Chapter I General

Article 1, in order to enhance the safety management of the ladder, to ensure the safe operation of the ladder, to prevent and reduce accidents and to secure physical and property safety, to develop this approach in line with the People's Republic of China's Special Equipment Safety Act and relevant legal regulations.

Article 2

Article 3. Governments of municipalities, districts (markets), Knowledgang new technology industrial development zones, Know Economic Technology Development Zone, Kangkang National Tourism Restriction, Kyi Chungi Metropolitan Region, Knowangi Industrial Parks, Kyi Tomarta Tourism Development Zone (hereinafter referred to as the development of (referral) parks) should strengthen the leadership of ITU safety efforts, promote and support the implementation of ITU safety responsibilities under the law, and manage critical issues in a timely manner.

The Government of the commune (communes) and the street offices should cooperate and assist the relevant sectors in the management of ITU safety oversight.

Article IV is responsible for overseeing the safety of gradients throughout the city, where the security supervision management of the special equipment in the ladder area is under the responsibility of the ladder in the Territory.

The housing and rural and urban construction sector is responsible for overseeing the use of special maintenance funds, supervision of tenders for ITU procurement.

The Safety Production Monitoring Management is responsible for the integrated monitoring of ITU security production.

In accordance with its duties, the public security authorities deliberately destroy the ladder facilities, equipment and endanger the law, such as public safety.

The executive branch, such as development and reform, urban and rural planning, and business, are responsible for the management of ladder safety oversight.

Article 5 ladder production, operation, use and day-to-day maintenance units should strengthen the ladder safety management, establish a sound ladder safety, energy management system, and secure the safe operation of ITU.

Article 6 ITU production units, routine maintenance units, testing and testing institutions should be granted a licence by law, and their practitioners should be eligible in accordance with the law.

Article 7 encourages gradient production, use, day-to-day maintenance units and testing, testing agencies to use advanced technical and scientific management tools to enhance the safety and management levels of ITU and to promote technological innovation and applications of ITU.

The ladder liability insurance system is encouraged to increase the ability to pay for accidents.

Chapter II

Article 8 ITU production activities should be in line with the requirements of the ladder's safety technical norms and related standards, prohibiting the use of obsolete gradient spare parts for ITU production.

Article 9 ladder manufacturing units should provide design documents for safety technology normative requirements, quality certificates of products, installation and use of maintenance statements, and development of product brands, safety alert signs and descriptions in the ladder.

Article 10

(i) Provision of necessary ladder spare parts, technical training and other technical assistance to the ladder use management units;

(ii) To follow up and understand the safe operation of the ladder, and to make recommendations for improvements in the problems in operation.

Article 11. The ladder procurement should ensure that the ladder's selection, configuration and stand-alone power requirements are tailored to the building structure, the use of demand.

With regard to the construction of secure housing and other financial funds, the municipal housing and urban-rural construction sector should conduct an assessment of the comprehensive efficacy of the procurement ladder, technical guarantees, post- sold services and credit evaluation, with special equipment safety oversight management, safe productive management.

Article 12 installation, rehabilitation, repair shall be carried out by the manufacturer or the units entrusted by it in accordance with the following provisions:

(i) The proposed ladder installation, adaptation and major repairs are informed in writing before construction;

(ii) The installation, rehabilitation and major repair processes of the ladder should be monitored by a legally qualified ladder test body in accordance with the requirements of safety-technical norms, without monitoring tests or supervision tests are not qualified and cannot be delivered;

(iii) Within 30 days of the completion of the inspection, the construction units should transfer relevant technical information and documentation to the ladder's use units;

(iv) To renovate the ladder, the rehabilitation unit is responsible for the replacement of the ladder product motto, for the quality of the certificate and for identifying information such as the name of the change cell, the licence and the date of the transformation, and for the safety of the post-implementation ladder;

(v) The manufacturing units should entrust other units with the installation, rehabilitation, repair and repair of ladder, and should conduct school tests and probations in accordance with the requirements of safety-technical norms;

(vi) The installation, rehabilitation and repair units of the ladder should be preceded by construction programmes, implementation of security protection measures, and inspection of local construction works, such as ITU, wells, pits and corridors, in accordance with the installation requirements.

