Protection of the Earth's legacy in the city of Napbo

(Adopted by the 28th ordinary meeting of the People's Government of New York, 1 July 2013, No. 205 of 5 July 2013, published as from 1 September 2013)

In order to enhance the protection of the Earth's legacy, regulate the use of the river heritage, promote the full coordination of sustainable development in economic societies along the Greater River, in accordance with the relevant legislation such as the People's Republic of China Act on the Protection of Materials and the Law on the Protection of Cultural Property in New York City, this approach is being developed in the light of the actual practice of the city.

Article II applies to the protection of the river heritage within the city's administration.

Article 3 of this approach refers to the legacy of the rivers in the eastern part of the city's administration region, the legacy of the water-living works on the river, the various components of the history, the historic neighbourhood, the town of history and the various environmental landscapes.

The hydro-facilitative engineering facility, which has been built on the eastern Google River since recent generations, has also been described in this approach.

Article IV protects the trueness, integrity and continuity of the principle of integrity, as well as the implementation of integrated planning, sub-protection and territorial management.

Article 5 Protection of the Grand Canal Heritage in the Territory of the Municipalities and the Grand Canal Heritage sites is performed by the executive branch of the Territory.

The commune government of the Grand Canal Heritage sites should strengthen its leadership in the protection of the Great Canal Heritage.

Relevant administrations such as planning, water, transport, housing construction, land resources, environmental protection and urban management, within their respective responsibilities, are able to work on the protection of the river heritage.

The provision for the protection of the Earth's legacy in Article 6 should be included in the financial budget of the People's Government of the city and the Grand River Heritage sites.

Article 7. Civil, legal and other organizations have the legal obligation to protect the inheritance of the river.

Civil, legal and other organizations are encouraged to participate actively in the protection of the river heritage.

Article 8

The non-movable material with historical, artistic, scientific value in the main arsenal should be published in accordance with the law as a protection unit or a material protection point.

For all and management rights of the State in the larger arsenal, it should be collected by the Property Administration and the relevant units designated by the relevant authorities.

Article 9 provides for an expert advisory system for the protection of the Earth's legacy. The municipal property administration should form an expert group composed of experts in the areas of paper, water, transport, planning, construction and environmental protection.

The Group of Experts should be consulted on the development of a plan for the protection of the Earth's legacy, approval of construction works and other major matters.

The Article 10 Surface Conservation Plan is developed and amended by the Municipal Property Administration with the relevant sectors such as planning, water and transport, and is published by the Government of the city.

The conservation planning of the Greater Canal Heritage should clarify the composition, protection standards and protection priorities of the river heritage, delineate the scope of protection and build control areas and classify protection measures.

The communes (markets) of the Grand Canal Heritage sites should develop specific implementation programmes for the protection of the river heritage in the current administrative region, based on the management of the Grand River Heritage.

Article 11 builds on the scope of the protection of the Earth's legacy and builds control areas, which should be in line with the conservation planning of the river heritage and perform the reporting process in accordance with the law.

The construction of the project legacy impact evaluation system should be carried out in advance, but it is in the context of water and water transport construction, which could be developed in the design document without separate assessment of the impact of the property.

Article 12 does not carry out other construction outside the construction of works such as water facilities, water transport facilities and other major infrastructures and landscapes, within the protection of the following major river heritage:

(i) The east of the Zion River entered the remainder of the Yao-kook;

(ii) The remainder of the city of Yaoundia, the city of Charity, to the north-west dams;

(iii) Triango (New Jijim Bridge, Xangi Bridge, waters between the River Bridge and the sea teaway sites and the Zionist Heritage Zone).

Article 13. The municipal property administration should establish a glossary of the river heritage and provide the public with real and complete information on the river heritage.

The protection of the arsenal of Article XIV should be conducive to cultural transmission and to improving the living conditions of the population along the line and to promoting sustainable socio-economic development on the ground.

The Government of the People's Republic of the Grand Canal Heritage site and the relevant authorities determine the major matters in the protection of the river heritage and should be heard.

Article 15 provides for access to the river heritage sites and should uphold the principles of scientific planning, protection of the status quo and ensure the safety of the public and the river heritage.

The establishment of service projects in the cruise area should be in line with the conservation planning of the river heritage.

The Greater Canal Heritage Visits to Protect, demonstrate, utilize functions that are prominently, can be used as the Great Canal Heritage Museum.

Article 16 shall not engage in the following activities in the context of the protection of the river heritage:

(i) Illegal movement, removal, humiliation, destruction of heritage protection symbols, markings, and border logs;

(ii) Difficulties, cereals, counselling and posting on artefacts;

(iii) To establish a network of blockers, river fishermen on the Great River;

(iv) dumping, garbage and excess discharge of wastewater;

(v) The storage of items that endanger the security of heritage, such as flammability, trajectory and corrosion;

(vi) Self-exploitation, drilling, excavation, drilling, drilling, swelling, and inflicting damage to inheritance safety;

(vii) Construction of graves;

(viii) Other acts that endanger the safety of the river heritage.

Article 17 The executive branch of the city shall organize regular monitoring visits to issue monitoring reports.

In monitoring visits, the territorial administration of the city and the Grand Canal Heritage sites found violations of the provisions of this approach, involving the functions of the relevant administration, which should be communicated in writing to the relevant administration. The relevant administrative services should be checked in a timely manner by law and will provide timely feedback to the administrative authorities.

The executive branch of the district (community) in the city and the Grand River Heritage sites shall be recognized in accordance with the relevant provisions of the Law on the Protection of Cultural Property.

Article 19, in violation of the provisions of this approach, has resulted in the destruction of the river heritage, which constitutes a criminal offence and is not criminally criminalized by law, in violation of the provisions of the laws and regulations relating to the protection of property, water administration, navigation management, environmental protection, fisheries management, planning, civil administration, etc., punishable by law by the relevant administration.

Article 20, in violation of article 16, paragraph 1, of the present approach, is subject to an order by the author's executive to change its period of time and to a fine of more than 500 dollars.

Article 21, concerning the non-implementation of the functions of the executive branch, is rectified by an accountability order of the superior administration to inform criticism; accountable supervisors and other direct responsibilities are taken by the competent organ in accordance with the law.
