Chapter I General

Article 2

The ladder use units, the media, industry associations should carry out the ladder's awareness-raising and advocacy efforts to advocate for the use of ITUs.

The ladder manufacturing unit, the ladder's installation, rehabilitation and repair unit, the ladder maintenance unit, the specialized equipment test body, and the promotion of ITU safety expertise should be strengthened.

Article 8 encourages safe science and technology research and encourages the use of advanced technology and scientific management tools to improve the safety and management levels of the ladder and to enhance accident prevention and emergency response capacity.

Article 9 ITU-related industry associations should strengthen industry self-regulation, promote industrial integrity systems, conduct industrial information analysis studies, organize education training and counselling, participate in standard setting, increase the level of industrial services and the level of safety management.

Chapter II Production, operation

Article 10

No unit or individual shall be forged, used, modified, sold, rented and licensed.

Article 11. The ladder manufacturing unit should ensure that gradient production is in compliance with the requirements of legal regulations, safety technology norms and related standards and is responsible for the safety of the ladder of its production.

Article 12. The installation, rehabilitation, repair and repair of the ladder must be carried out by the ladder manufacturing unit or by the units entrusted to it by the law. The ladder manufacturing unit has delegated other units to install, rehabilitate and repair the ladder, and should provide safety guidance and monitoring for its installation, adaptation, repair and conduct school tests and trials in accordance with the requirements of safety technology norms. The ladder manufacturing unit is responsible for the safety of the ladder.

The units entrusted shall not subcontract, rehabilitate and rehabilitate the ladder.

Any unit or person shall not be allowed to carry out the installation, rehabilitation, repair and repair activities of the ladder in the form of the wall.

Article 16 Building units should be gradient, equipped with the relevant provisions and standards, and the selection and configuration are not in conformity with the relevant provisions and standards, and the construction map design document shall not be reported.

The construction units should be constructed in accordance with the quality requirements of construction works, the construction of fire safety technology standards, the ladder safety technical norm, the building of buildings, subsidiary facilities, etc., related to gradient security.

Chapter III

Article 17 ITU use units are responsible for the use of ladder's safety management obligations.

(i) The autonomous management of the ladder's property owner and the ladder use unit;

(iii) The ladder is a shared property right, and the owner should entrust the ladder in writing and the ladder management unit;

Article 18 ITU use units shall, within 30 days of gradient inputs or after the use of the ladder, conduct registrations and obtain registration certificates for the security supervision of the special equipment in the district (Autonomous Region) and the ladder use units shall provide a written statement of the date of use of the ladder.

The ladder uses a change in registration information, and the ladder's use units should be processed by law within 30 days of change.

Article 19 ITU use units should establish job responsibilities, security management systems such as hidden governance, emergency relief assistance, and the ladder safety technology archives system, develop ITU operational protocols and ensure the safe operation of ITU.

The ladder's security technology archives include, inter alia, the following:

(i) Accreditation of the quality of ladder products, ITU technical documents and maintenance statements;

(ii) The use of registration information and gradient surveillance tests, periodic test reports by ITU;

(iii) Deficiency and accident records, routine maintenance records and periodic self-assessment records;

(iv) Archives and security training, educational records of ITU operators;

(v) Other elements provided for in the legislation.

Article 20 shall be subject to the following provisions in the ladder use management:

(i) Establish, by law, the ladder security management body, ITU security managers and operational personnel;

(ii) Recurrent maintenance and regular self-reviewing of the ladder used by them and recording them;

(iii) Regular school tests, inspections and records of the ladder's safety annexes, security protection devices;

(iv) The placement of effective ladder registration signs, security use statements, security concerns and warning signs, as well as emergency relief telephone numbers;

(v) Enhance the day-to-day inspection of the security situation in the ladder, and to eliminate accidents in a timely manner;

(vi) In the absence of a normality, such as a failure of the ladder, an express passenger ban on the use of the ladder was prohibited;

(vii) In the event of a shortage of ladder passengers, an immediate arrangement was made for gradient operators to take measures to organize rescue and to be safe for those who were trapped;

(xiii) Other provisions of legal regulations.

Article 21, the ladder use unit should be entrusted with the maintenance of the ladder's manufacturing unit or the installation, rehabilitation, repair and maintenance of the licence under the law.