Article 13 provides for gradient adaptation, repairs, and should have a product quality qualification certificate that needs to be tested in a manner that should be eligible for test tests. Prohibition of non-qualified parts.

Chapter III Use of ITU

Article 15 ITU use units should ensure the safe use of ladder.

The ladder use unit is determined in accordance with the following provisions:

(i) The new installation of the ladder was not transferred and the construction units were used;

(ii) Self-administered and ladder ownership units;

(iii) Authorize the enterprise or other administrators of the material industry to be administered by the trustee;

(iv) Leave, borrowing ladder, or a location containing a ladder, rent, borrower's use unit, unless otherwise provided by law or otherwise agreed by the parties.

The ladder of the use unit has not been identified and cannot be used. The Government of the People's Government and the Street Office should promote the identification of use units by the ladder owner.

Article 16 shall perform the following safety management responsibilities:

(i) A security manager with a witness to the operation of special equipment;

(ii) The establishment and long-term preservation of the ladder's security technical archives;

(iii) To post effective ladder use signs in prominent ladder locations, indicating the name of the ladder's use unit, emergency relief calls, the name of the daily maintenance unit, emergency renovation and complaint telephones, and to maintain the link between the ladder emergency police and rescue services;

(iv) Provide regular test requirements to the test body prior to the completion of the pre-qualified effective period, monitor and cooperate with the installation, rehabilitation, repair, daily maintenance and regular testing of the ladder;

(v) Develop ladder emergency response measures and advance cases and organize regular exercises;

(vi) Inadequacies, abnormalities or accidents are hidden, are being guarded, controlled by the ladder operation area, restricted access by non-commissioned personnel and organizing a comprehensive screening of the ladder. There is a need to put an end to the ladder's time of operation for more than 24 hours, and to inform the ladder of the reasons for the cessation of its operation and the time required to repair it;

(vii) The failure of the ladder has resulted in the hardship of the passengers, the prompt organization of relief and timely reporting in accordance with the provisions;

(viii) In the event of an accident by the ladder, to organize in a timely manner drainage, rescue, protection of the accident site, and to report within one hour on the safety oversight management or related sectors of the special equipment at the location;

(ix) Effective safety protection measures or on-site management of personnel for the delivery of construction materials, construction of garbage and efficacy for gradable damage items;

(x) Other safety management responsibilities under laws, regulations and safety technology norms.

Article 17

(i) The day-to-day inspection of the ladder operation and the record of the daily use;

(ii) The custody, use of the ladder-specific keys;

(iii) Oversight of routine maintenance and signature of maintenance records;

(iv) On-site collaboration with ITU tests, testing;

(v) The discovery of an accident in the ladder that would require cessation of use, the immediate suspension and the reporting of the head of the use unit;

(vi) Other safety management responsibilities under laws, regulations and safety technology norms.

Article 18 ITU use units shall be registered with the management of special equipment safety monitoring at the location within 30 days of the ladder's input to use or input into use.

Changes in the use of units should be transferred by the former use units to the full security technical archives, warning signs, and gradient use symbols, and the new use units should take place within 30 days from the date of the transfer of the ladder and to the management procedures for the safety monitoring of the physical equipment at the location.

Article 19, the ladder, which should be posted at the ladder's entrance, take security measures; stop the use of more than one year or the suspension of one fixed-term test date, shall be subject to suspension procedures for the management of the security supervision of the equipment at the site within 30 days of the suspension; and reactivation of pre-emption procedures.

In one of the following cases, the ladder use units may apply to the testing body for a safety-technical assessment:

(i) The use period for more than 15 years;

(ii) A high frequency of failures affecting normal use;

(iii) The use unit considers it necessary to update, rehabilitate and repair major.

