Gang Province's science and technology incentives

(Adopted by the 25th ordinary meeting of the Government of the Grand province on 13 September 2013, No. 104 of 22 September 2013, by the Order of the People's Government of the Grand province, which was issued effective 1 November 2013)

Chapter I General

Article 1 provides incentives to citizens, organizations that make a prominent contribution in scientific and technological progress in this province, mobilize the active and creative nature of science and technology workers, enhance the capacity of science and technology innovation, promote science and technology and socio-economic development, and develop this approach in line with the National Science and Technology Awards.

Article 2

Article 3. The Government of the Provincial People's Government has established scientific and technical awards, which are as follows:

(i) Gang Province's Science and Technology Empowerment Award;

(ii) Natural science awards in Gang Province;

(iii) Gang Province's Technical Invention Award;

(iv) Gang Province's Science and Technology Progress Award.

Article IV Science and technology incentives in provinces, in line with the “respect for labour, respect for knowledge, respect for talent and respect for the creation”, uphold innovative drivers, encourage autonomous innovation, promote the transformation of science and technology outcomes and promote sustainable economic and social development.

The provincial science and technology awards are recommended, evaluated and awarded in accordance with the principles of openness, equity and justice and the system of scientific, democratic evaluation.

Article 5. The Government of the Provincial People's Government has established provincial science and technology incentives committees. The Provincial Committee on Science and Technology Grants consists of experts, scholars and persons in the Government's functions, who are the main heads of the provincial science and technology administration. The day-to-day work of the Provincial Committee on Science and Technology Grants is vested with the provincial science and technology administration.

The Provincial Committee on Science and Technology Awards hire experts and scholars to complete the evaluation. Of these, Gang Province's Technical Inventive Awards are not less than 50 per cent of experts from businesses.

The Provincial Committee on Science and Technology Awards employs five members of the Monitoring Committee, such as experts, scholars, managers, responsible for the supervision of provincial science and technology awards evaluation and opposition processing.

The composition of the provincial science and technology incentive committees is presented by the provincial science and technology administration, which is approved by the Government of the province.

Chapter II

Article 6

(i) To make a salient contribution in science and technology innovation, the transformation of scientific and technological outcomes and the industrialization of high-technical technologies and to create significant economic benefits and social benefits;

(ii) Significant breakthroughs in a discipline area or building trees in science and technology development.

Article 7.

The key sciences referred to in the previous paragraph found that the following conditions should be met:

(i) The former has not been found or has not been clarified;

(ii) Significant scientific values;

(iii) The natural scientific community, both domestic and foreign, is recognized.

Article 8. Gang Province's Technical Invention Awards are granted to citizens who use science and technology knowledge in technology in invention, technology creation activities and are innovated by important technologies implemented in this province.

The main technology invention referred to in the previous paragraph should have the following conditions:

(i) The former has not been invented or has not been made public;

(ii) Be advanced and creative;

(iii) autonomous intellectual property;

(iv) To create significant economic benefits or social benefits through the application of more than three years.

Article 9 Gang Province's Science and Technology Progress Awards citizens, organizations that make a significant contribution to research development, the application of the promotion of advanced scientific and technological outcomes, the completion of major scientific and technological works, projects, scientific universality and enterprise innovation.

(i) In the implementation of technology development projects, the development of new technologies, new products and new processes with autonomous intellectual property, which are applied, is clearly superior to the same types of technical products and economic indicators;

(ii) To make a prominent contribution to the economic and social development of the province in projects that are trans-enhanced, promote scientific and technological outcomes and make them industrialized;

(iii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and socio-public science and technology are making important contributions;

(iv) To make a significant contribution to the enhancement of science for all, the creation of an innovative environment and the promotion of innovation;

(v) To create significant economic benefits or social benefits through the application of more than three years.

The Gang Province's Science and Technology Progress Award addresses the award of technological innovation in enterprises, with a focus on incentives for enterprise ownership innovation and business-oriented research projects.

Chapter III Recommendations, evaluation and award

Article 10. Provincial science and technology awards are selected once a year. The Gang province's scientific and technical power awards do not exceed one or more; the Gang Province's natural science awards, the Gangang Province Technical Inventation Award, and the Gang Province's Science and Technology Progress Award, the second and three awards, the award rate of 145 awards, the total number of awards for the award of more than 150 awards.

