Mapping of geographic information management approaches in the city of New York

(Summit 10th ordinary meeting of the People's Government of Sihan, 9 October 2012 to consider the publication of the Government Order No. 118 of 16 October 2012, effective 1 December 2012.

Chapter I General

Article 1 promotes the development of the mapping of geospatial information, in line with the People's Republic of China Mapping Act, the Methodology of Implementation of the People's Republic of China Mapping Act and relevant legal texts, and develops this approach in conjunction with the current city.

Article 2 applies to the mapping of geographic information and related activities within the city's administration.

Article 3. Governments of the urban, district and subdistricts should strengthen their leadership in the mapping of geographic information and integrate the mapping of geographic information into national economic and social development planning. Research and innovation to map geo-information science and technology are encouraged to support the development of the mapping of geographic information results. Requirements for the maintenance of public goods such as basic mapping, emergency mapping and mapping infrastructure should be included in the annual financial budget of the municipalities, districts (zones) Government.

Article IV regulates the administration of geodetic information (hereinafter referred to as the administrative authority for mapping) in the city. Sectors (at the district) assume responsibility for mapping administration are responsible for monitoring the management of mapping within the area under their jurisdiction.

In accordance with their respective responsibilities, the construction, planning, business, public safety, quality, water, finance, transport, development reform, national security, public information publications are well-established.

Chapter II

Article 5 engages in the mapping of geographic information activities within the city's administration and should use national-mandated mapping benchmarks, mapping systems, and a parallel stand-alone poles system in the west in order to implement national-mandated mapping technical norms and standards.

Article 6. The municipal mapping administrative authorities should establish the basis for a unified geospatial framework for the city, manage geo-information data in this administrative region, harmonize basic geo-information data standards, organize the collection, processing, issuance and delivery of basic geo-information data, and promote the sharing of geographical information resources.

Article 7. Relevant professional information systems established by the Government of the city that deal with geographic information should be based on the basic geospatial framework of the city.

Government departments have used information systems to build a public platform for the basic geospatial information in the city. The municipal mapping administrative authorities should actively promote the application of the results of the public platform on geospatial information.

Article 8

(i) The establishment, updating and maintenance of the following synonymous control networks, high-range control networks and spatial positioning networks in the countries of the city;

(ii) Establishment, updating and maintenance of basic GIS and databases at the municipal level;

(iii) Measurement and updating of 1:500, 1:1000, 1: 2000 basic scale maps, video maps and digitalized products;

(iv) Access to basic air photographs and basic remote sensing information within the city;

(v) Other basic mapping matters.

Article 9. The municipal mapping administrative authorities will organize basic mapping planning for the city with the relevant authorities of the city, report on the approval of the Government of the city and report on the implementation of the provincial mapping of administrative authorities.

Article 10 Administrative authorities for urban development reform, together with municipal mapping administrative authorities, prepare annual plans for basic mapping of the city and report on provincial development reforms, provincial mapping administrative authorities.

Article 11 introduces a system of regular updating of basic mapping results. Article 2 assumes a mapping project in this city and must be registered by the municipal mapping administrative authorities for the registration of the project and the selection of a certificate of qualifications, and the registration of the parties to the test.

Article 23. The project shall apply to tenders in accordance with the law and shall determine the unit by solicitation. The basic mapping project on confidentiality or other special requirements is determined by municipal mapping administrative authorities. Article 26 The municipal mapping administrative authorities shall be regularly made available to the community in accordance with the annual compilation of a catalogue of geographic information results.

Article 27 uses the Government's investment funds mapping project and the construction of construction projects using government investment funds, which should be consulted in writing before approval of the establishment. To take full advantage of the results achieved and avoid duplication of mapping.

In the context of a settlement review of the construction projects using government investment funds, the financial sector should be able to test the logging of the results of the mapping, and no processing of the Government's investment fund settlement procedures, as required.

Article 29 of the city mapping administrative authorities should collect, on a timely basis, changes in geographical information on the administrative regional boundaries, geographical names, water systems, transport, settlements, vegetation, etc., and regularly update the results of basic mapping.

The relevant sectors of the Government of the urban, district and district governments should support and cooperate in the collection of information from the mapping of administrative authorities.

Article 32

In addition to the preceding paragraph, the results of the mapping are governed by the law by a system of paid use.

Article 33, the municipal mapping administrative authorities are responsible for the quality supervision of the results of the mapping activities in the city and for the supervision of the results in the management of mapping.

Chapter VI

Chapter VII Legal responsibility
