Safeguard management approach to the operation of pyrotechnics in Hindus

(Summit of Hygiene, 23 December 2013, through Order No. 16 of 27 December 2013 of the People's Government of Honour, issued since 27 December 2013)

Chapter I General

In order to strengthen the safety management of cigarbs, prevent security accidents, guarantee public safety and the lives and property security of the people, and develop this approach in line with the provisions of the Security Production Act of the People's Republic of China, the Law on Security of the People's Republic of China, the Law on Safety of Security of the People's Republic of China, the regulations on the management of cigarettes, the application of the pyrotechnical licence scheme, the pyrotechnical fus management approach.

Article 2

The law, legislation and regulations provide otherwise, from their provisions.

Article 3. This approach is implemented by the commune, district (market, district) people's governments.

Governments of municipalities, districts (markets, districts) should establish a coordination body for the safe management of pyrotechnologies consisting of sections such as Accreditation, Public Security, Quality, Commerce and Industry, Transport, Urban Control (Curriral law enforcement), Broadcasts, Monitoring, Finance, Environment, Education, Health, Resort, and Distribution, with offices responsible for day-to-day management.

The municipal pyrotechnical security management coordination body conducts integrated monitoring of relevant work such as the organizational leadership for the safe management of cigarettes in the city, the construction of retail networks, emergency relief, the identification of illegal cigarbs.

Regional (market, district) pyrotechnic management coordination agencies are responsible for organizing work mechanisms such as the safe management of cigarettes in the current administration area, the construction and implementation of retail networks, emergency relief and the detection of illegal cigarbs of cigarettes; and for the promotion of the relevant sectors, the people of communes, community service management to carry out pyrotechnical safety management functions.

Article IV

The security production supervision management is responsible for the management of safe supervision of the production, storage and sale of cigarettes, licensing of pyrotechnic operations (releading, retail) and organizing investigations into security accidents in accordance with the law.

Article 5 Governments and relevant ministries at all levels should conduct social outreach activities to educate citizens to adhere to the relevant laws, regulations and regulations and to safely pyrotechnologies.

Chapter II

Article 6 Businesss engaged in cigarettes and operators engaged in a pyrotechnical retail should obtain, in accordance with the law, a licence for the operation of cigarbs (releading) and a licence for the operation of cigarette ( retail).

No units or individuals may engage in pyrotechnic activities without a licence for the operation of cigarbs.

Article 7. The issuance of a licence for the operation of a pyrotechnical pyrethroid is governed by land.

The city-level security production monitoring management is responsible for the issuance and management of a pyrotechnical licence within the current administration.

The district-level security production supervision management is responsible for the licensing and management of retail operators in the current administration.

Article 8 (markets, districts) Governments should develop and organize programmes for the implementation of the bamboo's retail network in this administrative area, in accordance with the principle of “safeguarding safety, convenience, unity planning, rational layout control”.

Article 9

(i) The establishment of a pyrotechnical retail point in public gatherings such as trade markets, exhibitions (removals), chambers of commerce, residential small areas and vehicle stations;

(ii) Production, storage facilities for hazardous items such as flammable oil stations, within 100 metres around retail points;

(iii) No schools, kindergartens, hospitals and trade markets are assembled within 100 metres around retail points;

(v) The pyrotechnical retail point shall not be installed in the same building with the residential place.

(viii) A copy of the licence for the safe production of bamboo in the production of cigarettes operated and the contract for the safe sale of pyrotechroids with them (base text).

The preceding paragraph provides for changes in information and relevant information, and the whole enterprise shall be registered in a timely manner to the original registry sector.

Article 11. The pyrotechnical company should post the pyrotechnical mark of the company in the pyrotechnical products.

Article 13

(i) Employers and practitioners aged 16 years and under 60 years of age, have physical health and are able to normally engage in cigaretteer retail activities;

(v) No smoking or use of fire in the area of operation;

(vi) operate at the registration location;

(vii) Nothing in this city prohibits the sale of pyrotechnologies, specifications.

(viii) Laws, regulations and other provisions of the local people's Government.

Article XIV prohibits the transfer, sale, sale, rental, transfer of licences for business or the acquisition of a licence for the operation of the bamboo by means of misappropriation, bribery.

Article 15 prohibits the sale of hidings, artillery, artillery, fire, paper, earth rockets, earth rats, cigarettes, collisions, crowds, prone explosions and other species prohibited by this city, cigarettes of specifications.

Chapter III Storage security management

Article 17 The cigarette storage must be in accordance with the terms and national standards, industry standards.

Article 19

Article 20, non-sexplosive bamboo operators, storage of cigarettes shall not exceed one box (subject) or weight shall not exceed 30 kg.

The unit or the individual need for a one-time smoking explosion exceeding thel box(s) or for a total weight of more than 30 kg, should be sent to a pyrotechnical company prior to the smoking.

Chapter IV

Article 21 of this city's administrative region imposes limits on smoking pyrotechnologies, which can only be used in the prescribed time, region, and foams for the pyrethroids.

Article 24 prohibits the smoking of bamboo in the following locations and regions:

(i) Protection units and their scope of protection;

(iii) Medical institutions, kindergartens, schools, nursery homes, nursing homes and nursing homes;

(iv) The office of national organs at all levels;

(viii) Intensive public places and parking places, such as cultural sports sites, trade markets, chambers, supermarkets, ceremonies, theatres, commercial streets;

(x) Under-ground spaces such as urban gate networks, human-protection facilities;

(xi) Resident residential corridors, building blocks, roofs and windows;

Article 25

Chapter V

Annex VI