The units engaged in the maintenance of the ladder should strictly implement the requirements of the safety-technical norms in the maintenance of the maintenance, guarantee the safety of the ladder of its maintenance and comply with the following provisions:

(i) The name of the unit, the number of emergency relief calls, the basic information, such as operational personnel, and the latest maintenance information, such as maintenance personnel, time and content;

(ii) Development of maintenance programmes and emergency relief scenarios;

(iii) The establishment of 24 hours of duty telephones to ensure that they are removed in a timely manner after notice of failure;

(iv) Upon receipt of a report on the failure of the ladder, the maintenance staff should be able to arrive and implement on-the-job relief, the arrival of the main urban and central cities for a period not exceeding 30 minutes, and other districts (self-governing areas) should not exceed one hour;

(v) On-site operators should be eligible accordingly and implement safety protection measures on the ground and guarantee operational safety;

(vi) A maintenance and record of each gradient at least 15 days and the failure of the ladder should be recorded in detail;

(vii) Self-review of the ladder in accordance with the matter of commission, and the use of the unit with the required self-checking or reporting;

(viii) In the maintenance of maintenance, timely measures should be taken to eliminate accidents and to remove them, and timely written notification of the suspension of the use of the ladder's use units; and the identification of critical accidents should be accompanied by a report on the management of the security oversight of special equipment in the district (Autonomous district);

(ix) Safeguarded measures in the maintenance of on-site maintenance to secure construction;

(x) Other provisions of legal regulations.

In article 22, the ladder's house is installed at the top level or at the roof of the roof, and the ladder's use units should install air conditioners to meet the ladder safety operation requirements.

The funds required for the installation of air regulators are assumed according to the following pattern:

(i) The ladder of new construction, alteration and expansion projects, which are assumed by construction units;

Article 23 of the ladder's use unit does not change the ladder's efficacy parameters; changes in the ladder efficacy parameters should be governed by the relevant provisions of the ladder manufacturing unit or the units entrusted by it.

The ladder use units have been renovated within the ladder and should be used to prevent the material.

Article 24 of the ladder has serious accidents, has no renovation, repair value, or has reached other reporting conditions under the safety technical norms and related standards, and the ladder use units should fulfil their reporting obligations under the law, take the necessary measures to eliminate the use of the ITU and, within 30 days of release, process the use of the registration certificate write-offs to the original registry authorities.

The ladder use unit should be dismantled by the use of registration certificates in accordance with the preceding paragraph; the removal of the ladder of the dismantlement shall be carried out by the ladder manufacture unit or by the units entrusted by it in accordance with Article 18 of this approach, and the registration certificate shall be processed in accordance with article 18 of this scheme.

Article 25 Upon an accident by the ladder, the ladder's use units should take measures to organize rescues, prevent accidents from expanding, reduce casualty and property losses, protect accident scenes and related evidence, and report on the safety oversight management and related sectors to special equipment in the area of accidents within one hour of accident.

In one of the following cases, the ladder use management units may entrust the specialized equipment test body with carrying out the ladder safety assessment:

(i) The frequency of failures and the impact on normal use;

(ii) The ladder has been affected by disasters such as water surveillance, fires, fires, earthquakes;

(iii) Other situations requiring a security assessment.

More than 10 years of continuous use of ITU inputs, and in addition to regular testing of them each year, safety assessments should be carried out in accordance with the relevant provisions of the State and the city and the findings of the assessment.

The ladder use units should determine the continued use or rehabilitation, repair, based on assessment findings.

Article 27 provides for the day-to-day operation of ITU, maintenance, rehabilitation, testing, testing, safety assessment, etc., which should assist ITU organizations in the implementation of the required funds.

Major repairs are needed in small-scale residential areas, and the ladder use units and the owners' committees should be organized in a timely manner to implement the required funds and owners should fulfil their financial mobilization obligations. In the process of ITU use, the ladder manufacturing units should comply with the following provisions:

(i) To track and understand the safe operation of the ladder created by them and to make records;

(ii) To make recommendations for improvement and provide the necessary technical assistance (including technological upgrading, technical training, technical information and necessary gradient components, etc.) for the maintenance of ITU units or the use of units in the maintenance and security operation;

(iii) Timely notice of the ladder's use unit and report to the management for the safety monitoring of the special equipment in the districts (Autonomous Regions) where the ladder is found to have serious accidents;

(iv) There shall be no technical barrier to the safe operation of the ladder.

The ladder manufacturing units write-off, disappearances or do not have the corresponding qualifications, and the ladder use units should select other obligations under the former paragraph with corresponding qualifications.

