Management of public safety video information systems in northern lakes

(Adopted by Decree No. 361 of 8 July 2013, by the Government of the Northern Province of the Greater Lakes Region, which was launched effective 1 September 2013) at the Standing Conference of the People's Government of the Northern Province (Parliament No. 361)

In order to regulate the construction and management of public safety video images information systems, to raise public service and management levels, to guarantee the legitimate rights and interests of citizens, legal persons and other organizations, and to develop this approach in line with the provisions of the relevant laws, regulations.

Article 2

Article 3. This approach refers to public safety video information systems (hereinafter referred to as public video systems), which are designed to maintain public safety, provide public services and innovative social management, using video technology and equipment to collect, transmit, demonstrate, store and manage video material on public safety, public service and management sites or regions.

Governments at all levels should fully play the role of public video systems in the maintenance of public safety, the handling of sudden events, the prevention of disasters and the social management of services, and provide legitimate, effective and accessible public services to the public.

Article IV. The public video system should be guided by the principles of integrated planning, parent-building, management, resource-sharing, and be adapted to the establishment of public safety defence systems, basic public services and management systems.

Article 5

Authorities such as the development and reform, economic and informationization, finance, science and technology, housing and rural and urban construction, transport, quality technology supervision are working in the public video system within their respective responsibilities.

The Government of the people at the district level should prepare public video system-building planning, in accordance with the requirements of public safety, public services and management in the current administration, and be implemented in accordance with the planning organization.

The planning and construction of public video systems should take full advantage of existing video information resources and avoid duplication.

Article 7 below concerns public safety, public service and management sites or regions, with important entrances, main corridors or heads of departments to build, install public video systems:

(i) Significant public information units such as national authorities and radio stations, television stations, news agencies, communications, postal, financial units and national focus construction units;

(ii) Important transport hubs such as airports, ports, vehicles stations, highway, dry tunnels in the State, urban streets, central towns, etc., large-scale bridges, tunnels, tunnels, tunnels, underground corridors, and important transportation tools such as sea, light-tracking, passenger carriers;

(iii) Large energy power facilities, water facilities and urban water, electricity, fuel, fuel, heat supply facilities;

(ix) Regions where criminal and security cases are easily or frequent;

(x) Other places and regions provided for by law, regulations.

The following article 8 addresses places relating to personal privacy and regional prohibitions for the construction and installation of public video systems:

(i) In hotels;

(ii) Collective accommodation, room;

(iii) lactation rooms, public bathrooms, clothing, steriles, and sanitation;

(iv) Areas where personal information on clients may be disclosed in financial, insurance and securities institutions;

(v) Regions where the expression or conduct of personal will may be observed in the vicinity of the electoral box, the reporting box, the polling point;

(vi) Other places and regions involving personal privacy or the legitimate rights and interests of citizens, legal persons and other organizations.

Article 9. The construction and installation of public video systems should be in compliance with the relevant provisions of States and provinces, in line with industry technical norms and ensure their safety, application and effective functioning.

The installation of public video systems such as the installation of equipment should result in a fixed place of equipment, a relatively fixed range of cameras and a clear marking.

Article 10 is a new construction, alteration and expansion project for the construction of a public video system, and its public video system should be designed in conjunction with the construction of the project's main subjects, while at the same time construction, at the same time completing the receipt and at the same time.

The completion of the public video system project should be carried out in accordance with the relevant provisions of the State and the province.

Article 11. The use of public video systems should be made available to the public security authorities of the people at the district level over 30 days from the date of the use of the system.

The construction of a public video system would no longer fall within the scope of construction and installation under article 7 of this approach, and its construction units could be dismantled but should be reported to the public security authorities of the people at the district level over 30 days before the demolition.

Article 12 Public video systems are established by government investment and are maintained by management and use units, and are leased by the Government and are maintained by the construction unit. Non-governmental investment construction or leased public video systems are maintained by construction units or using units.

Article 13. Public video systems-building units, management and use units should be in compliance with national networking and information safety management provisions and should not disclose State secrets and commercial secrets, nor violate the privacy and other legitimate rights of citizens.

