Management of public safety video information systems in Glin Province

(Summit 8th ordinary meeting of the People's Government of Glin, 11 October 2012, to consider the publication, effective 1 January 2013, of the Decree No. 236 of 17 November 2012.

Chapter I General

In order to strengthen the management of the public safety video information system, to maintain public safety and social order, and to develop this approach in line with the relevant laws, regulations and regulations.

Article II refers to the public safety video information system that uses video surveillance equipment and technology for the purpose of maintaining public safety and systems for the collection, transmission, demonstration and processing of images of sites and departments involved in public safety.

Article 3. Planning, construction, use and management of public safety video information systems in the administration of this province.

Article IV builds and uses public safety video information systems should be guided by the principles of integrated planning, resource sharing and legitimate use.

Article 6

The Integrated Governance Office of Social Security, the Development Reform, Finance, Planning, Urban and Rural Construction, Transport, Industrial Informationization, Quality, Electricity, Communication Management and others should be able to carry out the construction, management, oversight of public safety video information systems within their respective responsibilities.

Article 7. Construction of a public safety video information system involving national security, commercial secrets should be implemented in accordance with the relevant national provisions.

The use of public safety video images information systems should not disclose State secrets and commercial secrets and should protect the privacy and other legitimate rights of citizens.

Chapter II Planning and construction

Article 8

More than the people at the district level should be constructed in accordance with public safety video information systems in the integrated planning area and to make full use and integration of existing resources and avoid duplication of effort.

Article 9. The following places and rankings involved in public safety should be established with a public safety video information system:

(i) Attendance of news units, such as radio, television and TV;

(ii) The location of telecommunications, postal and financial units;

(iv) The heads of social public service units, such as energy facilities, water facilities and urban water, electricity, fuel, heat supply;

(vi) Significant scientific research units, schools and kindergartens, hospitals, tourist sites, parks, airports, terminals (ports), border crossings, vehicle stations, parking sites;

(vii) Giving of large-scale public transport vehicles such as urban public transport vehicles, passenger vehicles and passenger ships;

(viii) Cultural sports places, squares, priority material protection units, museums, archives, exhibitions, municipal corridors, main public corridors and entrances to the streets;

(ix) The main public corridors and entrances for major medium-sized commercial networks, large-scale meals, theatres, recreational sites, hotels, Internet access sites.

Other units, organizations and individuals are encouraged to install public safety video images information systems in places outside article 10 of this approach.

The following places and departments prohibit the installation of public safety video information systems:

(i) Medical facilities, such as hospitals, nursing homes;

(ii) hotels, guest houses in the hotels and recreational sites;

(iii) Collective accommodation rooms;

(iv) Public sterile, probationary, more clothing and rest rooms;

(v) Public bathrooms, public health;

(vi) The location of personal information, such as financial, insurance, securities institutions;

(vii) The location of expressions of personal will can be observed in the vicinity of the electoral box, the polling point;

(viii) Other places and places involving personal privacy.

Article 11 establishes outdoor advertisements, set-up lines or other facilities without prejudice to the normal functioning of the public safety video image information system that has been legally installed.

The activities set out in the previous paragraph confirmed that the system could be rebuilt or transported because of the need for special circumstances to ensure the proper functioning of the public safety video information system.

Article 13. The installation of a public safety video image information system, where its buildings belong to the new construction, alteration and expansion project, should be constructed in parallel with the main works and be used.

Article 14. Building public safety video information systems should be in line with national and industrial technical requirements. Building units can use different levels of technical requirements based on different monitoring purposes, scope and functions.

Within 15 days from the date on which the Public Security Service is seized, the necessary technical guidance should be found on the ground.

Article 18 requires the removal of facilities, equipment related to the public safety video image information system and the removal of units shall inform the local public security authorities within 7 days of the removal.

Public security authorities should deal with information systems in a timely manner.

Article 19 provides for the installation of a public safety video image information system in public places and in the prescribed ministries, which should be clear. The location of the equipment collected and the range of collection should be in line with the technical requirements designed by the system and should not be subject to arbitrary changes.

Chapter III Maintenance and use

Article 20 Public safety video images information systems are maintained by the use unit and may also be delegated to specialized agencies.

Article 21 Maintenance of public safety video images information systems shall be subject to the following provisions:

(i) Establish functioning maintenance, safety inspections and emergency response systems;

(ii) The public safety video information storage period is not less than 15 days;

(iii) Registration of information-recorded personnel, distributors, time-consuming, user-relevant and referrals;

(iv) Regular inspections of public safety video images information systems, which should be rehabilitated immediately as a result of failures.

No unit or individual shall be:

(i) To deny and impede the use of public safety video information systems and information materials by the relevant Government departments;

(ii) Theft, destruction of facilities, equipment and equipment for the public safety video system;

(iii) Removal, concealment and destruction of the original records of the information of the images within the time period of time;

Chapter IV Legal responsibility

In violation of this approach, a public safety video image information system should be constructed without construction, with a time limit for public security authorities, and a fine of up to 1000 United States dollars in excess of 500,000.

In violation of article 10 of this approach, the construction of a public safety video image information system and related equipment is to be dismantled by public security authorities; the rejection of the demolition; and the imposition of a fine of more than 500,000 dollars.

In violation of article 11 of this approach, the placement of outdoor advertisements, construction lines or other facilities that impede the normal operation of public safety video images information systems is restructured by public security authorities; and the refusal to reproduce fines of up to 1000 dollars.

In violation of article 14 of this approach, the construction of a public safety video image information system is not in accordance with national and industrial technical requirements, which is being corrected by a public security authority, and the refusal to reproduce, with a fine of over 1000 dollars.

In violation of article 18 of this scheme, the removal of public safety video images information systems is not notified within the prescribed time frame for public security authorities, which is fined by more than 500 thousand dollars in the Public Security Service.

In violation of article XXI of this approach, the period of time being transferred by the public security authority is correct; the delay is not rectified, with a fine of more than 1000 dollars.

Article 37, in violation of article 22 of this approach, is corrected by a public security authority and fine of up to 500,000 dollars.

Article 338 violates the provisions of this approach, which fall within the scope of the laws, regulations and regulations such as the Criminal Code of the People's Republic of China, the Law on Justice Management of the People's Republic of China, the Regulations on the Management of Recreation Places, the Internal Security Control of the Career Unit, which are governed by law by public security authorities.