Article 29 should be observed by ITU in compliance with the ladder's safety statements, security concerns and warning signs, and should not include:

(i) To use the ladder of an express irregular situation;

(ii) The opening of the ladder layer by non-safe means;

(iii) To dismantle, destroy and destroy the ladder's registration signs, the ladder's safety use statements, security concerns and warning signs, poster devices, gradient components and their subsidiary facilities;

(iv) Damage, damage to the exclusive operation of the gradient;

(v) The ladder in excess of quantity;

(vi) Overloaded heavy shipments;

(vii) Cartage hazardous chemicals or fuel-prone items;

(viii) Other acts that endanger the safe operation of the ladder or endanger the safety of others.

Chapter IV Tests, testing

Article 33 ITU should conduct regular testing and monitoring tests in accordance with national provisions, without testing or testing, and non-use.

In the previous month of the ladder test, the ladder's use unit should submit a regular test request to the specialized equipment test body. In one of the following cases, the ladder use units should provide oversight test requirements to specialized equipment test bodies:

(i) Safety technical norms, changes in national mandatory standards and clear requirements;

(ii) The installation, adaptation and major repairs of the ladder;

(iii) The ladder has been discontinued for more than one year;

(iv) Other cases provided for in national legislation.

The ladder use unit should submit the relevant written material required to test in accordance with the requirements of safety technology norms and be responsible for the authenticity of the material.

When a specialized equipment test body receives written submissions from the ladder use unit, it should be processed in accordance with the following provisions:

(i) The material is fully and in accordance with the statutory form and should be admissible;

(ii) The material is not fully or incompatible with the statutory form and may be corrected at the time of correction, and should be received at the present stage;

(iii) The material is incomplete or not in accordance with the statutory form but cannot be subject to correction, and should be communicated to the whole of the need to be filled within three working days, with the date of receipt of the material being considered as the date of admissibility.

Article 32 Tests for special equipment should be completed within 20 working days of the date of receipt; the test could not be completed within 20 working days and, with the approval of the head of the institution, 10 working days could be extended.

The specialized equipment test body shall transmit the results to the ladder use unit within 10 working days after the completion of the test.

Article 33 Tests of the Special Equipment test body found that there was a need for change in the ladder in the test, which was addressed in accordance with the following provisions:

(i) The existence of a general accident hidden change, which should be communicated in writing within one working day to the ladder's use unit and request it to complete the change within five working days;

(ii) The existence of major accidents, the need for rehabilitation and major repairs, should be informed in writing within one working day of the ladder's use unit and requested it to complete the change within 30 working days.

The specialized equipment test body should undertake on-site verification of whether the ladder use unit should be restructured or renovated, and the specialized equipment test body should make testing unqualified conclusions.

The replacement period for the ladder use units is not taken into account for the test period of the specialized equipment test body.

Article 34 of the special equipment test body found in the test that there were severe accidents in the ladder, which should be communicated in writing to the ladder use units in a timely manner and to report promptly in writing to the management of the security supervision of the special equipment in the districts (in self-government districts).

The ladder use units should immediately cease the use of the ladder after having received written notification from the specialized equipment test body and take steps to eliminate the accident in a timely manner.

Article 35 ITU use units should provide the necessary ladder test site conditions for specialized equipment testing agencies.

The specialized equipment test body should judge on the ladder test site conditions and conduct a test in accordance with conditions; incompatibility should be informed, in a single written manner, of the ladder's use unit, not to be informed or informed of the incompleteness of the content as a condition for the test.

Article 336 ladder manufacturing units, ladder installation, rehabilitation, repair units, can provide testing requirements to specialized equipment test bodies, as required, and specialized equipment testing agencies should provide testing services in accordance with the law and be responsible for the findings.

Chapter V Oversight management

In accordance with the provisions of the law, regulations and this approach, the management of special equipment safety oversight should conduct oversight inspections against the ladder manufacturing units, the ladder's installation, rehabilitation, repair units, the ladder's operation, the use unit and the specialized equipment inspection body.

The safety monitoring management of special equipment such as schools, kindergartens, hospitals, airports, vehicle stations, passenger terminals, chambers, sports sites, tourist sites, exhibition sites, parks, etc. should implement priority safety inspections.

Article 338 Safety monitoring management of special equipment should organize the development of an ladder accident emergency response to include the emergency disposal and rescue system in the current administrative region.

Following the accident reports received by the security monitoring management of special equipment, rescue should be organized in accordance with the relevant provisions to prevent the expansion of accidents, reduce loss of life and property and organize accident surveys with the relevant authorities in accordance with the law.

Article 39, the security monitoring management of special equipment should establish an overall state of ladder security publication system that will make it available to society on an annual basis.

The ladder security situation includes the following:

(i) The number, type and distribution regions;

(ii) The overall state of ladder maintenance, testing, etc.;

(iii) The situation, characteristics, causes analysis, preventive response;

(iv) The ladder manufacture unit, the installation, rehabilitation, repair unit, the qualifications of the specialized equipment test body;

(v) Other disclosures.

