Chapter I General

In order to strengthen the standardization of engineering construction, the quality of construction is guaranteed, and in accordance with the laws, regulations and regulations of the National People's Republic of China, the construction of quality management regulations.

Article II of this approach refers to the survey, design, construction, technical requirements and methodologies for construction, including national standards, industry standards, local standards and corporate standards.

Article 3. This approach applies to the development, implementation and monitoring of construction standards in the administrative areas of the self-government region.

Article IV. The Housing Urban and Rural Construction Authority is responsible for the management of standardized oversight in construction, and is responsible for the implementation of the standardized management body for construction.

The standardized authorities should be able to manage the work related to the standardization of construction.

The financial sector should include funding for standardized work construction in the current financial budget.

Chapter II

Article 5 is not specific to the absence of national standards, industrial standards or national standards, industrial standards, and needs to be developed in the context of a uniform provision of engineering technical requirements within the administrative regions of the self-government area.

Article 6. The urban, district and rural-urban construction authorities in the establishment area should conduct national standards for construction, an analytical assessment of the implementation of industrial standards, establish a local standard implementation evaluation system, and consider that local standards need to be developed or modified to make recommendations to the housing-building authorities in the self-government area.

Units, individuals and units and individuals involved in construction research, teaching, etc. believe that the relevant construction elements require local standards that can make recommendations to the housing rural and urban construction authorities.

Article 7. Urban and rural-urban construction authorities in self-government zones should organize technical experts for construction of works, relevant units to justify the development of local standards; local standards should be developed.

Article 8. Urban and rural-urban construction authorities in self-government zones should publish projects requiring local standards and organize or oversee the establishment of rural and urban construction authorities, units and individuals with corresponding professional technical skills.

Article 9

(i) No less than national standards and industrial standards;

(ii) Not be incompatible with national standards, industry standards and cross-repetition;

(iii) Special technical requirements to meet the natural conditions of this self-government area and national customs practices;

(iv) In line with new technologies, new materials, new processes and new equipment development requirements;

(v) The use of new technologies, new materials, new processes, new equipment through identification, evaluation and extension of applications;

(vi) The use of patent technology should be subject to the licence of the owner.

Article 10. Local standards are harmonized by the management of quality technical supervision in the self-government area and will be published with the housing and rural-urban construction authorities in the self-government area.

Local standards should be presented to the Department of State authorities for rural and urban construction on 30 days from the date of publication.

Article 11. Local standards are lower than new national standards or industrial standards and should be revised or repealed.

Article 12 encourages organizations with corresponding capacity, such as scientific institutions, to develop standards for construction groups that meet market and innovation needs for voluntary market selection.

Group standards should be stricter than national standards, industry standards and local standards.

Group standards are developed by the organization's autonomy.

Article 13. Enterprises can be autonomously developed and implemented in accordance with the requirements.

Enterprises are encouraged to develop business standards that are rigorous in terms of national standards, industry standards and local standards.

Article 14. Housing rural and urban construction authorities should provide information, advice and services for social organizations, enterprise development works-building standards, and competitive group standards and corporate standards for relevant national departments, social promotion of the self-government area.

Chapter III Implementation of standards

Article 15 units such as construction, survey, design, construction, construction, engineering, etc. and other engineering-related units must implement mandatory national standards for engineering construction, mandatory industrial standards and mandatory local standards (hereinafter referred to as mandatory standards), which are legally responsible for the quality of construction.

When the units in the previous paragraph enter into the relevant contract, the relevant mandatory standard elements should be clear.

Article 16 provides that the housing urban and rural construction authorities should establish mandatory standard implementation plans to monitor the implementation of mandatory standards in all aspects of construction.

Housing rural and urban construction authorities should make public mandatory texts available to society free of charge.

Article 17

Article 18 surveys, design units must conduct surveys, designs in accordance with mandatory standards and be responsible for their survey, design and quality.

Article 19 The construction units must be constructed in accordance with the engineering design chart and the construction technology standards, without unauthorized changes in the design of the works and without theft of work.

Article 20 shall be in accordance with the law, regulations and relevant technical standards, design documents and construction contracts, representing the construction units to implement the quality of the construction and assume responsibility for the quality of the construction.

Article 23 Social groups or businesses should organize testing of standards established by them and follow-up evaluation of the implementation of the standards.

The establishment, implementation of the necessary norms, guidance and oversight should be carried out for the establishment, implementation of the standards of groups.

Standard professional institutions are encouraged to carry out comparatively and evaluated standards for businesses and to receive social oversight.

Article 24 provides that the housing urban and rural construction authorities should conduct mandatory standard education training for the personnel of this unit and the personnel of the supervisory body for the construction of the construction of the works, and promote mandatory standards to society.

Article 25 units engaged in engineering construction activities such as survey, design, construction and treasury should establish a robust standard education training system to strengthen the training of workers.

Social groups in the field of construction, scientific research institutions and business organizations are encouraged to implement mandatory standards for the promotion of mandatory information advice, technical guidance, advocacy and training.

Chapter IV Oversight inspection

Article 26 Housing rural and urban-rural-building authorities and other relevant sectors should enhance oversight of enforcement of mandatory standards.

The urban and rural construction authorities in the self-government area should establish a system of statistical analysis of the implementation of mandatory standards and carry out an impact evaluation.

Article 27 Rural and urban construction authorities should check the following construction elements:

(i) Whether the engineering technicians are familiar with and have mandatory standards;

(ii) The performance, survey, design, construction, administration, inspection, etc. of the project is in compliance with the mandatory standards;

(iii) The material used in the engineering project is in compliance with the mandatory standards;

(iv) The quality of the project is in compliance with the mandatory standards;

(v) The guidelines, manuals, computer software content used in the works are in compliance with the mandatory standards;

(vi) The integrity of the relevant report on the performance of mandatory standards;

(vii) Other references to mandatory standards.

The housing urban and rural construction authorities should publish inspection findings and incorporate units and personnel that do not implement mandatory standards into the construction sector credit system management system.

Article 28 does not meet mandatory standards for project planning, engineering survey results reports, construction map design documents, and shall not be approved and used.

Construction materials, equipment that do not meet the mandatory standard requirements prohibit the use of engineering construction.

Work in violation of mandatory standard construction must not be collected.

Article 29 units engaged in activities such as surveying, design, construction and treasury should establish an internal enforcement review system for mandatory standards and receive social inquiries and oversight in relevant documents, reports, construction sites express mandatory standards.

Any unit or individual has the right to sue and complain about violations of the mandatory standards, and the housing urban and rural construction authorities should promptly investigate and investigate the results of the survey feedback and the complainant.

Chapter V Legal responsibility

In violation of article 17 of this approach, construction units expressly or imply that the design units or construction units violate the mandatory standards, reduce the quality of the work and reorder the amount of more than 500,000 dollars.

In violation of the mandatory standards, the construction of construction works, construction materials, construction components and equipment will not be eligible for construction works, construction materials, construction components and equipment will be converted to a fine of more than half a million dollars, lowering the level of qualifications or canceling the award of qualifications, forfeiture of proceeds of violation, and causing losses to bear joint liability.
