Safeguarding the management of ITU

(Summit 8th ordinary meeting of the Government of the Community of 14 November 2012 to consider the adoption of Decree No. 129 of 22 November 2012 No. 129 of 22 November 2012 of the Order of the Government of the Community, which came into force on 1 January 2013)

Chapter I General

Article 1, in order to strengthen the ladder security monitoring management, to prevent and reduce the ladder's safety accidents and to secure the lives and property of the people, to develop this approach in line with relevant legislation such as the State Department's Safety Monitoring Regulations on Tropical Equipment, the Surang Province Safety Monitoring Regulations.

Article 2 engages in the production of the ladder (including manufacture, installation, rehabilitation, maintenance), sale, use, routine maintenance, testing and monitoring management within the city's administration and should be in compliance with this approach.

Article 3 is the administrative authority for the management of ladder safety oversight in the current administrative region, in the city and in the city (at the district), in the sector's quality technical supervision.

Sectors such as construction, housing, escort, public safety, business and business should be jointly managed in accordance with their respective responsibilities.

Article IV. The specialized equipment test body (hereinafter referred to as a test body) should conduct ITU test tests in accordance with the law and assume legal responsibility for their testing findings and the identification of conclusions.

Article 7 units such as schools, social groups, industry services, ladder-to-day maintenance should be introduced in legal regulations and awareness-raising, universal access, advocacy for civilization multipliers, public safety awareness and self-protection capacity.

The media, such as radio, television, newspapers and networks, should carry out public information campaigns on ladder safety.

Chapter II Production and marketing

Article 8. The ladder production units should be responsible for the ladder's safety and energy efficiency indicators and should not produce gradients that are not in compliance with safety-efficient requirements and energy efficiency indicators.

(iii) The upgrading of the ladder, the routine maintenance unit shall not renovate it, the day-to-day maintenance operation or subcontract.

(iv) The dismantlement of the ladder should be entrusted with the corresponding installation of units and the conclusion of security construction contracts and the development of safe demolition programmes.

Article 12. When construction units are selected, installed and delivered to the ladder, the following provisions should be observed:

(i) The ladder of the acquisition of a corresponding pool of qualified enterprises, with product qualifications, should be tailored to the building structure, the use of demand, and the selection of the residential ladder should also be in line with the National Housing Design Guidelines.

(ii) The installation of the ladder is carried out by units that have the corresponding qualifications and ensure that its installation is tested by the ladder inspection body.

(iii) The transfer of complete technical files to the user units, the full quality certificate, and the provision of a warning note or warning signs of security use.

Chapter III Use

Article 13. The ladder shall be registered by the use of the unit and shall not be used by the registered ladder.

The ladder use units are determined in the following ways:

(i) The owner's own management and the use of the unit is the owner.

(ii) The owner entrusts the enterprise or other units of the agent with the operation or the use of the unit for the enterprise or other units entrusted to it.

(iii) The new installation of the ladder was not transferred and the use of the unit was a project-building unit.

(iv) The ladder of multiple titles is explicitly used by the owner through written agreements.

(v) The owner's rental of places containing the ladder shall agree on a leased artificial ladder use unit in the lease contract, otherwise the ladder use unit is the owner.

It was not possible to clarify the ladder's use units, and the ladder's Government, the street offices should urge their owner to identify the use units or to designate the business sector as a user unit.

Article 14. The ladder use units shall ensure that they operate in a safe manner and perform the following duties:

(i) The development of a management system for the safe use of ladder and the establishment of a ladder security technical file.

(ii) To post effective safety symbols in a prominent ladder, including the safety test of qualified symbols, the need for safe use, the use of unit contacts and contact, emergency relief calls, etc.

(iii) Provide qualified ladder operators based on the use of places, use and security needs.

(iv) Identification of professionals in the custody, use of the ladder Delta key to ensure the safety and reliability of systems such as fire firefighting, posters.

(v) To ensure environmental requirements such as ventilation, temperature, humidity and care for the safe operation of the ladder. The ladder of special environments such as fire protection sites and construction works should also meet the corresponding management requirements.

(viii) Ensure that gradients are used after a safety test, and that new ladder should send the relevant information to build administrative authorities.

(ix) Other responsibilities under legal regulations.

Article 15: The following public places and new residential elevators should be equipped with a ladder safety operation system with functional parameters and effective networking with the ladder's day-to-day maintenance units:

(i) Schools, kindergartens, childcare institutions and medical institutions.

