Article 1 establishes this approach in the light of the laws, regulations, such as the People's Republic of China Archives Act and the Internal Mongolian Self-Government Archives Regulations, in order to strengthen the collection, collation, transfer, custody and use of major activity files in the self-government area.

Article II applies to the management of major activity archives within the administrative region of the self-government.

Article III of this approach refers to the historical record of the various forms and features of the State and society that are directly generated in major activities, in the languages, maps, audio-visuals, electronic documents, in-kind.

Article IV. This approach refers to the following activities:

(i) Significant national-level meetings in the self-government area;

(ii) Political activities by party and national leaders in the self-government area;

(iii) Significant external activities such as foreign heads of State, heads of government and foreign eminent persons outside the country, missions by friendly groups in self-government zones, and visits;

(iv) Significant meetings at all levels of the self-government zone, the Greater, the Government and the Alliance;

(v) Activities such as the High-level Party, the Humanity, the Government, the principal heads of the political agreement and the prominent scholars participating in important meetings, studies, research and work guidance in this administrative region;

(vi) Exclusive public service activities at all levels of the self-government zone, large humanities, government, key heads of political associations;

(vii) Significant economic, social, cultural, sports, national, religious activities in the present administration;

(viii) Storage of serious natural disasters and major responsibilities in the present administration;

(ix) Other significant activities within the present administration.

Article 5 Management of major activity archives is guided by the principles of harmonization, strengthening oversight, accountability, centralized management and effective use.

Article 6. The Government of the people at the flag district level should coordinate the resolution of important issues in the management of major activity archives, establish mechanisms for the participation of the sound archives administration in major activities, and ensure the requirements for the management of major activity archives.

Article 7. The above-mentioned archival administration is responsible for overseeing and guiding the management of major activity files in the present administration.

Article 8. The organization of major activities, the hosting units, when developing the implementation plans for major activities, should be accompanied by a programme of work for the management of major activity archives, identifying the responsible departments and personnel responsible for the management of major activity archives, developing and implementing the relevant archives management system, ensuring the integrity, accuracy, systems and security of major activity files.

Article 9. Organization of major activities, hosting units are responsible for collecting, collating, archiving, transferring material for major activities.

The custody of major activity files is carried out in accordance with the relevant national provisions.

Article 11. Major activities are videos, audio recordings and photographs by designated media, and the media shall transfer a set of original audio-visual files to major events within thirty days of the end of the event.

Article 12. Attribution and handover of major activity files:

(i) Major activities are organized and carried out by a unit, and the major activity files are placed in the archives of the Unit and are transferred to the same-level national integrated archives, as required.

(ii) Significant activities are organized jointly by more than two units and are carried out by major activity files into the lead unit's archives and transferred to the same-level national integrated archives, as required; the participation units should collect, collate the documentation material generated by this unit in major activities in a timely manner, and hand over major activity files to lead units within thirty days of the end of the event, with the corresponding reproduction or other forms of copies.

(iii) The establishment of temporary institutions for major activities to collect, collate material generated from major events and transfer major activity files to the same-level national integrated archives within three months of the end of the major event or when the temporary body was withdrawn.

The units that maintain major activity files should take effective measures to ensure the security of archives.

Article 14. Other organizations and individuals should be properly kept in the archives of major activities that are owned by States and societies or should be kept confidential, involving State secrets should be administered in accordance with the relevant national confidentiality provisions.

No units other than the National Integrated Archives are sold, transferred, granted a major activity file without the approval of the above-mentioned Archives of the Archives at the flag district level.

The above-mentioned other organizations and individuals are not conducive to the safe custody of major archives for other reasons, and the Archives Administration can take measures in accordance with the law to preserve, buy, buy and purchase and ensure the integrity and security of the archives.

Article 15 encourages other organizations and individuals to contribute to the National Integrated Architecture and to store major activity files. The donation, the licensor has priority over the donation and storage of archives.

When the National Integrated Archives provide a major activity file with the storage, the consent of the licensor must be obtained.

Article 16 provides for the organization of major events, the hosting unit and the national integrated archives of major activity archives, and a thematic directory of major activity files should be established, using modern management techniques and the development of major activity files.

Article 17 units and individuals who make a significant contribution in the collection, collation, transfer, custody and use of major activity files should be rewarded by the Government of the people of the flag District or the relevant authorities.

In one of the following acts, the administration of the above-mentioned archives at the flag district level should be criticized and disposed of by the competent body responsible for direct responsibility or by other direct responsible personnel, and, in accordance with the value and quantity of the relevant archives, imposes a fine of more than 5,000 dollars on the individual under the law; cause loss, pay liability under the law; and constitute a crime and hold criminal responsibility.

(i) Restructification, falsification, destruction and loss of the archives of all major activities of the State;

(ii) The unauthorized provision, copying, publication and destruction of the archives of the major activities of the State;

(iii) The illegal sale of major activity files;

(iv) Carry out major activities prohibiting evictions and their resignories;

(v) Other offences.
