The non-modile vehicle management approach in Fhana

(Adopted by the 21st ordinary meeting of the People's Government of the province on 17 April 2014, No. 141 of the Order No. 141 of 24 April 2005 on the establishment of the People's Government Order No. 141 of 24 April 2014)

Chapter I General

Article I, in order to strengthen the management of non-moil vehicles, to maintain a road traffic order, to guarantee safe access to transport, to protect the legitimate rights and interests of citizens, legal persons and other organizations, to develop this approach in line with the Law on Road Traffic Safety of the People's Republic of China, the Regulations on Road Traffic Safety of the People's Republic of China, the Act on Road Traffic Safety of the People's Republic of China.

This approach applies to the production, sale, registration and movement of non-modile vehicles within the territorial administration.

Article 3. The Government of the people at the district level and its relevant departments should reasonablely impose motor vehicles, non-mocratic vehicles and human pathways to secure the safe passage of non-moil vehicles and to refrain from crowding into manoeuvres for motor vehicles, non-mobil vehicles, and not crowding out non-modile vehicles for movement.

Article 4

The quality technical supervision sector, the business administration sector, is governed by law for the production and sale of non-motive vehicles.

The environmental protection sector of the population at the district level is governed by law by the law for the collection, storage, transfer, disposal and use of unmoiled batteries.

More than the people at the district level are managed by non-modile vehicles based on their respective responsibilities, in the areas of trust, finance, construction and price.

Chapter II Production and sale of non-motive vehicles

Article 5 non-modile vehicle production should implement national safety-related technical standards. The production and sale of non-modile vehicles that are not in compliance with national standards relating to security technologies is prohibited.

Article 6 encourages the production, sale and use of the lithium battery as a driving environment, as well as helmets.

Article 7 provides units and individuals for the production, sale of non-modile vehicles, non-modile vehicles and non-modile vehicle maintenance in this province's administrative area, and shall provide unmovable cell replacements and recycling services for non-moil vehicles, establishing a distributor recovery cell, maintaining old batteries in accordance with the Pollution Control Standards for Hazardous Wastes, and regularly transferring obsolete batteries to units with hazardous waste operational qualifications.

It is prohibited to collect, store, transfer, dispose of or use old-age batteries without hazardous waste operators.

Article 8 introduces a product inventory management system for the production, sale of electric vehicles consistent with national standards, mobile chairs for persons with disabilities, and other powerful devices-driven non-modile vehicles. The directory of non-modile vehicle products is prepared by the Government of the People's Republic of the Region, made available to society and updated in due course.

Article 9. The sales of electric motorcycles, mobile chairs of persons with disabilities, other powerful devices driven by non-modile vehicles should be accentuated in the sale of the existing effective product catalogues and, through the presentation of the hotels, consumer commitment to sell their vehicles has been included in the product catalogue.

Article 10 Transport management of the public security authorities should establish, improve the non-modile vehicle registration system for non-mobile car salesers and introduce the sale of non-moile vehicles.

Chapter III Non-moile vehicle registration

The following non-modile vehicles should be registered by the transport management of the public security authorities and access to non-moile vehicles and passories, which can be accessed on the road:

(i) Electrical vehicles;

(ii) Mobile wheelchairs for persons with disabilities;

(iii) Other non-modile vehicles that meet national standards.

Article 12. All persons who are not mobile vehicles shall apply for non-modile vehicle registration by means of the transport management of the local public security authorities in their place of residence, on-site inspection vehicles and submit the following materials:

(i) Non-modile vehicles pass;

(ii) Non-moile vehicle-qualified certificates;

(iii) Identification of non-motive vehicles for all.

An application for the registration of a mobile chairs vehicle for persons with disabilities should also be submitted to all persons with disabilities in the district (communes, districts).

Article 13 states that:

(i) The applicant's non-modile vehicle voucher, the qualification certificate was null and void, was converted or incompatible with the non-motive vehicle;

(ii) Not included in the non-motive vehicle product catalogue;

(iii) In spite of the inclusion of a directory of non-modile vehicles, actual technical data for non-moile vehicles are not in line with the data published;

(iv) Non-moile vehicles are placed and seized by the judiciary and the executive law enforcement authorities in accordance with the law;

(v) Non-moile vehicles are suspected to be stolen;

(vi) Other cases incompatible with legal, regulatory and regulatory provisions.

Article 14. Traffic management of public security authorities shall receive registration of non-modile vehicles, which shall be completed within five working days of the date of application, be granted to non-moile vehicles and passers, and in writing to the applicant for reasons of non-registration.

Article 15. Non-modile vehicle registration is provided by the Government's transport management.

The non-modile vehicle plates, the way forward, are provided by the provincial Government's transport management.

Article 16 of the non-moil vehicles should be installed at the middle level at the end of the non-mobile vehicle, to maintain clarity, integrity and to refrain from intentional intrusion and stigmatization.

No unit or individual may be forged, converted or used to falsified, converted to non-modile vehicles, pass, and not to use other non-moile vehicles to fly.

Changes in registration of non-modile vehicles registered in Article 17 should be made.

The registered non-modile vehicle ownership has been transferred and the transfer of registrations should be carried out; the transfer of the title of mobile wheelchairs for persons with disabilities should provide evidence of the disability of the transferee of the district (market, area) disability union.

One of the registered non-modile vehicles is registered under article 18, which is registered by the transport management of the public security authorities of the registered district-level people's government, and has recovered the number and route:

(i) Non-moile vehicle registration conditions that do not meet the requirements of this approach;

(ii) Registration of non-modile vehicles through inappropriate means of deception, bribery.