(ii) Squads, parks, bridges, man-day bridges, human tunnels, airports, fire stations, passenger terminals, bus stations, orbital traffic sites, public parks.

(iii) Tradefields, supermarkets, guests, artefacts, commodity trading markets, meals and recreational places.

(iv) Sports sites (consultations), exhibitions, theatres, concerts, archives, libraries, museums, philanthropies, science and technology premises.

(v) Other public places provided by the Government of the city.

The ladder safety operation standards are developed separately by the commune.

The home ladder, which was already in operation, should be upgraded to the ladder safety operation system.

In one of the following cases, the ladder use units may apply to the testing body for the ladder safety assessment:

(i) The ladder uses more than 10 years;

(ii) The high rate of failure and the impact on safe use;

(iii) Other cases requiring ITU safety assessment.

The assessment concluded that it could serve as one of the basis for the application for special maintenance funds for the use of housing.

Article 17 provides for the upgrading, rehabilitation and major maintenance of the residential ladder, which is assumed by the ladder's owner and is included in the special maintenance fund for the home; the mobilization and use of funds has not been paid for special maintenance funds or balances; and the mobilization and use of funds has been developed by the urban and municipal (zone) people.

Incomes such as gradient-related advertising operations should be given priority to upgrading, major maintenance and routine maintenance.

Article 18 is one year of the regular test cycle of ITU. The inspection fee is carried out in accordance with the standards approved by the provincial price and the financial sector.

The ladder use unit shall submit a test application to the test body within the previous month of the ladder safety test. The ladder test date is unchanged, in addition to the relevant responsibilities under the law.

Article 19 The ladder's use unit should be equipped with the ladder's safety management in accordance with the ladder's quantity and use. One area for the management of goods should be at least one hydro security manager.

ITUS should perform the following responsibilities:

(i) The performance and management records of the ladder and the supervision of the daily maintenance unit of the ladder to conduct quality inspections and related maintenance, failure and accident records.

(ii) Oversight of the regular screening and maintenance of ITU units.

(iii) The finding that the safe concealment of the operation of the ladder requires the cessation of the use of the proposal to the head of the unit; the decision to cease its use without delay and to report on the timely organizational changes of the head of the unit.

Article 20

(i) In violation of the ladder safety alert marking.

(ii) The ladder of an express non-security situation.

(iii) The opening of the ladder layer by means of non-normality.

(iv) The dismantlement, destruction of the ladder's safety test qualification, the need for safe use, warning marking, reporting of police units and security control of the ladder's safety components.

(v) The delivery of heavy goods or the use of super-loading.

(vi) Children who are not escorted by the guardian are in a separate ladder.

(vii) Other multipliers that endanger the safe operation of the ladder or the security of the person.

Article 21 has one of the following cases:

(i) The existence of serious accidents that cannot be eliminated, without renovation, maintenance value; (ii) the requirement for time limits for the use of safety technology norms, standards, design documents;

(iii) The legal provisions stipulate other circumstances that require release.

Chapter IV Daily maintenance

Article 23 units engaged in the day-to-day maintenance of ITU shall be in compliance with the following conditions:

(i) The corresponding qualifications;

(ii) There are fixed office premises in the city, the necessary office conditions, with corresponding operational staff, with a fixed link and maintaining the value of 24 hours;

(iii) The establishment of a sound safety quality assurance system, a management system, such as the management of the safety quality responsibilities of managers, the safety operation schedule, the security quality inspection appraisal system.

Article 24 should establish a routine maintenance plan and maintain maintenance records in accordance with safety technical norms. The maintenance record is not less than four years.

Article 25. The ladder's daily maintenance unit should assume a prominent place in the ladder's day-to-day maintenance, indicating the name, urgency and complaint telephones of the unit.

Article 26

(i) The discovery of gradients that are not in compliance with safety technical norms, the existence of accidents should be communicated in writing to the use units; the existence of serious accidents should be accompanied by reports to the quality sector.

(ii) Disadvantages in a timely manner should be notified in writing of the suspension of the use of the ladder; the use of units without justification for refusing to cooperate should be reported to the parent department.

(iii) There shall be no use of undocumented and non-resident personnel for the day-to-day maintenance of the ladder, and the maintenance of the ladder should be accompanied by a certificate of operator.

(iv) A detailed record of the failure of the ladder and the delivery of the quality sector in accordance with the provisions.

