Modalities for the management of water hubs in the Province of Broad Orientale

(The 6th ordinary meeting of the Twelfth People's Government of the Great Britain and Northern Province, 15 July 2013, considered the adoption of Decree No. 190 of 25 July 2013, No. 190 of the Decree No. 190 of 25 July 2013.

Article 1, in order to strengthen the protection and management of the provincial hydrle hub, performs the integrated functions of the provincial water conservation, water supply, water distribution, shipping and electricity generation, and develops this approach in line with laws, regulations, such as the Water Law of the People's Republic of China, the People's Republic of China Hunger Act and the Water Engineering Management Regulations of the Broad Orientale province.

Article 2 Protection and management of the water-sole hub in the province, headed by the territorial Government's water administration authorities, is applicable.

Article 3 The provincial water hub management unit (hereinafter referred to as the hub management unit) is specifically responsible for the protection and management of the provincial water hub.

More than the people at the district level have developed reforms, land resources, planning, construction and environmental protection sectors, in accordance with their respective responsibilities, in the area of conservation and management of the provincial water hub.

Article IV

(i) The scope of the work management includes the water area covered by the land and land-covering line, such as the blocked dam, the Deputy dam, the power plant and its subsidiary facilities, the vessel gates, the flooding facilities and other productive living facilities;

(ii) The scope of the management of the treasury area includes the waters below the land and land-covering lines that have been processed outside the scope of engineering management.

Article 5 protects the scope of work protection and the scope of protection in the treasury area:

(i) The scope of engineering protection includes the extension of 200 metres beyond the management boundaries of the main blocks such as the gate dams, the dams, power plants, ship gates, and the extension of land and waters beyond 50 metres of the scope of the management of other dependent buildings;

(ii) The scope of protection in the treasury area includes land and waters between the top dams on the surface of the dam or the land levies above to the watershed.

Article 6. The scope of engineering protection and the scope of protection in the treasury area are governed by the Ministry's Government's water administration authorities to seek advice from the relevant departments of the province, the local people's Government and, after the demonstration, the Government of the province has approved.

The scope of engineering protection and land and waters within the context of conservation in the treasury area are integrated into the overall land-use planning and urban and rural planning.

Article 7

No unit or person shall be intrusive of land, waters within the province's management of the water hub. National construction needs to recover land within the framework of the provincial water hub management, with the consent of the territorial Government's water administration authorities.

The territorial waters within the framework of the provincial water hub protection are unchanged, but their development should be consistent with the relevant legal, regulatory and regulatory provisions.

The original water gates, pumps, pumps, drained water works, fire protection and other water facilities within the framework of the management and protection of the provincial water hub are governed by the original management units.

Article 8. The hub management unit should establish permanent boundaries with sectors such as the territorial resources of the Government of the Territory at the district level, in the area of management and protection of the range of borders in the province.

No unit or individual shall be allowed to move and destroy permanent boundaries.

Article 9. The hub management units should establish systems such as the maintenance of day-to-day maintenance, safe operation, emergency pre-reference, periodic security inspections of engineering facilities such as the block dam, the Deputy dam, the vessel's gates, the enhancement of the maintenance of electrical equipment, the timely detection and removal of security concealments and the safe operation.

In the event of a dangerous situation in the construction facility, the Privy Management Unit should take timely measures to remove the risk, report on the territorial Government's water administration authorities and inform the host people's Government and its relevant departments.

The Privy Management Unit should be rehabilitated in a timely manner as a result of damage caused by disasters such as flooding.

The operation of the provincial hydrle hub should be coordinated with the operation of the facility, such as water and shipping, which was downstreamed under the hub.

Article 10 The hub management unit shall prepare, subject to the planning design, defence of flood programmes and flood movement control programmes of the provincial hydrle hub, for the purpose of securing flood safety, a plan for the operation and protection of flood emergencies, with the approval of the provincial water administration authorities, the posting of the provincial anti-war command body and the transmission of the construction site, the county's defence authority. The movement control of the provincial hydrier, gate dams and other engineering facilities should be subject to the control command of the provincial command.

In developing the Movement Control Approval Plan and the Humun Emergency Response Profile, the Centre Management Unit should take fully into account the requirements of shipping, electricity generation and the integrated use of water resources.

In the case of emergency release or other sudden events, the hub management unit should be able to conduct safe early warning, and the relevant people and departments in the hub should organize work in accordance with the emergency pre-release cases, in accordance with the relevant security precautions, the prevention of piracy and mass relocation.

Article 11

In the context of emergency movement measures, such as drought prevention, water supply, response to emergencies, work hijacking and maintenance, the HN management unit should be informed in a timely manner of local preventive command, maritime and navigation management authorities, and that the operators, such as electricity, shipping, tourism, should take appropriate measures in a timely manner.