Article 11 Candidates for provincial science and technology awards and candidate projects are recommended by the following units and individuals:

(i) The city, the State's Government;

(ii) The formation of the provincial government and its immediate institutions;

(iii) Central in Gang;

(iv) Relevant sectors of the National Army of the People's Liberation Army of China;

(v) The Chinese Academy of Sciences, the Chinese Institute of Engineering, and the Gang Province's scientific and technical functions;

(vi) Other units that are recommended by the provincial science and technology administration.

Article 12. Provincial science and technology awards are recommended by quotas. Recommendations should be made to the recommended person and the recommended project. The unit recommended that the recommended unit and the unit of the recommended person be disclosed separately; the individual recommended that the unit of the recommended person be disclosed separately. It should provide authentic, accurate and complete evaluation material.

A scientific and technical outcome can only be recommended by a type of incentives; the same completeer can only serve as a pre-three completeer of the recommended project in the same year; the same completeer shall not participate annually in the recommended project; the principal heads of public service and business units that are not directly involved in scientific research, technology development; and administrative managers shall in principle not be recommended as provincial science and technology awards.

Article 13 contains one of the following cases, and does not recommend:

(i) With regard to defence, national security and the determination of precision;

(ii) The existence of intellectual property disputes;

(iii) Be detrimental to human health, social security and public interest;

(iv) In accordance with the law, administrative approval should be obtained but not approved;

(v) The main technical content has been obtained by national, provincial or military science and technology incentives;

(vi) Other legal provisions prohibit the declared project.

Article 14. The provincial science and technology administration conducts a formal review of the recommended and recommended projects and, after review of qualifications, submits the corresponding evaluation committees.

The evaluation committees are evaluated in accordance with the terms of incentives and evaluation criteria.

The Provincial Committee on Science and Technology Awards have resulted in awards based on the evaluation of the Committee.

Article 15 The provincial science and technology administration should make the provincial science and technology awards recommended to the social public and 30 days. During the public statements, any unit or individual had contested the demonstration and was presented in writing to the provincial science and technology administration. The provincial science and technology administration will be dealt with in a timely manner with the parties concerned and is monitored by the Oversight Committee.

The provincial science and technology administration recommended approval by the Government of the Provincial People.

Article 16 Granters of the Gang Province's scientific and technical power awards Honours No. 16, and the Government of the province issued honour certificates and awards.

The natural science awards in Gangang Province, the Gangong Technical Inventation Award, the Gang Province's Science and Technology Progress Prize was awarded by the Government of the Provincial People.

Article 17. Gang Province's Science and Technology Awards amounted to $800,000. The natural science awards in Gangang Province, the Gangong Technical Inventation Award, the Gang Province's Science and Technology Progress Prize I, II and III awards, respectively, amounted to $80,000, $40,000 and $20,000.

The incentive and evaluation of provincial science and technology awards are financed by provincial finances. The provincial science and technology awards are free of personal income.

Chapter IV Legal responsibility

Article 18 deducts, expropriates the scientific discoveries of others, technological inventions and other scientific and technological results, or otherwise unjustifiable means of decepting provincial science and technology awards, which are validated by the provincial administration of science and technology, with the approval of the Government of the province's people, the recovery of awards and awards. No provincial science and technology awards may be declared within five years of the error.

Article 19 recommended that persons assist others in providing false data, material declaration of provincial science and technology awards, which are criticized by the provincial science and technology administration.

Article 20 Members of the provincial science and technology incentive committees involved in evaluation activities and the provincial science and technology awards evaluation committees were advised in the evaluation exercise, in favour of private fraud, negligence and dismissal of their evaluation qualifications, criticized by the provincial science and technology administration and recommended that their offices or authorities be treated in accordance with the law.

Other persons involved in the evaluation exercise were treated by law when they were misleading, favouring private fraud and saving.

Chapter V

Article 21, this approach has been implemented effective 1 November 2013. The Gang Province's Science and Technology Award, issued by Order No. 25 of 22 February 2006, was also repealed.
