the city should be in a timely manner in accordance with the spirit of this decision, with supplementary, change agreements with the management bodies of the economic functional area; other issues encountered in the absence of clarity and implementation of this decision are determined by the municipal government in the context of the principles of administrative rapid, optimization of the environment, development.

(iii) The corresponding economic management authority granted to the economic functional areas is an important step in the city to further improve administrative effectiveness and optimize the economic development environment, which should be fully aware of its importance and the need for further harmonization, awareness-raising, organizational leadership and good implementation. The inspection body, in accordance with the relevant provisions, is criticized and corrected and, in the circumstances, is given to the chief and the relevant responsibilities and the administrative disposition of the responsible person.
