Modalities for the implementation of Public Institutions Regulations in Sichuan Province

(Adopted by the Government of the Sichuan Province at its 116th ordinary meeting, held on 19 November 2012, No. 262 of 18 December 2012 for the publication of the Government Order No. 262 of 18 December 2013, effective 1 January 2013)

Article 1 establishes this approach in order to implement the State Department's Ordinance on Public Institutions.

Article 4 states that all or parts of the fiscal funds are used by State organs, business units and group organizations (hereinafter referred to as “public institutions”).

Article 3 allows the supervision of the management of public institutions throughout the province of the heads of departments that are able to work in the management section. Agencies working in the management of the provincial government are responsible for advancing, guiding, coordinating and overseeing the functioning of public institutions throughout the province, under the leadership of the provincial management section.

Agencies responsible for the administration of affairs at the local government level above are responsible for the supervision of the management of public institutions at this level and for the guidance and supervision of public institutions.

The authorities at all levels of the system, such as education, science and technology, culture, health and sports, are able to work under the guidance of the agencies working in the same management bodies.

The following vertically managed provincial departments are deployed in accordance with the uniform deployment of provincial government management agencies to carry out the work of public institutions within the system.

Article IV. Governments of the local population at the district level should strengthen organizational leadership for the work of public institutions, establish a coordination mechanism for the work of public institutions, increase financial inputs for the rehabilitation of public institutions, and integrate the provision of public institutions in the integrated budget of institutions working in the management of government services.

Article 5 agencies working in the management of the local people's government at the district level should conduct public agency festivals with the counterparts concerned to promote, educate and educate and promote scientific knowledge.

Public institutions should put in place regulations that are administered by the Unit, carry out festivals to promote education and job training, raise awareness, develop energy-efficient practices and increase the level of management.

The media should promote the legal, regulatory, regulatory and policy of public institutions to play an advisory role.

The heads of public institutions are fully responsible for the functioning of this unit. Sections of public institutions are in place with the objective responsibilities and the archaeological evaluation system, which incorporates the objective management of energy efficiency, with the objective of completing them as part of the evaluation of public institutions and their heads, with a specific approach being developed by institutions working in the management of the local people's administration services at the district level, with the approval of the Government of the current people.

Article 7. Agencies working in the management of the local people's government at the district level should be aligned with the same sector and be able to plan and plan for the medium- and long-term specialization of the sections of the Government of the people at the grass-roots level, to develop a section of public institutions that would plan energy efficiency and indicators that could be identified in order to achieve the implementation of public institutions at this level.

Public institutions should develop annual energy efficiency targets and implementation programmes in the light of the characteristics of this unit and the status of the previous year, as well as the institutional desks for reporting on the work of the management bodies of the current people.

Article 8. Agencies working in the management of the local people's government at the district level should develop energy consumption standards based on energy consumption in the same sector, in accordance with their management authority, based on the combined levels and characteristics of energy consumption in different industries, different system public institutions.

Public institutions should strengthen energy consumption management and use energy within energy consumption levels; energy consumption beyond energy consumption and energy use should be explained to agencies working in the management organs of the current people.

Article 9 agencies working in the management of the provincial government should establish, with the relevant departments, a platform for the management of information on energy consumption in public institutions, monitor energy consumption in real time, regularly statistically and inform the energy consumption of public institutions throughout the province.

Public institutions should put in place a system of energy consumption statistics, design and assessment, according to the State's statistical scope, indicator calibration, calculation and assessment criteria, to designate specialized persons to document the original data on energy resource consumption, to establish a statistical desk, to conduct an analysis of the energy consumption situation, to submit the previous annual report on energy consumption to institutions working in the management of the people at this level, and to be responsible for the authenticity of the content of the report.

Article 10 Public institutions should conduct technical and economic evaluation of the operation of this unit, the operation of the equipment and the use of energy, in accordance with the provisions of the energy audit, and take measures to increase efficiency in energy use in accordance with the results of the audit.

