Chapter I General

Article 1, in order to enhance the safety management of the ladder, to ensure the safe operation of the ladder, to prevent and reduce accidents, to guarantee the lives, property security of the people, to develop this approach in the light of the laws, regulations, such as the People's Republic of China Act on Safety Production and the Special Equipment Safety Monitoring Regulations.

Article 2 Production of ladder within the city's administrative area (including manufacture, installation, rehabilitation, maintenance), use, routine maintenance, testing and supervision management, which is applicable.

Article 3. The Government of the commune (communes) and the street offices should cooperate and assist the relevant sectors in the management of ITU safety oversight.

Article IV is responsible for the management of the entire municipal ladder's safety monitoring system, and in the district (market) area, the development of (severe) quality technical supervision in the park area.

The housing and rural-urban construction sector is responsible for overseeing the use of special maintenance funds in the home and for the supervision of tenders for ITU procurement.

The Safety Production Monitoring Management is responsible for the integrated monitoring of ITU security production.

In accordance with its duties, the public security authorities deliberately destroy the ladder facilities, equipment and endanger the law, such as public safety.

The executive branch, such as development and reform, planning, business and business, is responsible for the management of ladder safety oversight.

Article 5

Article 6. The ladder Production Unit, the day-to-day maintenance unit, the inspection body shall obtain a licence under the law and its practitioners shall obtain the corresponding qualifications certificate in accordance with the law.

Article 7 encourages the use of advanced technology and scientific management tools to enhance the safety and management levels of ITU and to promote technology innovation and applications in ITU.

The ladder liability insurance system is encouraged to increase the ability to pay for accidents.

Chapter II

Article 8. The ladder manufacturing units should be strictly produced in accordance with national, industrial-related standards and safety-technical norms and be responsible for the quality of the ladder and the quality of the operation. In the ladder, documents such as the design document required for safety technical norms, the quality of products, the installation and use of maintenance statements should be accompanied.

The ladder manufacturing units should ensure the availability of the ladder, provide technical guidance and services for the safe operation of the ladder and assist in professional skills training.

Article 9. ITU procurement is governed by law by the tendering system. Options, configurations and stand-alone power sources should be tailored to the building structure, the use of demand.

In construction projects supported by secure housing and other government financial funds, the municipal housing and urban-rural construction sectors should be subject to quality technical supervision, safe production monitoring management, assessment of the comprehensive availability, technical guarantees, post- sold services and credit evaluation.

Article 10. The installation, rehabilitation and major maintenance of the ladder shall be carried out by the ladder manufacturing unit or by its units entrusted, agreed and granted by law.

The use unit, by its own authority, has been entrusted with the adaptation of the ladder by the law, and the ladder rehabilitation unit should, after the completion of the ladder transformation, produce relevant technical information, replace the ladder product brand, be responsible for the quality of the post-implementation gradient and the quality of the safety operation.

Prior to the installation, adaptation and construction of major maintenance units, the location's quality technical oversight component should be informed in writing that the construction would be possible.

The ladder's installation, adaptation, major maintenance operations cannot be redirected or subcontracted.

Article 12. The installation, adaptation and major maintenance processes should be monitored by the ladder test inspection body; the supervision of the test was 30 days after the testing was qualified, the construction unit should transfer relevant technical information to the user units.

Non-delivery of inspection or inspection tests is not qualified.

Article 13 provides for the upgrading and maintenance of the ladder and should have a product quality certificate that needs to be tested in a manner that should be validly tested. Prohibition of non-qualified parts.

Chapter III Use of ITU

Article 14. The ladder use unit should guarantee the safe use of the ladder.

The ladder use unit is determined in accordance with the following provisions:

(i) The new installation of the ladder was not transferred and the construction units were used;

(ii) Self-administered and ladder ownership units;

(iii) To entrust the business sector with the management of the business sector, which is the user unit;

(iv) Shared property rights, the owner shall determine the use unit through written agreements;

(v) The gradient owner's rent, borrower or transfer of the right to use the ladder's places should be determined through written agreements;

The ladder of the use unit has not been identified and cannot be used. The Government of the People's Government and the Street Office should promote the identification of use units by the ladder owner.

