Urban land management approach in the Grandin Province

(Adopted at the 16th ordinary meeting of the Twelfth People's Government, held on 3 January 2014, by Decree No. 289 of 15 January 2005 of the Government of the Greateren Province, which was issued as from 1 March 2014)

Article I, in order to strengthen urban gate management, secure the orderly construction and safe operation of the gateway, develops and utilizes space resources, in line with the relevant laws, regulations, and develop this approach in conjunction with my province.

Article II of this approach refers to the urban gateway, which is used on the basis of water, drainage, fuel, heat, electricity, communications, radio television, transport signals, etc. (a subsidiary facility), integrated gateways and their related local space facilities, but does not include military-specific gate lines.

Article 3. This approach applies to planning, construction, maintenance and archival information management activities for the planning, construction, maintenance and management of the line in the urban planning area of my province.

Article IV. Provincial housing and urban-rural-building administrative authorities are responsible for the development and use of guidance across the provincial city line.

The integrated urban-rural coordination sector (hereinafter referred to as the integrated urban-rural coordination sector) for urban areas established by the municipalities, districts (at the district level, under the same conditions) or the people's Government is responsible for the integrated coordination and monitoring of the urban gates within this administrative area.

The Government of the urban population plans, builds, municipalities and develops and reforms, the resources of the land, water, public safety, human defence, communications, the publication of broad-based electricity, in accordance with their respective responsibilities, is well placed on the construction, maintenance and management of the land line.

Article 5

Territorial property units and line management units established by government investment (hereinafter referred to as top-line property rights, management units) should be developed in accordance with integrated urban gate planning and industrial development planning.

Article 6

(i) The move on the ground line should be paralleled in the planning of the road centre line and in coordination with hidden works to avoid cross-cutting and interfering;

(ii) The same line should be consolidated;

(iii) It is proposed that the routing line be avoided and that the temporary routing line avoids the formality line, that the branch avoids the main gateway, and that the mini-sury line avoids the trajectory line and that the pressure line avoids the relapse line, avoids the trajectory line, avoids the misappropriation of the trajectory line, and that the technology requires a low-proof line to circumvent the line of the technical requirements, and that the management structure of the air-conditioning structure should be avoided;

(iv) The depth and the level of the land-based gate line range from, vertical and intervals with buildings, constructions, trees, etc., to be implemented in accordance with national technical standards.

Article 7. The Integrated Coordination Unit of the Local Line should prepare urban land-based road-based construction plans in accordance with the overall urban planning and local-level professional planning, and coordinate with urban road development planning and annual construction plans.

Local-line construction units should be constructed in accordance with urban gateway construction plans.

The gateway outside the urban road should be integrated into the relevant project construction plans, accompanied by construction.

Article 8 Prior to the construction of the urban gateway project, construction units should be subject to a licence procedure under the law, and the urban gateway works that are synchronized with roads should be conducted in conjunction with road works.

In the process of processing the underground engineering licence process, the Rural and Rural Archives Authority should communicate the content and requirements of the engineering archives to be transferred after the completion of the work.

In the five years after the new construction, alteration and expansion of urban road delivery, article 9, the main road repairs are not allowed to lay down the urban gates over three years. Special circumstances, such as theft, require exhumation, with the approval of the municipal and district governments.

In addition to the previous period, there is a need to exhumate the road gate line and the construction units should develop road exhumations plans, report the integrated urban gate line coordination sector, which is integrated in the urban gate line coordination sector, and incorporate the urban gateway construction plan and inform society.

In the context of the construction, alteration and expansion of urban roads, the road construction units should lay the road blocks in line with planning requirements.

Each type of land line should be prefabricated or maintained in accordance with urban planning requirements, or the interface is expected to remain outside the urban road planning line 1 metres.

Article 11. In the case of new urban areas and various parking areas, as well as new construction, alteration, expansion of the city's main roads, it is in line with technical safety standards and related conditions and that the gateway should be used to implement the integrated gateway technology; it is not possible to be used, and the planning corridor for the integrated gateway for the land line should be used.

Article 12

The gateway engineering unit in urban areas should be structured and kept in the management records.

The construction unit should entrust the engineering measurement units with the corresponding qualifications to carry out the survey and form an accurate completion data document and a linear engineering survey. Requirements for the completion of the survey are included in the pipeline.

Following the completion of the urban gateway project, construction units should organize the clearance of the urban gateway engineering survey, mapping, design, construction and treasury units. When the experience is qualified, the user can be delivered. The construction units should report the completion inspection process to the integrated management of the urban land line.

