Decision of the Government of the Shanghai City to amend the Science and Technology Award of the Shanghai City

(Summit No. 157 Permanent Meeting of the Government of the Shanghai City of 26 November 2012 to consider the publication, effective 7 January 2013, of Decree No. 95 of 7 December 2012, of the People's Government Order No.

The Government of the city has decided to amend the Science and Technology Award of the Shanghai City as follows:

Article 1 amends as follows:

To encourage individuals, organizations that contribute to scientific and technological progress activities in this city, to mobilize the active and creative nature of science and technology workers, to accelerate the development of science and technology in the city, and to promote the city of Chua, to develop this provision in accordance with the National Science and Technology Approval Regulations, the Shanghai City Science and Technology Progress Regulations.

The Shanghai City Science and Technology Award includes six categories:

(i) Science and technology merit awards;

(ii) Advantage Award for Youth Science and Technology;

(iii) Natural science awards;

(iv) Technical invention awards;

(v) Science and technology progress awards;

(vi) International Prize for scientific and technical cooperation.

The science-technical award is evaluated every two years, with no more than two awards each. The award for the outstanding contribution of young people to science and technology was evaluated every two years, with no more than 10 awards per grant.

Natural science awards, technology invention awards, scientific progress awards, and the International Science and Technology Cooperation Award are evaluated annually.

Natural science awards, technology invention awards, science and technology progress awards are divided into one such award, two awards and three levels. Citizens, organizations or organizations that make special scientific discoveries or technological inventions, or citizens, organizations that have made a particularly significant contribution to scientific and technological works, plans, projects, etc., can award such awards.

ACHIEVEMENTS

The Youth Sexist Award awarded the application for a science and technology worker who was less than 45 years on 1 January and is in compliance with one of the following conditions:

(i) Basic research categories: significant scientific discoveries for research on the basis of natural science;

(ii) Technical development and industrialization: creation or key technological breakthroughs in applications for technical research and industrialization, or salient contributions in science and technology diffusion;

(iii) Enterprise innovation entrepreneurship categories: contribution to the innovation of new technologies in the city and the creation of significant economic benefits or social benefits.

After the amendments to the above-mentioned provisions, the order of the remaining provisions was adjusted accordingly.

This decision has been implemented effective 7 January 2013. The Scientific and Technical Award of the Shanghai City was re-published in accordance with this decision and adjusted accordingly.

Annex: Scientific and Technical Awards of the Shanghai City (Amendments of 2012) (published on 22 March 2001 by the Government of the people of the Shanghai City, pursuant to the Decision No. 67 of 11 January 2007 of the People's Government of the Shanghai City to amend the provisions of science and technology incentives for the Shanghai City) for the first amendment to the Decision No. 95 of 7 December 2012 and releasing the Decision of the Shanghai People's Government to amend and make public the second amendment to the provisions of the Shanghai Science and Technology Award)

Article 1 (Deputy and basis)

To encourage individuals, organizations that contribute to scientific and technological progress activities in this city, to mobilize the active and creative nature of science and technology workers, to accelerate the development of science and technology in the city, and to promote the city of Chua, to develop this provision in accordance with the National Science and Technology Approval Regulations, the Shanghai City Science and Technology Progress Regulations.

Article 2 (Education of awards)

The Government of the city has established the “Support of Science and Technology in Shanghai”.

Article 3 (The principle of incentives)

Science and technology awards respect for labour, respect for knowledge, respect for talent, and respect for creative approaches, which uphold the principles of openness, equity and justice.

Article IV (Application and functions of the Commission)

The Government of the city has established the Shanghai City Committee on Science and Technology Awards (hereinafter referred to as an incentive committee), which is responsible for the guidance and management of scientific and technical incentives in the Shanghai City, and for the finalization of the award of awards by individuals and organizations (hereinafter referred to as recipients).

The selection of the Commission is presented by the Municipal Science and Technology Administration, which is approved by the Government of the city.

Article 5

The municipal science and technology administration is responsible for the management of the organization of scientific and technical incentives in Shanghai City.

The Urban Science and Technology Approval Management Office (hereinafter referred to as the Office of the Institution), which is based in the municipal science and technology administration, is responsible for the day-to-day management of scientific and technical incentives in the Shanghai City.

Article 6.

The Shanghai City Science and Technology Award includes six categories:

(i) Science and technology merit awards;

(ii) Advantage Award for Youth Science and Technology;

(iii) Natural science awards;

(iv) Technical invention awards;

(v) Science and technology progress awards;

(vi) International Prize for scientific and technical cooperation.

Article 7.

The following science and technology practitioners were awarded by the Science and Technology Award:

(i) A major breakthrough on contemporary science and technology or a valuable contribution to science and technology development;

(ii) The creation of significant economic benefits or social benefits in science and technology innovation, the transformation of scientific and technological outcomes and high-technical industrialization.

Article 8 (Assessment of the Award for Advantages of Youth Science and Technology)

The Youth Sexist Award awarded the application for a science and technology worker who was less than 45 years on 1 January and is in compliance with one of the following conditions:

(i) Basic research categories: significant scientific discoveries for research on the basis of natural science;

(ii) Technical development and industrialization: creation or key technological breakthroughs in applications for technical research and industrialization, or salient contributions in science and technology diffusion;

(iii) Enterprise innovation entrepreneurship categories: contribution to the innovation of new technologies in the city and the creation of significant economic benefits or social benefits.

