    (E) to enjoy the work treatment under the people's Governments at the corresponding levels.

    14th staff perform their duties according to law, not because of the contents of the opinions, suggestions or criticism and be held accountable.

Counselor of the 18th working institutions, in addition to the implementation of the Ordinance article 15th duties, shall perform the following duties:

(D) to develop the staff officer of the people's Governments at the corresponding level work planning, the people's Governments at the corresponding level for approval;

    (E) undertake other matters assigned by the people's Governments at the corresponding level.

19th staff officer personnel in party and Government organs, public institutions and State-owned enterprises, employment remains in the original units.