Article 14. Construction shall not unauthorized relocation, change of the urban gateway, establish the need for relocation, alteration of the urban gateway, and construction units shall propose implementation programmes in consultation with the gateway property, management units, and conduct relevant procedures in accordance with the law.

Article 15. Territorial titles, management units abandoned urban land lines should be made available to urban planning, construction or municipal administration authorities.

In the case of the abandoned urban land line, there is a risk of being dismantled by property rights, management units, and the removal of the property rights unit's unaccounted for abandoned urban gates, which are organized by the Integrated Coordination Unit of the Urban Landline.

The urban gateway that is not dismantled should be filled with pipelines and their inspection wells.

Article 16 shall be responsible for the safe operation of the gateline, with the following responsibilities:

(i) Establish a system of responsibility for safe production;

(ii) Establish security technology preventive facilities in accordance with the relevant provisions and standards, and conduct regular performance assessment;

(iii) The establishment of a day-to-day system of escorts and maintenance, which should be rehabilitated and updated in a timely manner, by destabilization, shortcomings and ageing of the land line;

(iv) Focus monitoring of the diversion of substances such as toxic hazardous,flammable explosions, as well as the areas covered and sites that may have other dangerous circumstances;

(v) Regular emergency response exercises;

(vi) The rapid organization of pillage and reporting to the relevant sectors in accordance with the law, following the incident at the underground line;

(vii) Establish a system of top-line information files;

(viii) Other responsibilities under laws, regulations.

Following the completion of the urban gateway project, construction units should be transferred to the rural and urban Archives Management Service for the completion of the linear works (including the results of the completion survey), and the transfer of the electronic archives of the measurement data.

Article 18 Rural and urban-rural-building archives should be made available to urban planning, construction and management, in accordance with the law, for the acceptance, collation, identification, statistics, custody, use and confidentiality of the land-based engineering archives.

The urban people's Government should establish an integrated information management system for urban land. The Rural and Rural Archives Authority is responsible for the maintenance, updating and management of specific work.

Territorial titles, management units should establish and maintain their respective sub-information systems in accordance with the local gateline information standards and requirements, and include integrated information management systems for urban gateways.

Provincial housing and urban-rural-building administrative authorities should develop cross-modal formats, standards and lists of information-sharing data for urban land-based information with relevant departments.

Article 19 Access to citizens, legal persons and other organizations, use of the integrated information management system of the urban gateway, access to land-based property, management units, and use of the information on the Central African gateway, should be subject to national confidentiality provisions.

Urban and rural-urban Archives should facilitate access to and use of land-based information and should not be charged.

Article 20 states that the city and the people's governments should conduct regular urban land-based specialization surveys. The integrated urban gateline coordination sector should organize the implementation of the land-based survey programmes in the relevant sectors and organize land-based surveys and remedial mapping.

The integrated urban gateline coordination sector should develop integrated pre-emptions for road safety response.

Territorial titles, management units should establish pre-emptions for safe response to the urban gateway and report on the integrated coordination sector of the gateway in the city.

In violation of this approach, there are one of the following acts, which are punishable by the planning authorities in accordance with the following provisions:

(i) The construction unit did not provide for the measurement of the completion of the work under the urban gateway prior to the recuperation of the construction line, the time limit was being converted to a fine of more than 1 per cent of the construction works, but the maximum of $30,000;

(ii) Land-based property rights, the management unit's unauthorized relocation, the change of the urban gate line, the time limit being changed and the fine of over 3,000 dollars.

In violation of this approach, there are one of the following acts, which are being converted by urban-rural or municipal administrative authorities to a period of up to 30,000 yen; the loss should be borne by law:

(i) The gateline construction units are not constructed in accordance with the urban gateway construction plan;

(ii) The underground engineering unit does not carry out the construction of the ground line works in accordance with the construction map adopted by the review, the time specified, technical norms and operating protocols;

(iii) The Office of the High Commissioner does not carry out the management and maintenance of a record of the hiding works of the underground line;

(iv) The underground line works have not been completed to receive qualified delivery;

(v) Sub-line property rights, management units are not required to dismantle the waste line.

Article 24 Integrated Coordination Departments and other relevant departments and staff members of the urban gate line include one of the following acts, one of which is directly responsible by their units or superior authorities for administrative disposition by law; and criminal liability by law:

(i) The development of integrated urban land-based planning, professional planning or construction plans by law;

(ii) There is no regular organization for the conduct of urban land-based surveys;

(iii) To use job facilitation requests, receipt of property from other persons or other interests;

(iv) Non-compliance with the supervision of management duties or oversight of management under the law, resulting in serious consequences;

(v) There are other abuses of authority, omissions, provocative fraud.