Article 21, after having received a request for a security technical assessment, the testing body should consist of an expert assessment team to assess and, within 30 working days, a security technical assessment report.

Article 2 ITU is unable to meet the safety operation requirements or to meet the energy efficiency requirements, and the use units should update, rehabilitate or repair the ladder.

Article 23 ITU use units are responsible for the implementation of the ladder's day-to-day operation, maintenance, concealment, testing, safety and technology assessment.

Article 24 Upgrading, rehabilitation and major repair costs are borne by the ladder's owner and can be absorbed in accordance with the relevant management provisions of the special maintenance funds for the home.

Article 25. The ladder's existence of serious accidents that cannot be eradicated, without renovating, repairing value, and the use of units should be reported in a timely manner, and the write-off procedure for the management of special equipment safety monitoring at the location within 30 days of the date of the release.

Article 26 The ladder passengers should be used in the right manner, in accordance with the requirements of the ladder's safety attention and warning signs, without the following:

(i) The ladder of an express irregular situation;

(ii) The opening of the ladder layer by non-safe means;

(iii) To dismantle, damage the ladder components and their subsidiary facilities;

(iv) The use of the ladder to transport cargo overloads;

(v) Other acts that endanger the safe operation of the ladder or endanger the safety of others.

Pending the delivery of construction materials, construction garbage and supplies that could lead to gradable damage, it should be reported to the use units.

Chapter IV Daily maintenance of ITU

Article 27 ITU should entrust the licensee with the day-to-day maintenance and contract.

The ladder use units in the public transport area, such as sea, vehicle stations, airports, terminals, should be entrusted with the construction units or to the manufacturer's units, through the contract, for routine maintenance.

Article twenty-eighth ladder's daily maintenance unit should strictly carry out maintenance work in accordance with the requirements of the ladder's safety technology norm, without reducing maintenance projects, reducing maintenance requirements and countering maintenance records.

The day-to-day maintenance operation shall not be redirected or subcontracted. The use of obsolete gradient spare parts for the maintenance of ITU is prohibited.

Article 29, in the city, is engaged in the day-to-day maintenance operation of the ladder, which should establish fixed office premises and be equipped with the corresponding operational staff in the city, and provide procedures for the safe supervision of the management of special equipment in the city.

Article 33: The day-to-day maintenance unit shall perform the following duties:

(i) Develop a daily maintenance programme to establish an on-site management system;

(ii) The development of emergency response measures and relief scenarios, and the conduct of emergency response exercises at least every half a year against different categories of ITUs in this unit;

(iii) The establishment of 24 hours of CNDP telephones, the timely arrival on the ground after notice of failure, the removal of failures and the recording of records;

(iv) The establishment of daily maintenance files and failure records for each ITU and the preservation of at least four years;

(v) Safety education and training for routine maintenance personnel;

(vi) Acknowledgement of accidents and inform the ladder of the use unit in writing; it is a victim of serious accidents, and the management of the safety oversight of special equipment at the location;

(vii) Coordinate the ladder test process;

(viii) Other responsibilities under legal, regulatory and security technical norms.

Article 31: The day-to-day maintenance unit of the ladder shall report on the daily maintenance of the ladder year to the management of the city-specific equipment safety oversight.

Article 32 uses the ladder that is used for more than 15 years or for public assembly sites, and the use of units and maintenance units should increase maintenance of the recurrent maintenance and maintenance projects in accordance with the actual state of operation.

Chapter V

Article 33 introduces a safety test system in ITU, with a regular test cycle of one year. There is no use without regular testing or testing of non-qualified gradients.

Changes in the daily maintenance units during the effective period of ITU safety tests should be replaced by the inspection body within 15 days from the date of the day-to-day entry into force of the maintenance contract.

Article 34 Tests, testing institutions and testing, testing personnel should conduct testing, testing in accordance with safety technology norms, be responsible for testing, testing findings, identification findings and supervision of the management of the special equipment safety monitoring.

