Maximum quality control in the self-government region of Mongolia

(Adopted by Mongolia in its nineteenth regular meeting of the Government of the People of the Autonomous Region on 23 December 2013, No. 199 of 31 December 2013, No. 199 of the Order of the People's Government of the Territory, which came into force on 1 March 2014)

Chapter I General

Article I, in order to strengthen the quality monitoring of bleak, preserve the bleak market order, protect the legitimate rights and interests of Moxin producers, operators, consumers, and develop this approach in line with the cotton quality control regulations and relevant national laws, regulations and regulations.

Chapter II Quality obligations

(iii) Absorption, exclusion of pornomy fibres and other non-mastered fibres.

(iv) Groups of mass-favoured fibres are processed according to category, hierarchy.

(v) Post-processing bleak packing and marking the mark indicating the quantity, hierarchy, columns, weights, date of production, plant name, place of plant; the mark is in line with the quality, quantity and quantity of bleak.

Chapter III Quality oversight

Article 17 introduces a bleak quality test system in the self-government area.

The public test means the activities of the professional fibre test body to test the quality, quantity of bleak and to obtain a certificate of public evidence based on relevant national standards and technical norms.

Article XXI imposes a bleak quality test by a specialized Maximum test without charge of any cost and the required test costs are included in the financial budget of the self-government area.

The quality technical supervision of the self-governing area carries out a sample of surveillance tests for Max organizations that have been tested by Maximum fibre quality.

The contents of the inspection should include whether the Maximum quality test certificate and the test symbols are in-kind; whether the professional fibre test body implements the Maximum quality test objective, impartiality and timeliness.

Article 23 of the Maximum quality monitoring body carries out quality surveillance inspections against oxin fibres other than Maximum test.

The inspection should include the quality, quantity and packaging of bleak in compliance with national standards, local standards; the bleak mark and whether the quality voucher is in-kind.

Article 24, Maximum quality oversight bodies may exercise the following functions:

(i) On-site inspection of places of acquisition, processing, sale and storage.

(ii) To investigate and understand the relevant information about activities suspected to operate in violation of this approach.

(iii) Access, reproduction of contracts, documents, books and other information.

(iv) Other mandates provided by law, regulations.

Article 25 Maximum quality monitoring inspections by Maximum fibre quality monitoring bodies should be conducted with quality monitoring records and the creation of a bleak enterprise quality file.

Article 26, in accordance with the need to monitor inspections, may be tested by a specialized fibre test body for the quality of bricks, test the samples required to be drawn from the purchase, processing, sale and storage of bleaks in accordance with the relevant standards of the State and self-government zones, and shall result in test conclusions within seven days from the date of the sampling.

Article 27, Maximum quality monitoring bodies should refund samples drawn upon when monitoring inspections and, in accordance with the relevant provisions of the State, to Maximile operators.

Article twenty-eighth Max purchase, processing, sale, storage enterprises and their associated personnel should cooperate with the Maximum quality surveillance inspection conducted by Maximum quality monitoring bodies under the law, without denying, blocking, and not concealing, false reporting and information.

Article 29, Max fibre producers, operators, companies using Maximums, objected to the test results carried out in the Maximum quality test conducted in accordance with this approach and the Maximum quality inspection, which should be reviewed by the professional fibre test body of the self-government area or by the national professional fibre testing sector within five days from the date of receipt of the test results; the professional test body of the self-government area should provide a review of the findings and inform the applicant in writing.

Chapter IV Legal responsibility

Article 31, in violation of articles 11, 12, 13, 14, 15 and 16 of this approach, is punishable by the Maximum quality oversight body in accordance with the relevant provisions of the cotton Quality Monitoring Regulations.

Article 31, para. 1, of the scheme, does not implement national standards, local standards, technical norms or time requirements, or the ambigu quality test certificate is not authentic or objective and is corrected by a technical oversight department of quality in the self-government area; or administrative disposition of the responsible supervisors and other direct responsibilities is given to degradation or dismissal by law.

Article III, the professional fibre test body, in violation of article 21 of this scheme, collects the cost of a public evidence test, which is charged by a responsibilities of the quality technical oversight department in the self-governing area to refund the fees charged for the test of public evidence; and administrative disposition of the responsible supervisors and other direct responsibilities under the law.

Article 33 Tests are not carried out by the specialized fibre test body, by means of a certificate test, by means of a certificate test or by a licensor test, and by the quality technical oversight department of the self-government, the executive disposition of the responsible personnel and other direct responsibilities is granted by law to the competent or to the removal of office, which constitutes a crime and is criminalized by law.

Chapter V