Article 9 (Regional science awards)

The natural science awards are granted to citizens or organizations that make significant scientific discoveries in terms of natural phenomena, characteristics and regulations in basic research and application basic studies.

Article 10 (Assessment of technical invention awards)

The Technical Inventation Award grants citizens or organizations who use scientific and technological knowledge to invent major technologies such as products, processes, materials and systems.

Article 11 (Assessment of scientific and technological progress awards)

The Science and Technology Progress Prize awards the following citizens or organizations that have made a significant contribution in the application of the promotion of advanced scientific and technological outcomes, the completion of major scientific and technological engineering, plans, projects, and the creation of significant economic benefits or social benefits:

(i) In the implementation of technical development projects, major technological innovation, the transformation of science and technology outcomes or the diffusion of high-technical industries;

(ii) In the implementation of socio-public projects, long-term scientific and technological base, public, universal work, and in practice tests and applications, have a greater social impact;

(iii) To complete major technological innovations in the implementation of major engineering projects and to ensure that major works meet the international level of advanced or domestic lead levels;

(iv) Stressed achievements in soft science projects for science and technology management, decision-making, and have an important impact on government policymaking and social development.

The Science and Technology Progress Award referred to in paragraph (iii) of the previous paragraph was awarded only to organizations.

Article 12

The International Prize for Scientific and Technological Cooperation awards to foreigners or foreign organizations that make a significant contribution to the scientific and technological cause of this city:

(i) To work with citizens or organizations in this city to study, develop and achieve significant scientific and technological results;

(ii) The transfer of advanced science and technology and the development of talent to citizens or organizations in the city is particularly significant;

(iii) An important contribution to promoting international scientific and technological exchanges and cooperation between the city and foreign countries.

Article 13 (Recommendations and individuals)

Individuals, organizations (hereinafter referred to as candidates) of the Science and Technology Award of the Shanghai City are recommended by the following units or experts:

(i) Governments of all regions and counties;

(ii) Committees, offices and offices of municipalities;

(iii) Other units and experts identified by the municipal science and technology administration for recommended qualifications.

Article 14.

The recommended units and experts should complete the proposal for a unified format to provide authentic and reliable evaluation materials and recommend an incentive office.

Article 15 (Option of the office's first instance)

The Office is responsible for the preliminary review of the recommended target audience of the Shanghai Science and Technology Award, which is in accordance with conditions, disaggregated by discipline and by profession.

Article 16 (Administ evaluation)

In accordance with the findings of the classification of first instance, the Office has organized different professional evaluation teams to evaluate the candidate. The professional evaluation team presented a hierarchy of awards and formed a professional evaluation team.

Article 17 (Opplication and objections of the findings)

Following the evaluation of the professional evaluation, the Office of the United Nations Instruction was published through the media and was seized of the matter of objection within 30 days of the date of publication. The views of the parties may be heard if necessary, including through colloquiums, hearings.

The disposition of the objection shall be carried out within 30 days of the date of the date of the admissibility, by individuals or organizations that will deal with the outcome.

Article 18 (Review and clearance)

The Office shall organize a review of the experts concerned after the publication of the outcome and the proceedings of the objection processing process.

After the review process, the Office should report the first instance, the evaluation of the professional evaluation team, the publication of the results of the initial review and the proceedings of the objection, the review results to the incentive committees, which are reviewed by the incentive committees.

Article 19 (Application and publication)

Upon finalization of the award targets, the award was approved by the Municipal People's Government in accordance with the prescribed procedures, by citizens, organizations of certificates and awards awarded by the Municipal Government, and by the Government of the Shanghai City.

Article 20 (Financing of funds)

The amount of the award of the Shanghai City Science and Technology Award was presented by the Municipal Science and Technology Administration in conjunction with the city's financial sector and was approved by the Government of the city.

The award for the Shanghai City Science and Technology Award is financed by the municipal finance.

Article 21

The applicant's discovery, inventation or other scientific and technological results in theft, false, intrusive possession, inventation or other scientific and technological outcomes, or, by other unjustifiable means, deceived the Shanghai City Science and Technology Award by the municipal science and technology administration.

Article 22 (Provision of unlawful conduct of recommended units)

The recommended units provide false data, material and assist others in decepting the Shanghai Science and Technology Award, which is criticized by the municipal science and technology administration; in serious circumstances, the suspension or removal of their recommended qualifications; and entrust the competent and other direct responsibilities with direct responsibility to the competent authorities in accordance with the law.

Article 23.

Experts and staff members who had left behind in the evaluation of the Shanghai City Science and Technology Awards were removed from their eligibility to participate in the evaluation activities and were criticized; and administrative disposal was given to serious staff members.

Article 24 (Day of entry into force and rescindation)

This provision has been implemented effective 1 April 2011.

The award for scientific and technological progress in the Shanghai City, published by the Shanghai People's Government on 25 December 1985, was also repealed.