Non-modile vehicles registered under Article 19 are one of the following cases, and non-modile car owners should apply for the write-off registration of registrations to the transport management of the local public security authorities in the registered area:

(i) The loss of non-motive vehicles;

(ii) Removal vehicles due to quality;

(iii) Non-modile vehicles are not used in the province.

There are one of the registered non-modile vehicles, which are declared non-mobile vehicles by the public security authorities at the district level of the registered land, and by the logo of the transport management of the public security authorities of the registered land:

(i) The non-modile vehicle registration was revoked by law and the non-moile vehicle number was not recovered;

(ii) The non-motive vehicle owner did not return to the non-modile vehicle plates and routes when the registration was cancelled.

Article 21 has been registered as a non-modile vehicle, lost or destroyed, and all non-modile cars should apply to the transport management of the local government public security authorities in the registered area. At the time of application, all non-moil vehicles should complete the application form and submit identification certificates. It should also be submitted in the capacity of an escillary to certify and non-motive cars.

After the application was received by the public security authorities, the certificate, voucher submitted by all non-motive vehicles should be reviewed. In accordance with the conditions, the issuance of a logging and distribution certificate has been added within two working days from the date of receipt of the application, which has been added within 15 working days from the date of receipt of the application, and the number of former non-moil vehicles has been unchanged. A written statement of the reasons was made to the applicant for non-compliance.

The requirements for the management of non-modile vehicle registration under article 2 are integrated in the budget by the same-ranking Government financial sector.

The royalties for the self-moval vehicle, other non-modile vehicles driven by the State's standards, are charged in accordance with the fees and approved fees for the approval of the Ministry's Government's financial services, price authorities, and in full the treasury. The mobile chairs cars for persons with disabilities are exempted from the collection of certificates.

Article 23 Transport management of public security authorities should strengthen registered non-moil vehicle material, archives management and information collection, establish a non-motive vehicle information network and provide information access services.

Non-moile vehicle information includes the following:

(i) Basic information on non-motive vehicles for all, non-modile vehicles;

(ii) Information on the transfer of titles and changes in the content of non-mocile vehicles;

(iii) The loss and loss of information for non-motive vehicles;

(iv) Handicapped non-motive vehicles;

(v) Other information required.

Chapter IV

In accordance with article 24 of the present approach, non-modile vehicles that should be registered by the party should be able to move on the road without registration.

Non-moile car drivers should comply with road traffic safety laws, regulations and regulations on the movement of non-motive vehicles.

Non-modile vehicles may not be loaded or renovated.

Non-modile vehicles that have been registered shall not alter the vehicle's appearance or the technical data registered.

The twenty-eighth driving vehicle must be 12 years of age and the driving of its own vehicles and mobile chairs of persons with disabilities must be 16 years of age.

It is limited to a single minor under 12 years of age whose own vehicle, the electric movable vehicle, has only been installed.

A minor under the age of 18 years is driving their own cars and electric motorcycles.

Chapter V

Article 29, in violation of the provisions of this approach, provides for penalties under the law, legislation and regulations.

In violation of this approach, the production, sale of non-modile vehicles that are not in accordance with national standards for safety technology is governed by law by the quality technical supervision sector, the business administration sector.

Article 31 collects, stores, transfers, disposals, and uses provisions that violate non-mobile vehicles, which are legally checked by the environmental protection sector of the population at the district level.

Article 32 garners on registered non-moil vehicles, one of the following cases, are converted by a warrant for the transport management of the public security authorities of the district-level people, with a fine of 50 dollars:

(i) Registration but not registered;

(ii) No hiding or no fixed hiding;

(iii) The intentional intrusion and damage to non-modile vehicles;

(iv) The use of falsified, converted non-modile vehicles and passers;

(v) The use of other non-mocile vehicles, brands and routers;

(vi) Accomplishing, transforming power devices;

(vii) Changes in external or registered technical data;

(viii) Violations of the provision of the person.

Article 33, in the interim period, garnered the “exclusive vehicle” in violation of the regulations governing the people's administration in the municipalities of the districts, with a fine of 100 kidnapped by the Traffic Management Service of the Government of the District.

After the end of the transition period, the driving of the “exclusive vehicle” was driven by a fine of 200 kidnapped by the Transport Administration of the People's Government.

Article 34, Traffic management and staff of public security agencies have one of the following acts, which are punishable by law by the competent and other persons directly responsible; constitutes an offence punishable by law:

(i) Registration of non-modile vehicles that are not in accordance with statutory conditions or non-modile vehicles that meet statutory conditions are not registered;

(ii) deliberately harass the applicant or delay the registration of non-modile vehicles;

(iii) Detaining non-mocile vehicles in violation;

(iv) The use or violation of the relevant provisions to deal with the seizure of non-moile vehicles;

(v) To facilitate access to property by other persons in their duties;

(vi) Other omissions, provocative fraud and abuse of authority.

The transport management of the public security authorities and their staff members have a prior act, causing losses to the parties and should be liable under the law.

Annex VI

Article XV of this approach, which has been registered non-modile vehicles prior to the promulgation of the scheme, should be accessible to the public security authorities of the communes of the entire home within 60 days of the date of operation of the scheme.

Non-mod vehicles that are registered in accordance with national standards are no longer repeated, as prescribed by the Government of the People of the Region.

The Governments of the communes of Article 36 may, according to this approach, develop specific management measures in the region.

Article 37 of this approach is implemented effective 1 August 2014.