Article 35 Tests, tests should be carried out in accordance with the provisions of the law, administrative regulations, and in accordance with the requirements of the ladder's safety technology norms, and the identification of the hidden accidents of the ladder should be communicated in a timely manner to the use of the units.

Article 36 Tests, inspection bodies found one of the following cases and should report immediately on the management of special equipment safety oversight:

(i) The existence of severe accidents by the ladder;

(ii) The ladder has been subject to monitoring tests or regular tests, and has not been renovated or modified to remain unqualified within the prescribed period;

(iii) In violation of the provisions of the safety-technical norms, the installation, adaptation, repair and routine maintenance of ITU activities.

Chapter VI Oversight inspection

Article 337 Safety monitoring management of special equipment carries out oversight inspections of ladder production, operation, use, day-to-day maintenance units and testing, inspection agencies, with a focus on safety oversight inspections for gradients using the year for more than 15 years or public assembly sites.

Article 338 Safety oversight management of special equipment has found violations of legal, regulatory and security technical norms or, in the ladder, a safety inspection of special equipment should be issued; it was found that serious accidents were hidden, measures should be taken in a timely manner and reported to the Government of the same people, the superior management and the other relevant departments.

The management of special equipment safety monitoring, safe production supervision, etc. received reports of an ladder accident, should immediately be removed from the site to organize rescue, verify the accident and report to the current people's Government, the top-level management, in accordance with the law.

Chapter VII Legal responsibility

Article 42, in violation of article 8 of this approach, provides that the production unit shall use the obsolete ladder spare parts for the production of the ladder, to be converted by the responsibility of the management responsible for the safety supervision of special equipment, with a fine of over 3,000 dollars.

Article 43, in violation of article 16, paragraph 3, of this approach, provides that the security management functions are not performed, are being modified by the time limit for the security supervision of special equipment, and that the period of time has not been changed to a fine of up to 1 million dollars.

Article 44, in violation of article 27 of this scheme, entrusts units that have not been granted a licence under the law with routine maintenance, with the relocation of the security supervision management order of special equipment and fines of over 3,000 dollars.

Article 48, in violation of article 28 of this approach, provides for the conversion, subcontracting of the day-to-day maintenance operation, or for the use of obsolete gradient spare parts for the maintenance of ladder, to be corrected by the management responsible for the security supervision of special equipment, with a fine of over 3,000 dollars.

Article 46 of the routine maintenance unit violates article 31 of this approach by failing to perform the reporting functions of the annual maintenance situation, by providing for a period of time being converted by the management responsible for the security supervision of special equipment; and by a fine of up to 1 million United States dollars over the year.

Article 47 regulates the safe supervision of special equipment and its staff who play a role in the management of ladder safety, abuse of authority, provocative fraud, by law, and criminalizes by law.

Chapter VIII

Article 48

(i) The ladder refers to the drivers of the use of containers operating along the front-line track or the gradients operating along the fixed lines (to steps), either to be upgraded or in parallel transporters, electrical equipment for the goods, including the ladder, an automatic gradient and an automated trajectory. The specific scope is determined in accordance with the State's specifications for special equipment and the technical norms for the safety of special equipment.

(ii) Daily maintenance means routine maintenance and maintenance of ITUs, such as clean, humidation, adaptation and replacement of efficacy, inspection. Among them, clean, luxury does not include the disintegration of components; the adaptation and replacement of flammable items will not change any gradable efficacy parameters.

(iii) Major repairs refer to the need to complete repair activities by adapting or updating major structural components, as well as activities for the overall repair of institutions (washing systems) or control systems. Significant post-harvest gradient parameters do not change technical indicators.

(iv) Restructuring means activities that change the ladder structure, institutions (washing systems) or control systems, leading to changes in the ladder's parameters with technical indicators.

The ladder installed in non-public places and used solely for single households does not apply to this approach.

Article 50 of this approach is implemented effective 1 January 2016. The Queen Mini City Government issued on 9 October 2012 and the Modalities for the safe management of the Know City (No. 115) implemented on 9 November 2012.