Article 15. The ladder use units shall perform the following safety management responsibilities:

(i) A security manager with a witness to the operation of special equipment;

(ii) The establishment and long-term preservation of the ladder's security technical archives;

(iii) To post an effective safety test qualification mark within or from the entrance;

(iv) The name of the ladder's use unit, the security concerns and warning signs used by the ladder, emergency relief calls, the name of the daily maintenance unit, emergency and complaint telephones, and the maintenance of the contact between the ladder emergency police units and relief services;

(v) To monitor and cooperate with the installation, rehabilitation, major maintenance and day-to-day maintenance of ITU;

(vi) Develop ladder emergency response measures and advance cases and organize regular exercises;

(vii) Suspension of use and timely processing when gradient accidents are found;

(viii) The failure of the ladder has resulted in the hardship of the passengers, the prompt organization of relief and timely reporting in accordance with the provisions;

(ix) In the event of an accident by the ladder, in a timely manner, the organization of drainage, rescue, protection of the accident site, and the reporting of the quality technical oversight department or the related sector within one hour;

(x) Other safety management responsibilities under laws, regulations and safety technology norms.

Article 16

(i) The day-to-day inspection of the ladder operation and the record of the daily use;

(ii) The custody, use of the ladder-specific keys;

(iii) Oversight of routine maintenance and signature of maintenance records;

(iv) Coordinate the ladder test process;

(v) The immediate suspension of use and reporting on the head of the use unit when the ladder was found to suffer from accidents;

(vi) Other safety management responsibilities under laws, regulations and safety technology norms.

Article 17 ITU use units shall be registered to the location's quality technical oversight services within 30 days prior to their use or after the use of the ladder.

Changes in the use of units should be transferred by the former use units to the full security technical archives and to the safety test qualification mark, and the new use units should be processed by the location's quality technical supervision sector within 30 days of the transfer of ladder.

Article 18 ladder use units should be discontinued at the ladder's entrance and should be posted at the ladder's entrance and take security measures; the use of units should take place in the event that the ladder is using more than one year or more than one fixed-term test date.

In one of the following cases, the ladder use units may apply to the ladder test body for technical evaluation:

(i) The use period for more than 15 years;

(ii) The frequency of failure affects normal use;

(iii) The use unit considers it necessary to update, renovate and repair major.

Article 20, after receiving a request for security technical evaluation, ITU should form an expert evaluation team to evaluate and report on a safety-technical evaluation within 30 working days.

Article 21 ITU use units are responsible for the implementation of the ladder's daily operation, maintenance, concealment, testing, safety and technical evaluation.

Article 2 provides for the upgrading, rehabilitation and major maintenance of the residential ladder, which is assumed by the ladder's owner, and may be charged in accordance with the relevant management provisions of the funds earmarked for maintenance.

Article 23. The existence of serious accidents that cannot be eliminated, the lack of rehabilitation, maintenance value, should be reported in a timely manner, and the write-off procedure for the quality technical supervision of the location within 30 days of the expiry of the report.

Article 24 should be followed by the right use of the ladder by the ladder's passengers in compliance with the requirements of the ladder's safety attention and warning signs. No:

(i) The ladder of an express irregular situation;

(ii) The opening of the ladder layer by non-safe means;

(iii) To dismantle, damage the ladder components and their subsidiary facilities;

(iv) The use of the ladder to transport overloaded goods in excess of quantity;

(v) Other acts that endanger the safe operation of the ladder or endanger the safety of others.

Chapter IV Daily maintenance of ITU

Article 25 ITU should entrust the licensed unit with the maintenance of the ladder on a daily basis and contract.

The ladder use units in the public transport area, such as sea, vehicle stations, airports, should be delegated to the ladder manufacturing unit or to the manufacturer's units, which are entrusted, agreed and licensed by law.

Article 26

The day-to-day maintenance operation shall not be redirected or subcontracted.

Article 27 states that businesses outside the province engage in the day-to-day maintenance operation in the city should establish fixed office premises and be equipped with the corresponding operating staff in the city, and be backed by the municipal quality technical supervision sector.

Article 28 should perform the following functions:

(i) Develop a daily maintenance programme to establish an on-site management system;

(ii) The development of emergency relief advance cases, and a response exercise was conducted at least half a year against different categories of ITUs maintaining the maintenance of the unit;

(iii) The establishment of 24 hours of maintenance of duty telephones, the timely arrival of on-site, the exclusion of failures and the recording of records, after notice of failure;

(iv) Establishment of a daily maintenance file for each cradle, with the archives being kept for at least four years;

(v) Safety education and training for routine maintenance personnel;

(vi) The discovery of spoilers of accidents and the written notification of the ladder's use unit, which is hidden by serious accidents, and the quality technical supervision of the reporting location;

(vii) Coordinate the ladder test process;

(viii) Other responsibilities under legal, regulatory and security technical norms.

Article 29 ITU's day-to-day maintenance unit should report to the municipal quality technical supervision department on the day-to-day maintenance of ITU.

Chapter V ITU test

Article 33 introduces a system of regular testing for safety in the ladder, which is one year. There is no use without regular testing or testing of non-qualified gradients.

