In accordance with the provisions of the General Programme of the Free Trade Test Zone of China (Heafter) and the Chinese ( Shanghai) Free Trade Test Zone Regulations, the municipality has now decided on China (the Shanghai) Free Trade Test Zone (hereinafter referred to as the “STI”) Management Committee (hereinafter referred to as “the IASC”) to concentrate on the exercise of the executive authorization and administrative sanctions rights in this city as follows:

The relevant administrative approval and management authority exercised by the Ministry of Development Reform, Commerce, Planning of the Land, Construction, Transport, Greenization, Environment, Human Security, Intellectual Property, Publication, Civil Defence, Water, Health, Science and Technology, in accordance with the law (see annex 1 below), is vested in the IPR.

II. Reservations for administrative penalties exercised under the law in the ADB area (28.78 square kilometres), which have been centrally exercised by the IASC, with administrative enforcement, cultural law enforcement, planning of the land, construction, environmental protection, human security, intellectual property, housing security, civil defence, water administration, statistics, etc. (see annex 2).

In accordance with the relevant provisions of the State and the city, other responsibilities to be carried out by the IPR shall be implemented in accordance with the relevant provisions.

ADB will actively explore the establishment of an efficient functioning service model and law enforcement system, in line with the requirement to expedite the transformation of government functions, reform of innovative government management approaches, implement responsibilities and achieve synergies among different sectors.

V. The municipalities and the municipalities will continue to support the work of the IPR and assume other administrative services in the TA pilot area within their respective responsibilities.