Article 14. The public security authorities of the people at the district level should integrate resources into government investment-building or rented public video systems in accordance with legitimate, security and regulatory requirements, and achieve inter-sectoral video information-sharing based on public safety, public services and management needs. The authorities of the people at the district level should cooperate.

Non-governmental investment construction or leased public video systems should be established or used by their construction units or units should presuppose the interface with the public security authorities of the people at the district level or the emergency command system.

Article 15. The public security authorities of more than the population at the district level may, by virtue of their need to maintain public safety, receive information on public video systems, either by law, or by entering into and directly using public video systems.

The relevant authorities at the district level may, by law, replicate, redirect public video systems information or access to public video systems for investigation, handling of sudden incidents or other public services and management needs.

Article 16 provides that the public security authorities and other authorities at the district level shall be subject to the following provisions when accessing, replicating or redirecting information on the public video system in accordance with article 15 of this approach:

(i) Not less than two staff members;

(ii) To present administrative law enforcement documents issued by the Government of the Provincial People or by the administrative authorities of the State Department;

(iii) Submission of the approval of the Government's public security authorities at the district level.

Article 17

(i) The establishment of systems such as confidentiality of information, fact sheets, maintenance and safety inspections;

(ii) Conduct operational training for heads of public video systems and managers and report basic information to the public security authorities of the people at the district level above;

(iii) Registration of the information-gathering staff, the transferee, the time-consuming, the mode of movement, the use of the transfer and the removal of information;

(iv) Maintenance of public video systems, maintenance of their normal functioning, temporary suspension for reasons such as systemic failures, maintenance of maintenance, or relocation of public video systems for work, should be reported promptly to the public security authorities in the original case;

(v) Identify other important information relating to public safety, emergency and criminal offences and public services and management, and should be reported promptly to local public security authorities and relevant authorities;

(vi) The information on the public video system does not exceed 15 days for the effective storage of information on public safety, emergencies and criminal offences. The State has other time-bound provisions from its provisions.

Article 18 Civil, legal and other organizations shall not have the following acts affecting the normal functioning and management of public video systems:

(i) The location and scope of public video systems or changes in the use, intake of public video systems;

(ii) Removal of information from public video systems for commercial purposes or other unlawful uses;

(iii) Information on the illicit sale, provision, dissemination or illicit reproduction of public video systems;

(iv) Removal and destruction of the original records of information on public video systems;

(v) To deliberately conceal and destroy information on criminal activities collected by public video systems;

(vi) The refusal of public security authorities to access, receive or directly use public video systems in accordance with the law, or the refusal of the executive authorities with sudden incidents and public service and management matters to investigate, replicate and redirect information on public video systems;

(vii) Other practices affecting the regular operation and management of public video systems.

Article 19 The use of public video systems plays a prominent contribution in the maintenance of public safety, the provision of public services, the disposal of sudden incidents, and is recognized and rewarded by the public security organs of the population at the district level or by the relevant authorities.

Article 20, in violation of article 17, article 18, or in one of the following cases, is criticized by the Government of more than one of the population at the district level or by its own public security agencies, for the period of time being rectified; fines of more than €300,000 for units to fine more than 100 million dollars for individuals; penalties for the lawful administration of justice, which constitutes a violation of the law; and criminal liability:

(i) Be constructed, installed and installed in public video systems;

(ii) The construction units of the public video system or the use of units do not submit the case to the public security authorities of the people at the district level as required;

(iii) A public video system prohibits the installation of public video systems and other video equipment.

Article 21 Staff members of the public security authorities and other authorities at the district level are one of the following cases, which are being restructured by the authority of this sector or at the same level, and administrative disposal of the competent and direct responsibilities by law:

(i) In the management of public video systems, the performance of their duties is not carried out in accordance with the law, resulting in a violation of the citizen's person and the loss of civil property and public property;

(ii) The integration of public video systems resources, as prescribed;

(iii) Failure to maintain public video systems in accordance with the provisions, resulting in a failure to function properly;

(iv) Access to information on public video systems without approval or access to and direct use of public video systems;

(v) Change the use of public video systems information for commercial purposes or other unlawful uses;

(vi) Access, reproduction or retrieval of information on public video systems is not in compliance with the relevant provisions.