The ladder use unit shall apply for a test of one month prior to the regular test cycle. Changes in the daily maintenance units during the effective period of ITU safety tests should be made from 15 days from the date of entry into force of the daily maintenance contract to the test body to replace the safety test qualification mark.

Article 31 ITU test bodies and test personnel should conduct testing in accordance with safety technology norms, be responsible for testing findings, identification findings and supervision in the quality technical oversight sector.

Article 32 ITU should arrange a test within 10 working days of the date of receipt of the regular test application and test reports within 10 working days of the completion of the test. Tests are qualified to issue a safety test of qualified symbols; the test of the occurrence of accidents and the suspension of the use of the unit should be communicated in writing.

Article 33 ITU test bodies found one of the following cases and should report immediately on the quality technical oversight component of the location:

(i) The existence of severe accidents by the ladder;

(ii) The ladder has been subject to monitoring tests or regular tests, and has not been renovated or modified to remain unqualified within the prescribed period;

(iii) In violation of the safety-technical norms, the installation, adaptation, major maintenance and day-to-day maintenance activities are carried out.

Chapter VI Oversight inspection

Article 34 of the quality technical supervision sector conducts safety inspections for gradient production, use, day-to-day maintenance and testing, with a focus on safety inspections for the ladder of public assembly sites.

Article XV of the quality technical supervision sector found violations of the ladder's legal, regulatory and security technical norms, or the presence of accidents in the ladder should send a safety inspection directive on special equipment; identify serious accidents should be taken in a timely manner and report to the Government of the same people, senior management, and inform other relevant departments.

The quality technical oversight sector should establish the ladder's day-to-day maintenance security credit evaluation system, establish credit files and publish credit evaluation findings in accordance with the law.

The management, such as quality technical supervision, should establish an ladder security complaints reporting system to receive complaints about the concealment of the ladder accident and related offences and to deal with the law.

The management of quality technical supervision, safety and production supervision received reports of ladder accidents, which should be immediately removed from the field to organize rescue, verify accidents and report to the same-level people's governments, top-level management to investigate the matter under the law.

Chapter VII Legal responsibility

In violation of article 11, paragraph 2, of this approach, article 26, paragraph 2, provides for the rehabilitation, rehabilitation, major maintenance and day-to-day maintenance of operations, which are being converted by the responsibility of the quality technical oversight department and fined by over three million yen.

Article 40 ladder use units violate article 15, subparagraphs (c), (iv), of this approach, and do not perform the functions of security management, which is modified by the time limit of the responsibility of the quality-technical oversight branch; and the fines of over 2,000 yen by over 2,000 yen.

Article 40, paragraph 1, of this approach provides that units that have not been granted a licence under the law are entrusted with routine maintenance and are converted by the responsibility of the quality-technical oversight department, with a fine of more than three million dollars.

Article 42 (1) of the ladder's day-to-day maintenance unit violates article 26, paragraph 1, of this approach, which stipulates that the maintenance of maintenance is not in accordance with the norms of safety technology, and is subject to a fine of more than three million dollars.

Article 43 ITU's daily maintenance unit violates article 28 of this approach, article 29, article 29, which stipulates that the period of time for failure to perform the related duties or to report on the maintenance of the annual maintenance is being changed by the quality-technical supervisory authority; and that the period of time has not been changed, with a fine of more than two thousand dollars.

In violation of article 33, the ITU test body does not arrange for testing, reporting or the issuance of safety tests to be qualified by the quality technical supervision sector, which is subject to a fine of more than two thousand dollars.

Article 42 ITUS and their staff are lawfully disposed of by law when they play a role in the management of ladder safety, abuse of authority, provocative fraud, and constitute criminal liability by law.

Chapter VIII

Article 46

(i) The ladder refers to the drivers of the use of containers operating along the front-line track or the gradients operating along the fixed lines (to steps), either to be upgraded or in parallel transporters, electrical equipment for the goods, including the ladder, an automatic gradient and an automated trajectory.

(ii) Maintenance on a daily basis means routine maintenance and maintenance work, such as clean, lucrative, adapting and reversing the ladder and inspection. Among them, clean, luxury does not include the disintegration of components; the adaptation and replacement of flammable items will not change any gradable efficacy parameters.

(iii) Major maintenance refers to the need to complete repair activities by adapting or updating major structural components, as well as activities for the overall repair of institutions (washing systems) or control systems. Significant post-harvest gradient parameters do not change technical indicators.

(iv) Restructuring means activities that change the ladder structure, institutions (washing systems) or control systems, leading to changes in the ladder's parameters with technical indicators.

Article 47 does not apply to the home or to individuals themselves using the ladder.

Article 48 is implemented effective 9 November 2012.