Article 27 should establish a sound management system for the effective application of the ladder safety operation alert system and control and supervision of the quality of the day-to-day maintenance of ITU.

Article 28 Voice Maintenance Units in the field are engaged in day-to-day maintenance activities in this city, and should be processed in the city or in the city (the district).

Chapter V Emergency management

Article 29 Towns and municipalities (at the district), the people of the region should establish a coordination mechanism for gradient accidents and major hidden emergencies.

The Government of the town, the street office should coordinate, in a timely manner, social contradictions in the ladder accident and severe accidents.

The quality sector should establish and guide the operation of the ladder's social network for emergency relief, as well as the timely and effective relief of the ladder's security emergencies.

Article 33 ITU use units, routine maintenance units should develop ladder emergency prestiges and organize emergency operations in accordance with safety technology norms.

Upon completion of the on-site rescue, the ladder's daily maintenance unit should be screened for the ladder, excluding the delivery of the failure.

Chapter VI Oversight management

Article 33 should enhance the management of ITU safety oversight and perform the following duties:

(i) Accreditation units to implement the ladder safety operation requirements and the safety management responsibilities.

(ii) A sample of inspection findings and findings of the inspection body.

(iii) Other safety oversight responsibilities under legal regulations.

Article 34 should establish a ladder safety inspection system, publish a telephone, accommodic address, receive reports on ladder manufacture, installation, rehabilitation, maintenance, day-to-day maintenance, use units and inspection agencies' violations and the concealment of the ladder accident, and address them in a timely manner.

Article 37 found one of the following cases in the conduct of security supervision management and should be transferred to the administrative authorities, such as the home, the construction, etc.:

(i) The ladder manufacturing unit is not in accordance with the conditions and technical regulatory requirements of the State and requires the removal of the relevant evidence or approval of the content.

(ii) If the ladder's daily maintenance unit is not in accordance with the condition that the licence has been withdrawn, the relevant notice or approval of the content is required.

(iii) Non-implementation of the ladder's responsibility for the management of safety or the refusal to obtain a safety inspectorate will require accountability or treatment of the qualifications of the ladder use units.

(iv) The non-performance of security management responsibilities by the ladder use units requires accountability.

(v) The quality of the ladder construction work affects the installation of the ladder and requires accountability.

(vi) The choice of the residential ladder is not in accordance with the requirements of the Housing Design Guidelines.

(vii) There are violations of the provisions of the law.

Article 338 Testing agencies should have access to legal qualifications to engage in the ladder safety test.

Testers involved in the ladder safety test should be able to conduct the testing process with the inspection qualifications of the management of special equipment safety monitoring in the Department of State.

Article 39 Testing agencies have found safety hiddens in the implementation of safety tests and should be informed in writing. It was found that the ladder operated with severe accidents and should be informed in writing of the immediate measures taken by the ladder's use units to stop their use and to report on the quality sector in a timely manner.

Chapter VII Legal responsibility

Article 40 provides for a violation of the provisions of this approach, which is prescribed by law, legislation and regulations.

Article 40 of the ladder manufacture unit is in breach of article 9 and Article 10 of this approach, which is modified by an order of responsibility of the Principality Department, with a fine of up to €50 million over the previous period.

Article 42, gradient rehabilitation, maintenance units violate article 11, paragraph 3, and Article 4, of this approach by fines of up to 1 million dollars in the Office of the High Commissioner for Human Rights; in the event of serious penalties of up to 3,000 dollars.

Article 44 ITU use units violate the provisions of article 14 of this approach and are subject to a fine of up to $20,000 for the duration of the Principality Department.

Article 42 ladder use units violate the provisions of article 15, paragraph 1, of this approach, which is modified by the time limit of responsibilities of the Principality Department, which is terminated by an end to the use of PPWT, with a fine of over 2,000 dollars.

Article 46, the day-to-day maintenance unit of the ladder, in violation of article 23, paragraphs 1, 2 and 2, of this approach, is being corrected by a responsibilities order of the Principality, with a fine of up to €50 million.

Article 47 of the ladder's day-to-day maintenance unit violates article 24, article 25, article 26, article 4, and article 27 of this scheme, which is subject to correction by the Principality Department, and has been fined by over 5,000 yen.

Article 48 Eighteen-day maintenance units violate the provisions of article 26, paragraph 3, and article 31, paragraph 2, of the present approach, which is being corrected by an order of responsibility in the quality sector, with a fine of up to 1 million dollars.

Chapter VIII