Agencies working in the management of the local people's government at the district level should conduct a focused energy audit with the counterparts concerned, based on the state of energy consumption and oversight of public institutions.

Article 11 encourages public institutions to adopt a contract energy management approach, entrusting service providers with the provision of services such as the design, financing, adaptation, operation management, etc., for example.

Public institutions should enter into energy management contracts with the energy-efficient service agencies, agree on energy efficiency targets, clarify service content and provide institutional support for the work of the management body within 30 days of the signing of the contract.

A specific approach to the management of energy in public institutions is developed by institutions working in the management of the provincial people.

Article 12 Agencies working in the management of the local people's government at the district level should work with sectors such as development reform, finance, housing and rural-urban construction, to conduct surveys and analyses of the construction of existing buildings in public institutions, form of structure, use systems, energy consumption, etc., to develop existing construction-saving plans and to organize implementation.

Public institutions have been able to renovate into government investment project management and perform project approval procedures in accordance with the relevant provisions.

Public institutions encourage the use of renewable energy, such as solar, geothermal, wind, etc., when repairs are made to existing buildings.

Article 13. Public institutions should control the number and size of meetings, reduce the time of meetings and take full advantage of meetings, such as in-house and television calls, web videos.

Article 14. Public institutions should promote, use new technologies, new products, new materials, and phase out lagging products, equipment.

The directory of procurement by the Government of the Ministry of Public Procurement Monitoring will be developed and published in the relevant sectors.

Article 15. Public institutions shall take the following measures to reduce consumption:

(i) Enhanced pooling of resources, such as places, facilities and equipment;

(ii) The use of efficient energy lighting products through the independent control and sensitization of lighting power pathways;

(iii) The reasonable establishment of the number and time open by the ladder, with the exception of the third floor of the office;

(iv) In addition to special purposes, air conditioning temperatures are not less than 26°, and the winter is less than 20°C;

(v) The installation of water-efficient devices to enhance inspection and maintenance of water supply facilities;

(vi) The introduction of paperless offices and the promotion of reuse of office materials;

(vii) Establish a system of inspection of electricity;

(viii) Other measures of accessibility under laws, regulations and regulations.

Article 16 shall take the following measures to enhance the management of public service buses:

(i) Control of the quantity of vehicle maintenance and clean-up vehicles as prescribed;

(ii) Enhance efficiency in the use of centralized management, uniform movement control;

(iii) The establishment of vehicle oil pipelines, the implementation of hundreds of kilometres of oil classification control standards, the regular publication of single vehicles and fuel consumption, and a single vehicle accounting for fuel consumption and maintenance costs.

Article 17 recognizes and rewards for units and individuals that make significant achievements in the work of public institutions.

Article 18, in violation of the provisions of this approach, has been addressed by the People's Republic of China's Energy Act and the Public Institutions Sections Regulations.

In violation of this approach, public bodies have not sufficiently justified the use of energy over energy consumption, which is changing by institutional accountability for the management of the local people's government over the district level; misadjusted and informed; causing a serious waste of energy, following verification by institutions working in the management of the local people's government at the district level.

In violation of this approach, public institutions have one of the following acts, and institutions working in the management of the local people's government at the district level will be relocated to the same level of authority; and are not later rectified to inform:

(i) Failure to submit the previous annual report on the state of energy consumption or the content of the report is unrealistic;

(ii) There is no public agency festival to promote education and job training;

(iii) No provision of the energy management contract;

(iv) No single vehicle cost accounting for the cost of fuel consumption and maintenance was established.

Article 21 Staff of institutions working in the management of the local people's administration at the district level are one of the following acts in public bodies, which are governed by the law by the relevant organs of the competent and other direct responsibilities that are directly responsible;

(i) Failure to carry out the oversight functions of public bodies under the law;

(ii) Funding for corruption, exclusion and diversion of public institutions;

(iii) Other abuses of authority, omissions, provocative fraud.