No unit or individual shall interfere unlawfully with the movement of the provincial water hub.

Article 12 Exclusive management in key work areas such as dams, electricity plants, ship gates, etc. in the province, is established by the Government of the people at the district level of the Principal Management Unit, which is declared by the Government of the people at the district level.

No unauthorized interference in the management of the hub is permitted without the consent of the hub management unit.

Article 13 dams, dams and axes, transport bridges are specialized channels for the management of the hub, and other motor vehicles are not allowed to travel without the consent of the hub management unit.

The need to use the dams, the dams and the axes, the transport bridges and the roads should be agreed by the hub management units.

It is prohibited to destroy vehicles that may result in road damage, such as dams, dams and axes, transport bridges, hard trucks and heavy vehicles.

Article 14. The use of the water supply of the provincial hydrle hub should be declared to the hub management unit and, subject to the approval of the management authority, the installation of water-metering facilities and the payment of royalties in accordance with the regulations.

Article 15. The hydroelectric plants and their subsidiary facilities are managed by the Privy Management Unit, with the remaining electricity grids, in addition to the production and subsistence of the Privy Management Unit.

No unit or individual shall be intrusive of the damage, damage to the hub engineering facility and its subsidiary facilities, equipment.

As a result of the establishment of temporary occupations, the dismantlement of the hub engineering facilities and their subsidiary facilities, equipment, the construction units shall be subject to the consent of the hub management unit and, within the prescribed time frame, to the restitution of the status quo or the alterations; and the construction units shall be compensated.

Article 17 strictly controls on new construction, expansion, alteration facilities and buildings within the framework of the management and protection of the water hub in the province; and the need for construction, in accordance with the provisions of the Regulations on Water Engineering Management in the Province of Hiroshima.

Article 18, within the scope and protection of the management of the water hub in the province, should be in compliance with the prohibition of the laws and regulations such as the Water Pollution Control Act of the People's Republic of China, the Water Engineering Regulations of the Ministry of the Interior.

Article 19 shall not operate catering activities within the framework of the provincial management of the water hub. In carrying out production activities such as tourism, cultivation, breeding, environmental impact evaluation should be conducted in accordance with the law and, with the consent of the territorial Government's water administration authorities, agreements are concluded with the HN management unit.

The cost charged by the Privy Management Unit with the agreement between the producer and the producer was fully vested in provincial finances, with the application of the “payment of income and expenditure line” management.

The above-mentioned production operation should ensure engineering safety, maintain the original functionality of the engineering and treasury areas, without pollution of water quality or destroy the ecological environment.

Article 20 states that the central management unit found that the water quality of the treasury should be reported in a timely manner to the local environmental protection administrative authorities and the water administration authorities; the environmental protection administrative authorities should organize and coordinate relevant administrative authorities investigations.

Article 21, the hub management unit should be strengthened to detect violations of this approach in a timely manner, and to report on the relevant sectors of the Government of the people at the local district level, which should be lawful.

In violation of this approach, there are one of the following acts, which are punishable by law by the competent and other direct responsibilities directly responsible for the water administration, the hub management unit and other relevant departments, and which constitute a crime and are criminally criminalized by law:

(i) Failure to fulfil the responsibility for security maintenance affecting the safe operation of engineering facilities;

(ii) Non-compliance with the responsibility to prevent the movement of flooding, resulting in significant losses in the prevention of flood movement;

(iii) Non-implementation of management responsibilities resulting in damage to the Privy Engineering or pollution of water quality;

(iv) Illegal interference with the use of the management of the water hub movement in the province;

(v) No income relating to the production of activities shall be paid in accordance with the provisions;

(vi) No timely report on water quality;

(vii) Non-implementation of the responsibility to conduct the conduct of the conduct;

(viii) Other abuses of authority, omissions, provocative fraud.

Article 23, in violation of article 12 of this approach, allows citizens to enter the region of the management of the management of the water hub in the province or unlawfully interfere with the management of the provincial water hubs, which is redirected by the authorities of the Government of the above-mentioned people at the district level, giving warnings; rejects that citizens may be fined by more than 100 million yen to impose a fine of up to 100,000 dollars for legal persons and other organizations; damages shall be repaired or compensated.

Article 24, in violation of articles 16, 17 and 18 of this approach, punishes them in accordance with the relevant provisions of the Regulations on Water Engineering Management in the Province of Broad Orientale.

Article 25 On 2 July 1997, the Modalities for the management of the Embasa Waterle Centre, published by the Government of the People of Province, were repealed.