Article 40 Safety monitoring management of special equipment should establish the ladder safety monitoring management archives and document the ladder safety oversight inspection.

Article 40. Article 42

Chapter VI Legal responsibility

Article 49, in violation of articles 20, 22, 23, 24, 26 and 28 of this approach, provides that the ladder use unit consists of one of the following acts, with the responsibility of the management responsible for the safety of special equipment, with a fine of up to $300,000:

(i) The failure to conduct regular inspections, as prescribed, and the timely elimination of accidents;

(ii) The failure of the ladder to disclose the passengers at a notice when the ladder has suffered a failure or a accident;

(iii) In cases where gradient passengers are trapped, no measures have been taken to organize relief efforts, as required;

(iv) Failure to ensure the regular use of police or emergency relief calls, or to arrange 24 hours of dedicated service;

(v) The ladder of key elements to be placed in the custody and use of ITU safety managers or operators, as required;

(vi) The installation of air conditioners in accordance with the provisions and the regular use of facilities such as ladder air conditioners and electromagnatic lighting;

(vii) Failure to organize emergency relief exercises in accordance with the provisions;

(viii) Failure to deal with ITU security complaints as prescribed;

(ix) No internal renovation of the ladder as required;

(x) The removal and removal of ladder, as prescribed by the provisions;

(xi) Failure to determine the conditions for the continued use of the ladder or to renovate and repair the ladder, as provided for in the ladder's safety assessment;

(xii) The selection of other ladder manufacturing units is not in accordance with the provisions.

Article 50, in violation of article 21 of this approach, is one of the following acts for the maintenance of the ladder, to be converted by the responsibility of the management responsible for the security supervision of special equipment, and a fine of over 300,000 dollars:

(i) No information is indicated in accordance with the provisions;

(ii) No maintenance programme, emergency relief advance;

(iii) No failure to call for the establishment of a duty telephone to disperse in a timely manner;

(iv) Upon receipt of a report on the failure of the ladder, the arrival on the ground was not made in accordance with the provisions and the implementation of on-site assistance;

(v) No maintenance and record of each electric gradient is carried out on a 15-day basis, as required;

(vi) No self-excise inspection of the ladder, as required, and a record or report;

(vii) No incident found in the maintenance process is handled in accordance with the provisions.

Article 50, in violation of article 29 of this approach, consists of one of the following acts by the ladder, which is converted by the responsibility of the management responsible for the security supervision of special equipment and may be fined by more than 200 thousand dollars:

(i) To use the ladder of an express irregular situation;

(ii) The introduction of non-safety means to open the ladder floor;

(iii) To dismantle, destroy and destroy the ladder's registration signs, the ladder's safety use statements, security concerns and warning signs, reporting police units, ITU components and their subsidiary facilities;

(iv) Damage, damage to the exclusive operation of the ladder;

(v) In excess of fertiles;

(vi) Overloading of heavy shipments;

(vii) Carry hazardous chemicals or fuel-prone items.

Article 52, in violation of article 31, article 32 and article 33 of this approach, the specialized equipment inspection body consists of one of the following acts, which are converted by the responsibility of the management responsible for the security supervision of special equipment, fines of more than 300,000 dollars for the agency's office, and fines of up to 150,000 dollars for the direct responsible supervisors and other direct responsibilities:

(iv) Removals identified in the ladder test were not addressed in accordance with the provisions.

The staff of the administrative authorities, such as the security supervision of special equipment, play a role in the management of ladder safety, abuse of authority, provocative fraud, and are disposed of by law by the superior authority or the inspection authority.

Article 54, in violation of this approach, stipulates that the laws and regulations such as the Law on the Safety of Special Equipment of the People's Republic of China are punishable under the relevant provisions.

In violation of this approach, civil responsibility is assumed by law for the damage to the person, property, which constitutes a violation of the management of the security sector, which is punishable by law, and is suspected to be committed by the judiciary.

Chapter VII

Article 55

(i) Major repairs refer to activities undertaken to repair the main components and security components of the ladder without changing the original efficacy parameters and technical indicators. Specific scope is determined in accordance with the relevant national provisions.

(ii) Serious accidents are hidden by illegal production or the use of matrimonial ladder; the ladder's main components, the invalidity or absence of security protection devices; the continued use of the ladder after an accident; the use of the ladder to phase out the national order; and the unqualified testing of the ladder for the reasons of the equipment.

Article 56 of this approach is implemented effective 1 January 2016.
